THE MINISTER OF FINANCE
Pursuant to the Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 187/CP dated December 10, 1994 of the Government on tasks, powers, and organizational structure of the General Department of Investment Development under the Ministry of Finance;
Pursuant to the opinion of the People's Committee of Binh Thuan Province (Organization and Civil Service Board) at Circular No. 04/TCCQ dated January 19, 1995 regarding the request to improve the leadership cadre of the Provincial Investment Development Department;
Considering the work requirements and the capabilities of the staff;
