NUMBER 215/SL ON AUGUST 20, 1948
CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree No. 63 dated December 7, 1945, concerning the granting of Vietnamese nationality to foreigners,
Pursuant to current regulations on foreign residents,
Pursuant to Decree No. 205/SL dated August 18, 1948, concerning the right to expel foreigners,
Considering the current needs,
After consultation between the Council of Ministers and the Standing Committee of the National Assembly,
ISSUES THE DECREE:
Article 1
Foreigners who contribute to the anti-colonial struggle of the Democratic Republic of Vietnam shall enjoy special benefits.
Article 2
In addition to the rights enjoyed by foreign residents such as protection of property, life, and freedom within the scope of the law, the foreigners referred to in Article 1 shall be given preferential treatment when enlisting, working in government offices, applying for Vietnamese nationality, or requesting repatriation, etc.
Article 3
Foreigners serving in the National Army and Vietnamese People's Militia, depending on their merit and ability, will be granted ranks equivalent to those of Vietnamese soldiers.
Article 4
Those working in other sectors, depending on their ability, will be placed in civil service positions equivalent to those of Vietnamese civil servants.
Article 5
The persons mentioned above shall be entitled to a special salary system. A joint decree of the Ministries of Interior, Defense, and Finance shall specify this salary system.
Article 6
Those who have contributed to the anti-colonial struggle shall be exempt from the conditions set forth in Decree No. 73 dated December 7, 1945, regarding the application for Vietnamese nationality.

Those wishing to return home shall be assisted by the Government in repatriation when conditions permit and shall receive a special bonus amounting to their merit.
Article 8
The Minister of the Interior, the Minister of Finance, and the Minister of Defense concurrently serving as Commander-in-Chief of the National Army and Vietnamese People's Militia, pursuant to this decree, shall implement it.
