DECISION

Regarding the approval of the overall restructuring and modernization plan for state-owned enterprises under the Vietnam Electricity Corporation until 2005 state-owned enterprises under the Vietnam Electricity Corporation by 2005

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Enterprise Law on April 20, 1995;

Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the Board of Directors of the Vietnam Electricity Corporation, opinions from the Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, Industry, and the Central Economic Commission,

DECISION:

Article 1. Approves the overall restructuring and modernization plan for state-owned enterprises directly under the Vietnam Electricity Corporation until 2005 as set forth in the attached Appendix.

Article 2. The Board of Directors of the Vietnam Electricity Corporation shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises directly under the Corporation according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.

Article 3. The Ministries of Industry, Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and related localities shall be responsible for coordinating with the Vietnam Electricity Corporation in implementing the aforementioned plan.

The Steering Committee for Enterprise Modernization and Development shall be responsible for supervising, guiding, and monitoring the implementation of this plan, and at the same time recommending solutions to the Prime Minister to address difficulties during the implementation process.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Ministers of the Ministries of Industry, Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, the Governor of the State Bank of Vietnam, the Board of Directors and General Director of the Vietnam Electricity Corporation, and the Heads of related agencies shall be responsible for enforcing this Decision.
