Article 1. Now promulgates the regulations on completion examinations for primary school and secondary school attached hereto, to be implemented from the 1974-1975 academic year;
Article 2. The Chairmen of the People's Committees of provinces, cities, the Heads of the Office of the Ministry of Education, Directors of the Departments of Primary and Secondary Education, Directors of the General Education Bureau, Directors of the Units under the Ministry, and Directors of the Departments of Education and Education Bureaus shall be responsible for enforcing this decision.
REGULATIONS
COMPLETION EXAMINATIONS FOR PRIMARY SCHOOL AND SECONDARY SCHOOL
(Issued pursuant to Decision No. 213-QĐ dated April 2, 1975 of the Ministry of Education)
Article 1. The completion examinations for primary school and secondary school aim to assess and confirm the learning outcomes and discipline that students have achieved after completing a grade level.
To evaluate the learning outcomes and discipline that students have achieved, the examination committee will base their assessment on:
1- The learning outcomes and discipline scores obtained by students in the final classes of each grade level, evaluated by the school according to the comprehensive evaluation regulations for students regarding morality, cultural studies, labor, physical education, and discipline.
2- The results of the cultural subject tests during the examination period.
Article 2. Conditions for participating in the completion examinations for primary school and secondary school apply to the following students:
1- Students who have completed the primary and secondary school curricula, and in the fourth and seventh grades, which are the final grades without more than 60 days of absence, with the school's evaluation of educational aspects fully reflected in the student's record book.
2- Students who participated in the previous year's completion examinations but were not admitted.
Article 3. The curriculum for the cultural subject tests during the examination period is the current curriculum applied in primary schools for the primary school completion examination; in secondary schools for the secondary school completion examination. In principle, students must take the subjects they have studied.
Article 4. The Ministry of Education, based on the teaching and learning situation in primary and secondary schools, annually oversees:
1- 1- Determining specifically the number of compulsory subjects, test times, and limited curricula for the examination subjects, announcing at least 60 days before the completion examination;2- Guiding the implementation of the examination regulations to suit each academic year;
3- Inspecting the implementation of the completion examination regulations in localities, and if any locality does not comply with the examination regulations, the examination results there may be nullified.
Departments of Education are responsible for preparing examination questions and guiding uniform marking for examination committees within their jurisdiction, following the guidance of the Ministry of Education.
Article 5. Provincial and municipal people's committees and Departments of Education are responsible for organizing, leading, and inspecting the secondary school completion examination throughout their province or city (from preparation to examination supervision, marking, result verification, rewards, and punishments...) according to the Ministry of Education's regulations.
Article 6. STUDENT EXAMINATION FILES
PART II
Primary and secondary schools are responsible for preparing examination files for students in the fourth and seventh grades. The file includes:
Article 8. a) A sheet recording the name, test scores, and ranking results on four aspects of the student for each examination room;
b) The official record book;
d) Certificate of care and special consideration for admission (if applicable);
c) A copy of the birth certificate;
This file must be verified before the student participates in the examination.
d) Student card for students taking the secondary school completion examination.
Students who were not admitted the previous year and wish to retake the examination must submit an application to the school they attended in the fourth or seventh grade at least one month before the examination date, including:
Article 9. a) An application form;
c) A copy of the birth certificate.
d) Certificate of care and special consideration for admission (if applicable);
After receiving these files, the school will record the names of the students applying to take the examination at the end of the student list and issue each of them a student card for the secondary school completion examination.
When entering the examination, students are only allowed to bring:
Article 10. 1- Pens, ink, rulers, measuring tapes (if necessary);
2- Blank scratch paper;
3- Student card (for students taking the secondary school completion examination) and must present it to the invigilator before entering the examination room.
3- Student card (for students completing secondary level) and must be presented to the invigilator teacher before entering the examination room.
PART II
Article 1. ADMISSION REQUIREMENTS AND GRADING STANDARDS
CATEGORY OF ADMISSION
Article 11. Students who meet any of the following conditions will be recognized as admitted.
1- Being classified as having good moral conduct throughout the year and achieving an average score of 5 or higher across all required subjects (the average score across all subjects is the total score of all exams divided by the number of required subjects).
2- Being classified as having good moral conduct and labor performance throughout the year, and being classified as having satisfactory cultural studies, defense, and physical training performance throughout the year with an average score of 4.5 or higher across all subjects, and for any subject with a score below 4, the annual average score must be 5.5 or higher.
Article 12. Students who meet any of the following conditions will be considered for additional admission (admission by exception):
1- Being classified as having good moral conduct and cultural studies performance throughout the year at the good level or above, and being classified as having satisfactory labor performance and defense and physical training performance throughout the year at the satisfactory level or above, with an average score of 4.5 or higher across all subjects;
2- Being classified as having good moral conduct and labor performance throughout the year at the good level or above, and being classified as having satisfactory defense and physical training performance throughout the year at the satisfactory level or above, with an average score of 4.5 or higher across all subjects, and for any subject with a score below 5, the annual average score must be 5.5 or higher;
3- Achieving an average score of 5 or higher across all subjects.
4- Students who are children of martyrs, with an average score of 4.5 or higher across all subjects, and being classified as having good moral conduct throughout the year at the satisfactory level or above.
2. Individuals tasked with coming into contact with state secrets in any form must strictly adhere to legal provisions on protecting state secrets. For students who have previously studied in the previous academic year (for the current examination period), their results from the previous academic year's record book will be considered for evaluation and classification regarding the four aspects (morality, cultural studies, labor, defense, and physical training).
Article 14. Students admitted to the end-of-primary and end-of-secondary examinations will be classified into four categories based on the following criteria and recorded in the academic record book (grade 4) and admission certificate (grade 7).
1- Excellent category (to be commended by the examination committee before the entire committee and the Department of Education, which will issue a commendation certificate) includes students who are directly admitted and:
a) Are classified as having good cultural studies performance throughout the year at the good level or above, and are classified as having excellent performance in morality, labor, defense, and physical training throughout the year, with an average score of 7 or higher across all subjects, and no subject score below 5 points; or
b) Are classified as having good performance throughout the year in all four aspects of morality, cultural studies, labor, defense, and physical training at the good level or above, with an average score of 8 or higher across all subjects, and no subject score below 5 points.
2- Good category: Includes students who are directly admitted and:
a) Are classified as having good performance throughout the year in all four aspects of morality, cultural studies, labor, defense, and physical training at the good level or above, with an average score of 6 or higher across all subjects, and only one subject score of 4 points; or
b) Are classified as having good moral conduct throughout the year at the good level or above, and are classified as having satisfactory cultural studies, labor, defense, and physical training performance throughout the year at the satisfactory level or above, with an average score of 6.5 or higher across all subjects, and only one subject score of 4 points.
3- Average category: Remaining cases of direct admission.
4- Ordinary category: Cases considered for additional admission (admission by exception).
Article 15: Students meeting any of the following conditions will be considered for special admission:
1- Students who were sick before the exam and could not participate in the exam, provided they have complete medical records and valid certificates from health authorities, confirmed by the school principal, and are classified as having satisfactory performance in morality, cultural studies, labor, defense, and physical training throughout the year at the satisfactory level or above.
2- Students who fell ill during the exam period, if they have valid certificates from health authorities and confirmation from the examination committee chairman, their annual average scores for subjects that could not be taken due to illness will be considered as exam scores, and their admission eligibility will be evaluated according to the criteria specified in Articles 11 and 12.
3- Students who are enlisted for military service after completing the first semester of grade 7, if they are classified as having satisfactory performance in all four educational aspects at the satisfactory level or above at the end of the first semester, or if they are enlisted after completing the second semester, their final classification at the end of the first or second semester in all four educational aspects must be at the satisfactory level or above.
Students granted special admission will not be classified as admitted.
CHAPTER IV
ORGANIZATION AND LEADERSHIP OF THE EXAMINATION
Article 16. Departments of Education at provincial and municipal levels are responsible for directing all stages of the primary and secondary graduation examinations. The Provincial and Municipal Departments of Education approve the results of the secondary graduation examination and promptly handle commendations and disciplinary actions for the secondary graduation examination; District and Urban Departments of Education approve the results of the primary graduation examination and promptly handle commendations and disciplinary actions for the primary graduation examination. Additionally, the Administrative Committees at various levels will issue decisions to establish.
1- Ở Each province and city will establish an examination committee for the primary and secondary graduation examinations, and an examination supervision committee for the primary and secondary graduation examinations, led by the Director or Chief of the Department of Education.
Article 17. The examination question-setting committee is responsible for setting questions and marking criteria for required subjects according to the guidelines of the Ministry of Education. Examination supervision committees are responsible for monitoring the entire examination process, promptly identifying and recommending actions to the Departments of Education to ensure strict adherence to examination regulations.
Article 18. To conduct the examination, the Administrative Committee of each province and city establishes examination and marking committees for the secondary graduation examination, while the Administrative Committee of each district, urban area, and town establishes examination and marking committees for the primary graduation examination. Each examination committee consists of the following members:
1- Chairperson of the committee,
2- Deputy Chairpersons of the committee,
3- Secretaries of the committee,
4- Teachers supervising or marking the exams.
Article 19. The organization of examination supervision and marking must ensure compliance with the examination procedures of the Ministry of Education and the principle that teachers cannot supervise or mark exams of their own students.
Article 20. All teachers supervising and marking the primary graduation examination are staff and teachers within the district, urban area, or town, and all teachers supervising and marking the secondary graduation examination are staff and teachers within the province. The size of each examination committee should be at least 90 candidates, and each school can establish only one examination committee. The size of each marking committee should range from 1,500 to 2,000 candidates.
CHAPTER V
PROCEDURES REGARDING RECORDS, BOOKS, AND MANAGEMENT
OF EXAMINATION RECORDS STORAGE
Article 22. The Departments, Offices, and Education Bureaus have the duty to provide comprehensive guidance on examination procedures to the examination boards before the examination begins, and to prepare all necessary conditions for the examination: name lists, score sheets for each examination room, desks, chairs, examination rooms, answer papers... according to the models issued by the Ministry of Education.
Article 23. After reviewing the examination results, examining the examination files of the marking boards, recognizing the official results, the Head of the County, Ward, or City Education Office shall certify the successful candidates for primary school admission in the student records, and the Director of the Provincial Education Department or the Director of the Education Bureau shall issue certificates of admission to secondary school students within thirty days from the date of the examination review results.
Article 24. The Education Offices are responsible for managing and storing all examination files of the primary school graduation examination; the Departments and Education Bureaus are responsible for managing and storing all examination files of the secondary school graduation examination.
Chapter VI
Rewards and Disciplinary Measures during the Examination
Article 25. Rewards and disciplinary measures during the examination must be carried out according to the following principles:
1- Determining the level of rewards and disciplinary actions for each individual (examination staff, teachers, and students participating in the examination) based on their specific achievements or violations in implementing the examination regulations.
2- Decisions on rewards and disciplinary actions must be conducted strictly, promptly, democratically, and with educational effects on staff, teachers, and students.
Article 26. Levels of rewards for examination staff and teachers include:
1- The Chairman of the Board commends them before the entire Board.
2- The Provincial or Municipal People's Committee or the County, Ward, or City People's Committee issues commendation certificates.
Article 27. Levels of disciplinary actions for examination staff and teachers include:
1- The Chairman of the Examination Board criticizes them before the entire Board and records it in the Board's minutes to report to the Education Office or Department.
2- The Examination Board recommends that the Education Office or Department decide on warnings and inform the staff and teachers within the scope of the education management agency.
3- The Education Department or Bureau proposes that the Provincial or Municipal People's Committee decides on demotion in work, reassignment to other duties, dismissal, or prosecution.
Article 28. Levels of commendations and rewards for students participating in the examination include:
1- The invigilator teacher commends them before the students in the examination room.
2- The Chairman of the Examination Board commends them before the entire Board.
3- The Education Office or Department issues commendation certificates.
Article 29. MLevels of disciplinary actions for students participating in the examination include:
1- The invigilator teacher criticizes them before the students in the examination room.
2- The Chairman of the Examination Board warns them before the entire Board.
3- The Chairman of the Examination Board decides to suspend their participation in the examination.
4- The Examination Board recommends that the marking board not grade a portion of their examination paper; revoke their eligibility for supplementary passing; nullify their admission results.
5- If violations by students are discovered after the marking board has dispersed, the Primary Education Office for primary school students and the Secondary Education Department or Bureau for secondary school students may nullify their admission results and reclaim their admission certificates.
Chapter VII
IMPLEMENTING PROVISIONS
Article 30. All previous decisions and directives regarding the primary and secondary school graduation examinations issued by the Ministry of Education are hereby abolished.
Article 31. The Head of the Primary and Secondary General Education Division is responsible for guiding the implementation of this regulation.
