THE MINISTER OF FINANCE
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 432/QD-TTg dated April 21, 2003 of the Prime Minister approving the feasibility report of the "Public Financial Management Reform" project;
Pursuant to Decision No. 2226/QD-BTC dated June 12, 2006 of the Minister of Finance establishing the Implementation Board of the Budget and Treasury Management Information System (TABMIS) under the "Public Financial Management Reform" project.
At the proposal of the Director of the "Public Financial Management Reform" project, the Head of the TABMIS Implementation Board – General Director of the State Treasury,
DECISION:
Article 1. Starting from 2010, implement the Budget and Treasury Management Information System (TABMIS) to central ministries and agencies (primary budget units under the central budget).
Based on specific conditions regarding communication infrastructure and other relevant organizational implementation conditions, the TABMIS Implementation Board and related units under the Ministry of Finance shall develop detailed plans and coordinate with related units under central ministries and agencies to ensure effective and timely project implementation.
Article 2. Central ministries and agencies (primary budget units under the central budget), units under the Ministry of Finance have the responsibility to cooperate with the Project Management Board for Public Financial Management Reform, the TABMIS Implementation Board – Ministry of Finance, and IBM contractor to organize the implementation of the system.
Article 3. This Decision takes effect from the date of signature. Heads of units mentioned in Article 2 are responsible for implementing this Decision.
