DECISION OF THE PRIME MINISTER
On electricity sales prices
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Price Ordinance No. 40/2002/PL-UBTVQH10 dated April 26, 2002; and the Government's Decree No. 170/2003/NĐ-CP dated December 25, 2003 detailing certain provisions of the Price Ordinance;
At the proposal of the Minister of Industry,
DECISION:
Article 1. Issuing electricity sales prices for production, business, household consumption, administrative and public service organizations to be applied in direct electricity purchase and sale contracts with retail electricity units as attached to this Decision.
The electricity sales prices stipulated in the appendix attached to this Decision do not include value-added tax.
Article 2. The Ministry of Industry shall coordinate with the Ministry of Finance to take measures to strictly enforce the ceiling price for rural residential electricity as prescribed in Circular No. 1303/CP-KTTH dated November 3, 1998 of the Prime Minister.
Chairpersons of provincial and centrally-administered city People's Committees shall strengthen management over electricity selling units and organizations serving rural households to ensure strict implementation of the aforementioned ceiling price.
Article 3. Electricity production and business units must enhance measures to improve labor productivity and service quality, reduce power losses, lower electricity production costs to increase capital for development. Enterprises must adopt reasonable electricity usage measures, especially during peak hours, to conserve electricity and reduce electricity cost in production costs.
Article 4. Entrust the Ministry of Industry to lead and coordinate with the Ministry of Finance to study and develop an automatic pricing adjustment mechanism based on fluctuations in input factors' prices, to be submitted to the Prime Minister for decision.
Article 5. The Minister of Industry shall be responsible for guiding the implementation of this Decision.
This Decision takes effect from January 1, 2005. Any previous decisions issued by the Prime Minister that conflict with this Decision shall cease to be effective.
Article 6. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial and centrally-administered city People's Committees are responsible for implementing this Decision /.
