THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 22/CP dated March 22, 1993 of the Government on the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;
To be consistent with the practical operations of Vietnamese seaports under the market mechanism;
At the proposal of the Director of the Legal Affairs Department - Transportation and the Director of the Vietnam Maritime Administration;

Article 1. The Rules for unloading, delivery, and storage of goods at Vietnamese seaports are hereby issued.
Article 2. This Decision revokes Decision No. 2073 QĐ/VT dated October 6, 1991 of the Minister of Transport and shall take effect fifteen days from the date of signature.
Article 3. The Director of the Vietnam Maritime Administration shall be responsible for guiding and supervising the implementation of this Decision.
Article 4- The Heads of the Ministry's Office, the Director of the Legal Affairs Department - Transportation, the Director of the Vietnam Maritime Administration, and the Heads of related agencies and units shall be responsible for enforcing this Decision.
