Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Housing dated November 29, 2005;
On the basis of the Socio-Economic Development Strategy for the period 2011-2020;
Considering the proposal of the Minister of Construction,
DECISION:
Article 1. Approves the National Housing Development Strategy to 2020 and Vision to 2030 with the following main contents:
I. GUIDING PRINCIPLES
1. Having suitable and safe accommodation is one of the basic rights, a necessary condition for comprehensive human development, and at the same time a decisive factor for developing human resources to serve the country's development. Developing housing is the responsibility of the State, society, and citizens.
2. Developing housing is one of the important components of economic and social development policy; the State enacts policies to promote the housing market, while implementing policies to support housing for social welfare beneficiaries, low-income individuals, and the poor who have housing difficulties to contribute to political stability, social security, and urban and rural development in a civilized and modern manner.
3. Housing development at localities must be consistent with the housing development program in each stage of the locality, comply with laws on housing, planning, and plans approved by competent authorities, ensure synchronization of technical infrastructure and social infrastructure; develop housing based on the efficient use of resources, especially land resources; strengthen housing construction management; focus on developing apartment buildings and rental housing, including both public and private sectors.
4. Housing development must ensure safety and meet conditions regarding construction quality, architecture, landscape, convenience, and environment; have the capacity to respond to climate change, natural disasters, and energy conservation according to standards issued by competent authorities.
II. STRATEGIC ACTIONS
Focus on researching and synchronously amending and supplementing mechanisms and policies on planning, land, finance, and science and technology, developing five-year and annual plans to mobilize resources from all economic sectors to participate in housing development under market mechanisms; simultaneously build appropriate mechanisms and policies and proactively implement housing development programs serving social welfare beneficiaries in urban areas; pay attention to perfecting policies and organizing the implementation of housing development programs for workers in industrial zones; continue to implement housing development programs for students and high school students in universities, colleges, vocational schools, and vocational training institutions; implement support for poor households in rural areas to improve their housing; support improving living conditions for ethnic groups living in areas frequently affected by natural disasters and floods, meeting the ability to cope with climate change and rising sea levels.
Increase the proportion of apartment housing, accelerate the development of rental housing in urban areas, including affordable rental housing funded by the State and commercial rental housing funded by various economic sectors with State support; strive to invest in building approximately 100 million square meters of new housing annually, of which at least 20% of the floor area in urban housing projects should be allocated for social welfare beneficiaries and low-income individuals.2 floor area, of which at least approximately 20% of the floor area in housing development projects in urban areas is allocated for social policy beneficiaries and low-income individuals.
Housing development targets, including social housing development targets for each group, must be specifically determined in the annual socio-economic development tasks of localities and each phase to organize implementation, and serve as the basis for competent authorities to monitor and evaluate results.
III. OBJECTIVES
1. Target by 2015:
- Average housing area nationwide reaches about 22 square meters/person, of which in urban areas it reaches 26 square meters/person and in rural areas it reaches 19 square meters/person; strive to achieve a minimum housing area target of 6 square meters/person;2 square meters/person, of which in urban areas reaches 26 m2- In the period 2011-2015, continue to implement social housing development programs in urban areas and support poor households in rural areas; strive to construct at least 10 million square meters of social housing to address housing needs for low-income individuals in urban areas (mainly apartment units); meet the housing needs of about 60% of university, college, vocational school, and vocational training institution students and 50% of workers in industrial zones; complete the support for about 400,000 households (according to the new poverty standard) in rural areas to improve their housing;2 - The proportion of durable housing nationwide reaches about 62%, of which in urban areas it reaches 65% and in rural areas it reaches 60%; reduce the proportion of simple housing below 5%; increase the proportion of households with sanitary facilities to 70%, of which in urban areas it reaches 95% and in rural areas it reaches 50%;2 - Not belonging to the category required to reside in military camps as prescribed by the competent authority.
- During the period from 2011 to 2015, continue implementing social housing development programs in urban areas and support poor households in rural areas; strive to construct a minimum of approximately 10 million m2 - The proportion of apartment housing in urban housing development projects in special-class cities (Hanoi and Ho Chi Minh City) reaches over 80%, in cities from class I to class II reaches over 50%, and in class III cities reaches over 30% of newly constructed housing units; the proportion of rental housing reaches at least 20% of the total housing stock in cities of class III and above;
- Strive to complete the support for people with meritorious service to the revolution to improve their housing based on existing mechanisms and policies; continue to research, amend, and supplement and implement regulations on supporting people with meritorious service to the revolution to improve their housing.
2. Target by 2020:
- Average housing area nationwide reaches about 25 square meters/person, of which in urban areas it reaches 29 square meters/person and in rural areas it reaches 22 square meters/person; strive to achieve a minimum housing area target of 8 square meters/person;

- In the period 2016-2020, strive to invest in constructing at least 12.5 million square meters of social housing in urban areas; meet the housing needs of about 80% of university, college, vocational school, and vocational training institution students and about 70% of workers in industrial zones; support about 500,000 households (according to the new poverty standard) in rural areas to improve their housing;2 square meters/person, of which in urban areas reaches 29 m2 square meters/person, and in rural areas reaches 22 m2 square meters/person; strive to achieve a minimum housing area standard of 8 m2 - Not belonging to the category required to reside in military camps as prescribed by the competent authority.
- During the period from 2016 to 2020, strive to implement investment and construction of a minimum of approximately 12.5 million m2 social housing in urban areas; meeting the needs of approximately 80% of university, college, vocational high school, and vocational training students, and about 70% of workers in industrial zones requiring accommodation solutions; support approximately 500 thousand households (according to the new poverty standard) in rural areas to improve their housing conditions;
- The national proportion of durable housing reaches approximately 70%, with urban areas reaching over 75% and rural areas reaching 65%; eliminate all rudimentary housing nationwide; increase the proportion of households having sanitary facilities to 90%, with urban areas reaching nearly 100% and rural areas exceeding 80%;
- The proportion of apartment housing in residential development projects in special-class cities (Hanoi and Ho Chi Minh City) reaches over 90%, class I to II cities reach over 60%, and class III cities reach over 40% of newly constructed housing units; the proportion of rental housing reaches at least about 30% of the total housing stock in class III cities and above;
By 2030, strive to achieve an average housing area per capita nationwide of approximately 30 square meters/person;2 square meters/person, with a minimum housing area reaching 12 m2 with a minimum housing area of 12 square meters/person;
IV. TASKS AND SOLUTIONS FOR IMPLEMENTATION
1. Duties:
a) The State creates conditions to encourage economic sectors to participate in developing commercial housing for sale, rent, and lease purchase under market mechanisms to meet the needs of individuals capable of paying;
b) The State has mechanisms and policies to support the development of housing to address accommodation for social policy groups facing housing difficulties but unable to pay according to market mechanisms, including:
- Providing housing for persons who have made contributions to the revolution in the direction of continuing to implement policies supporting such persons when purchasing or renting state-owned housing, when allocating land for housing; implementing preferential and supportive measures for such persons when renting or leasing purchase social housing built by the State or low-income housing built by economic sectors;
- Providing housing for poor households in rural areas in the direction of continuing to implement policies to support stable and safe housing for families, gradually improving living standards, contributing to sustainable poverty reduction according to the principle that the State supports part of the funding from the budget combined with loans from the Social Policy Bank and community fundraising, clan fundraising, and self-funding of supported households; encouraging organizations and individuals to donate houses of sympathy, houses of compassion, and solidarity houses for those in need of housing;
- Providing housing for low-income individuals in urban areas in the direction of the State proactively investing in developing social housing funds from the state budget for rent and lease purchase; simultaneously issuing preferential mechanisms and policies to encourage economic sectors to invest in building low-income housing for sale, rent, and lease purchase;
- Providing housing for civil servants, public officials, intellectuals, artists, and cultural workers in the direction of the State investing capital from the budget to establish a civil servant housing fund to allocate to civil servants of Party and State agencies, political-social organizations required to be transferred or rotated, and other individuals entitled to civil servant housing according to regulations; the State proactively invests in developing social housing funds from the state budget for rent and lease purchase; studying and issuing preferential mechanisms and policies to encourage economic sectors to invest in building social housing and low-income housing for sale, rent, and lease purchase; the State has financial support policies (Housing Development Fund, Housing Savings Fund, and other lawful sources according to the law) to facilitate civil servants, public officials, intellectuals, artists, and cultural workers in improving their housing;
- Providing housing for officers and professional military personnel in the armed forces in the direction of the State proactively investing in developing social housing owned by the state for rent and lease purchase; studying and issuing preferential mechanisms and policies to encourage economic sectors to invest in building social housing and low-income housing for sale, rent, and lease purchase for officers and professional military personnel; studying and issuing amendments and supplements to support mechanisms and policies regarding housing and land for officers and professional military personnel working in border, island, and difficult areas, and financial support policies to enable officers and professional military personnel to improve their housing;
- Providing housing for workers in industrial zones, clusters, and production and service facilities outside industrial zones in the direction of the State proactively participating in developing rental housing; simultaneously implementing preferential policies on land, planning, tax, finance-credit to encourage economic sectors, including: enterprises investing in infrastructure in industrial zones, enterprises using labor in industrial zones, industrial and service facilities outside industrial zones, real estate businesses, households, and individuals to invest in building housing for sale, rent, or lease purchase for households and individuals who are workers in industrial zones;
- Providing housing for students and pupils of universities, colleges, vocational schools, and training institutions in the direction of continuing to implement the policy of investing in building housing for students and pupils of universities, colleges, vocational schools, and training institutions for rent from government bonds, state budget (central and local); gradually researching methods of mobilizing capital from economic sectors to participate in building student housing based on encouragement, creating conditions, and providing preferential treatment for households and individuals setting aside land to build housing for students and pupils of educational institutions for rent;
- Providing housing for particularly disadvantaged social policy groups (disabled persons, lonely elderly, dioxin victims...) in the direction of the State proactively investing in building housing funds to provide accommodation for particularly disadvantaged social groups, while encouraging economic sectors to participate in building houses of sympathy, compassion, and solidarity to help particularly disadvantaged social groups have stable accommodation.
c) Continue to implement administrative procedure reform and create favorable conditions for households and individuals to construct houses in accordance with regulations approved by competent authorities.
2. Implementation measures:
a) Regarding land policy
Focus on effectively utilizing land resources to mobilize various economic sectors to participate in housing development; study amendments, supplements, and improvements to land policies, particularly important contents related to housing development such as compensation, clearance of land; establishment, review, and approval of detailed planning and land use plans; mechanisms to create clean land funds; inspection, review, and recovery of wastefully used land to allocate and utilize effectively; improve financial and tax policies related to land ... to meet the needs of general housing development and social housing.
b) Regarding planning - architecture
- Accelerate the establishment, review, and approval of detailed planning based on the overall urban planning and new rural area planning already approved by competent authorities; determine and announce land funds permitted for housing construction according to planning to serve as a basis for organizing and implementing housing development projects and creating favorable conditions for households and individuals to build and renovate houses according to planning;
- Develop and complete appropriate land use standards in urban planning, new rural residential area planning, design standards for social housing, low-income housing; in urban planning, clearly define the area of land for each type of housing development, especially land for social housing, low-income housing, commercial housing at reasonable ratios as prescribed by housing laws; industrial zone planning, higher education institution network planning must be linked with housing development planning for workers, teachers, students;
- Concentrate on building new housing areas to relocate households living in old dilapidated apartment buildings in central urban areas that are unsafe; prioritize allocating land in these areas for public construction projects according to planning; simultaneously develop appropriate plans to renovate and rebuild old apartment buildings of poor quality that negatively impact people's safety and urban aesthetics;
- For rural areas, gradually implement housing development in compliance with planning; form new rural residential areas with adequate technical and social infrastructure, ensuring alignment with the objectives of the new rural construction program; pilot models of housing development through projects;
- Urban and rural housing architecture must meet aesthetic requirements, have distinct characteristics, and emphasize the preservation and promotion of traditional values; issue model designs suitable for living customs, production conditions, and cultural traditions of different regions, capable of responding to natural disasters, earthquakes, and climate change for residents to refer to and apply in housing construction.
c) Regarding financial policy - credit and taxation
- Supplement and improve mechanisms and policies to exploit and mobilize domestic and foreign financial resources, ODA funds for housing development, especially medium and long-term financial sources towards forming housing investment funds and real estate funds, issuing government bonds, corporate bonds, and other lawful forms of capital mobilization as prescribed by law;
- Establish a quick, efficient, safe, and accessible mortgage lending system; ensure control and recovery of mortgage loans; standardize mortgage loan tools and procedures; establish housing insurance, guarantee, and credit policies, including small credits and rural housing credits to promote housing development; create conditions for social policy beneficiaries to access capital for housing improvement purposes;
- Study amendments and supplements to housing tax policies to encourage effective housing use and limit speculation; provide tax incentives for housing development projects for social policy beneficiaries, low-income housing, rental housing;
- Focus on directing the formation of Housing Development Funds at localities in accordance with housing laws; develop proposals to establish Housing Savings Funds to contribute to increasing financial supply for social housing project developers and those facing housing difficulties;
- Reform the wage system, ensuring housing components in the wage structure at reasonable ratios so that salaried employees, especially those receiving state salaries, can afford housing; study provisions requiring employers to care about employee housing, especially enterprises employing many workers;
- Based on economic and social conditions and budget balancing capabilities, annually allocate reasonable capital from the state budget and other lawful sources or build-transfer (BT) and public-private partnership (PPP) forms to implement state-owned housing programs to support low-income earners, the poor, and other social policy beneficiaries according to plans approved by competent authorities.
d) Regarding housing market development policies and housing management
- Emphasize the implementation of demand forecasting work, planning housing development; incorporate housing development targets, including mandatory social housing development targets, into the national and local five-year and annual socio-economic development indicators systems; specify the responsibilities of relevant agencies, organizations, and individuals to ensure that housing development plans are implemented to achieve set goals;
- Study and promulgate regulations on incentives and specific sanctions to protect the rights of investors and tenants; clearly stipulate the obligations of all parties involved to encourage various economic sectors to invest in rental housing construction.
- Enact specific regulations to diversify the structure of apartment areas, ensuring a balanced ratio of small, medium, and large-sized apartments, as well as low-cost, medium-cost, and high-end housing in housing development projects;
- Study mechanisms, policies, and models for developing and managing resettlement housing to meet compensation, land clearance, and land recovery needs as stipulated by law;
- Diversify forms and terms of ownership of housing (long-term ownership, limited-term ownership) according to different regions and periods to meet the needs of residents and state management requirements;
- Improve the housing market system to ensure healthy, transparent, and open development of the housing market; establish and computerize information systems on housing;
- Continue researching and improving management models for communal housing, promoting the role of community residents and owners in managing and maintaining housing to maintain and enhance the lifespan of construction works. Build sustainable urban and rural communities;
d) On science and technology
- Implement research and application of modern technology in housing design and construction to increase factory production ratios, shorten construction time, reduce direct construction labor outside factories, lower construction costs; provide preferential policies and support for businesses producing new energy-saving building materials, non-fired materials, and recycled materials; issue standards and guidelines for designing and constructing eco-housing and energy-efficient housing;
- Strengthen quality control work in housing design, construction, and use to ensure that all housing projects, including those built by individuals, meet quality and safety requirements during use, have the ability to respond to natural disasters, earthquakes, and climate change;
- Develop policies to encourage and support the development and use of renewable energy devices in housing construction projects in both urban and rural areas;
e) On administrative reform
Review administrative procedures in planning, architecture, land management, and construction management to ensure simplicity and effectiveness in the process of housing construction and management, creating conditions for households and individuals with legitimate land use rights to easily apply for permits and organize new construction or renovation of housing according to plans, as well as for investors to accelerate the implementation of housing development projects and increase supply to the market;
g) Improve the organizational structure for housing development and management
- Research and improve the organizational structure and machinery at all levels for housing development and management, particularly at central agencies and centrally-administered cities;
- Strengthen inspection, supervision, and monitoring activities by the community in the construction and enforcement of housing laws;
- Promote training and professional knowledge enhancement for officials and civil servants working in the housing sector at all levels and market participants;
- Establish enterprises with appropriate organizational models and operational directions to undertake functions related to social housing, state-owned housing, and rental housing;
h) On propaganda and mobilization work
Strengthen propaganda and mobilization efforts to encourage various social strata to shift from ownership to rental housing, from individual homes to condominiums, to suit household income levels and urban living conditions; increase participation in mutual assistance and support in housing improvement and construction; encourage cooperative and joint housing development models following the housing cooperative model;
V. IMPLEMENTATION
1. Responsibilities of the Central Steering Committee for Housing Policy and Real Estate Market:
a) Assist the Prime Minister in directing, urging, guiding, and inspecting the implementation of housing mechanisms and policies by ministries, sectors, and localities, and the implementation of the National Housing Development Strategy until 2020 with a vision to 2030;
b) Direct the establishment of a Housing Savings Fund proposal to be submitted to the Prime Minister for consideration and decision;
2. Responsibilities of the Ministry of Construction:
a) Take the lead and coordinate with ministries, sectors, and localities to implement the National Housing Development Strategy until 2020 with a vision to 2030; guide and urge the implementation of local housing development programs; monitor and compile the implementation situation of the Strategy to report to the Prime Minister and organize mid-term and final reviews of the Strategy's implementation; propose amendments and supplements to the Strategy to fit actual conditions in each phase;
b) Lead or participate in proposing amendments and supplements to laws on urban development, housing, and real estate business in line with the strategic orientation of housing development and actual conditions; study and propose amendments and improvements to relevant standards and guidelines for housing development; develop mechanisms, policies, and solutions to support housing improvement for disadvantaged groups facing difficulties in housing;
c) Lead and coordinate with ministries, sectors, and related localities to formulate rental housing policies, the Housing Savings Fund proposal, and other housing programs, to be submitted to the Prime Minister for consideration and decision;
d) Lead and coordinate with the Ministry of Planning and Investment and localities to establish a statistical index system for housing to serve policy planning and state management.
d) Chair and coordinate with relevant ministries, sectors, and localities to develop and implement housing development master plans, programs, projects, and plans for specific target groups in key areas within their authority and assign responsibilities to localities to submit to the Prime Minister for consideration and decision; direct, guide, and supervise the implementation of planning work, programs, projects, and plans for housing development in centrally-run cities and provinces nationwide;
e) Chair and coordinate with relevant ministries, sectors, and localities to assign tasks and direct state corporations and holding companies with functions of investment in construction and housing business to participate in housing development programs, projects, and plans in key areas;
g) Propose schemes to improve organizational structures, models of housing development and management, and state management systems at all levels to be appropriate for each development period;
3. Responsibilities of the Ministry of Natural Resources and Environment:
Chair and coordinate with the Ministry of Construction and relevant ministries and sectors to study, amend, and supplement land policies and laws according to solutions proposed in this Decision to promote housing development to meet the housing needs of different social strata;
4. Responsibilities of the Ministry of Planning and Investment:
a) Chair and coordinate with the Ministry of Construction and relevant ministries and sectors to study, amend, and supplement investment policies to simplify housing investment procedures, issue detailed guidelines on implementing housing development through Build-Transfer (BT) and Public-Private Partnership (PPP) models; supplement the list of social housing, low-income housing, industrial worker housing, and rental housing projects under the law on housing into the list of encouraged investment projects under the law on investment;
b) Chair and coordinate with the Ministry of Construction and relevant ministries and sectors to establish plans for allocating state budget funds, government bonds, Official Development Assistance (ODA), and other lawful sources of capital according to the law to implement housing programs, projects, and plans stipulated in this Decision after approval by competent authorities;
5. Responsibilities of the Ministry of Finance:
a) Chair and coordinate with the Ministry of Construction and relevant ministries and sectors to study and perfect financial and tax mechanisms and policies related to social housing, low-income housing, rental housing, and industrial worker housing as stipulated in this Decision; study and build housing tax policies to limit speculation; guide and urge centrally-run cities and provinces to establish and manage the activities of Housing Development Funds according to the law on housing; issue detailed guidelines on financial mechanisms and policies related to implementing housing development through BT and PPP models;
b) Perform state management functions within its authority over state budget investment capital to implement housing development programs, projects, and plans stipulated in this Decision;
6. Responsibilities of the Ministry of Home Affairs:
Coordinate with the Ministry of Construction to study and perfect the organizational system and management machinery for housing development from central to local levels to effectively implement housing development and management according to this Decision and the law on housing;
7. Responsibilities of the Ministry of Labor, Invalids, and Social Affairs:
Coordinate with the Ministry of Construction in organizing the implementation of support programs for policy beneficiaries, the poor, and those who have contributed to the revolution to improve their housing conditions;
8. Responsibilities of the State Bank of Vietnam:
a) Chair and coordinate with the Ministry of Construction and relevant ministries and sectors to study and perfect housing credit mechanisms and policies; mortgage and foreclosure procedures;
b) Organize evaluations of the implementation of the Housing Financial Orientation for the 2020 period according to Decision No. 105/2007/QĐ-TTg dated July 13, 2007, of the Prime Minister and propose supplementary and perfecting solutions;
9. Responsibilities of relevant ministries and sectors:
Relevant ministries and sectors shall, within their assigned functions and tasks, coordinate to research, build mechanisms and policies, and direct the implementation of related policies concerning housing development;
10. Responsibilities of People's Committees of centrally-run cities and provinces:
a) Organize and direct housing development on their territories according to the law on housing; develop and adjust the local housing development program until 2020 to ensure consistency with the content of this Strategy, completing no later than the end of the fourth quarter of 2012; organize the implementation of local housing planning and development programs, report annually on the implementation results to the Ministry of Construction for consolidation and reporting to the Prime Minister;
b) Develop and include housing development targets, especially social housing targets, into the socio-economic development plans of their localities for each period and annually, and organize their implementation;
c) Allocate land to meet housing development needs, especially social housing, low-income housing, and housing for policy beneficiaries, the poor, and other disadvantaged groups within their jurisdictions;
d) Establish and put into operation the Housing Development Fund according to the law on housing;
e) Allocate local budget capital to invest in building social housing, low-income housing, and housing for the poor and policy beneficiaries according to the law within their jurisdictions;
e) Perform state management functions regarding housing within their jurisdictions.
11. Propose the Vietnam Fatherland Front and its member organizations to publicize, mobilize the people to implement and supervise the implementation of laws on housing; mobilize organizations and individuals inside and outside the country to contribute and support programs for building houses for social policy beneficiaries; low-income individuals and poor people facing difficulties with housing.
12. Professional associations related to the field of housing shall be responsible for publicizing and educating members to comply with legal regulations in the field of housing; participate in consulting, providing feedback, and actively implementing housing policies.
Article 2. This Decision takes effect from the date of signing and replaces Decision No. 76/2004/QĐ-TTg dated May 6, 2004 of the Government Chairman regarding the approval of guidelines for housing development until 2020.
Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
