CIRCULAR
Amending Decision No. 72/2008/QĐ-BTC dated September 3, 2008 of the Ministry of Finance
on issuing National Technical Regulations for national reserves
concerning light inflatable shelters (QCVN 3:2008/BTC)

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Legislative Issuance of Regulatory Legal Documents No. 17/2008/QH12 dated June 3, 2008;
Pursuant to the National Reserve Law dated April 29, 2004 of the Standing Committee of the National Assembly;
Pursuant to Decree No. 196/2004/NĐ-CP dated December 2, 2004 of the Government detailing the implementation of the National Reserve Law;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance,
Article 1. Amending certain contents at Clause 3.2 Section 3 of the testing method in QCVN 3:2008/BTC National Technical Regulations for national reserves concerning light inflatable shelters issued together with Decision No. 72/2008/QĐ-BTC dated September 3, 2008 of the Ministry of Finance as follows:
1. Regarding the tensile strength breaking and elongation at break (longitudinal, transverse) testing method, it is amended to be:
"Tensile strength breaking and elongation at break (longitudinal, transverse) according to TCVN 4635: 88 Artificial leather - Method for determining tensile strength breaking."
2. Regarding the water permeability testing method, it is amended to be:
"Water permeability according to ISO 811: 1981 Textile fabrics - Determination of resistance to water penetration - Hydrostatic pressure test"(Vải dệt - Xác định chống thấm nước - Thử áp lực thủy tĩnh).
Article 2. Other contents in QCVN 3: 2008/BTC National Technical Regulations for national reserves concerning light inflatable shelters issued together with Decision No. 72/2008/QĐ-BTC dated September 3, 2008 of the Ministry of Finance remain unchanged.
This Circular shall take effect 45 days from the date of issuance.
Article 3. The Director of the State General Reserve Administration, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
