Pursuant to the Law on Legislative Documents of 2008;
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008;
Considering the proposal of the Director of the Legal Department, the Director of the Crop Production Department,

Article 1. The Circular No. 38/2013/TT-BNNPTNT dated August 9, 2013 of the Minister of Agriculture and Rural Development on issuing the supplementary list of fertilizers permitted for production, business, and use in Vietnam shall be suspended from its implementation.
Article 2. This Decision takes effect from the date of signature.
Article 3. The Heads of the Ministry's Office, the Crop Production Department, the heads of units under the Ministry, the Directors of Provincial Departments of Agriculture and Rural Development, centrally-administered city departments, and related organizations and individuals are responsible for implementing this Decision./.
