DECISION OF THE PRIME MINISTER
Regarding the approval of the adjustment plan for the restructuring and modernization of certain state-owned enterprises under the People's Committee of Ninh Binh Province in 2006
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the People's Committee of Ninh Binh Province,
DECISION:
Article 1. Approves the adjustment plan for the restructuring and modernization of certain state-owned enterprises under the People's Committee of Ninh Binh Province as follows:
1. To merge six Waterworks Enterprises: Yen Mo, Yen Khanh, Nho Quan, Gia Vien, Kim Son, and Hoa Lu into the Ninh Binh Waterworks Enterprise, with the State retaining 100% of the capital.
2. To implement shareholding reform, including:
- The State retains more than 50% of the charter capital: Ninh Binh Water Supply Company.
- The State retains a low level of shares or does not retain any shares:
+ Ninh Binh Production and Import-Export Company;
+ Ninh Binh Printing Factory.
Article 2. Chairman of the People's Committee of Ninh Binh Province:
1. Direct the implementation of the restructuring and modernization of state-owned enterprises directly under the province as approved in Decision No. 395/QĐ-TTg dated April 10, 2003 of the Prime Minister and this Decision.
For those enterprises that cannot be converted into shareholding companies, take the initiative to convert them into one of the following forms: transfer, sell, or dissolve and liquidate according to current regulations and report to the Prime Minister.
2. Direct the development of a restructuring plan for state-owned farms in accordance with Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on the restructuring, modernization, and development of state-owned farms.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Ninh Binh Province and heads of relevant agencies are responsible for implementing this Decision./.
