DECISION OF THE PRIME MINISTER

Approving the Strategy for Information Development until 2010

 

PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Press Law dated December 28, 1989; the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999; the Publishing Law dated December 3, 2004;

Pursuant to the Conclusion of the Politburo in the Central Committee's Notification No. 173/TB-TW dated March 28, 2005 on the Strategy for Information Development until 2010;

Considering the proposal of the Minister of Culture and Information,

 

DECISION:

 

Article 1. Approves the Strategy for Information Development until 2010 attached hereto.

Article 2. Division of responsibilities for implementing the Strategy:

1. The Ministry of Culture, Sports and Tourism:

 - To take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Public Security, the Ministry of National Defense, relevant ministries and sectors, and People's Committees of provinces and centrally governed cities in organizing the implementation of the Strategy for Information Development until 2010; to develop and implement five-year and annual plans and programs for information development that are consistent with the Strategy for Information Development and the socio-economic development plan; to guide, inspect, supervise, and compile reports on the implementation of the Strategy regularly to the Prime Minister; to organize mid-term and final reviews of the implementation of this Strategy.

- To take the lead and coordinate with the Ministry of Education and Training, the Ho Chi Minh National Academy of Politics, and related agencies in developing plans, models, and contents of training and capacity building programs for information professionals and political theory.

2. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Culture, Sports and Tourism, and the Ministry of Finance in guiding ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally governed cities to incorporate information development plans into their regular annual plans; to review proposals for planning the development of information fields to be submitted to the Government for approval; to establish mechanisms for mobilizing domestic and foreign financial resources for information development, ensuring funding for infrastructure construction, modern equipment procurement, and human resource training in priority and key information fields.

3. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Culture, Sports and Tourism in determining the annual budget allocation for information development activities to ensure the implementation of the Strategy for Information Development until 2010; to perfect financial policies and mechanisms in the field of information to effectively mobilize and utilize financial resources for information development.

4. The Ministry of Home Affairs shall take the lead and coordinate with the Ministry of Culture, Sports and Tourism, and related ministries and agencies in developing policies and systems for information and press workers; to develop organizational models and plans for human resource development to serve the information and press industry nationwide.

5. The Ministry of Posts and Telecommunications shall take the lead in allocating and managing frequency bands, developing proposals for unified management of transmission networks and broadcasting; to coordinate in developing policies on press distribution fees.

6. The Ministry of Public Security shall take the lead and coordinate with the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, and related ministries, sectors, and agencies in developing and implementing proposals to ensure information security domestically and internationally.

7. Ministries, ministerial-level agencies, and government agencies shall, within their respective functions and duties, be responsible for organizing and directing the implementation of the Strategy for Information Development until 2010 within their jurisdiction; to coordinate with the Ministry of Culture, Sports and Tourism and other ministries and agencies in implementing national information development tasks.

8. Provincial and centrally governed city People's Committees shall be responsible for developing and directing the implementation of local information development plans and programs that are consistent with the Strategy for Information Development until 2010 and the socio-economic development plan of the locality at each stage.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
