Based on changes in policy regarding lottery activities;
Considering the proposal of the Minister of Planning and Investment and the Minister of Finance.
DECISION:
Article 1. Repealing and amending certain contents of Decision No. 151/2006/QĐ-TTg dated June 29, 2006 of the Prime Minister on the issuance of the Ceiling for Allocation of the State Budget Estimate for Regular Expenditure in 2007 and Decision No. 210/2006/QĐ-TTg dated September 12, 2006 of the Prime Minister on the issuance of Principles, Criteria, and Ceilings for Allocation of Development Investment Expenditure from the State Budget for the period 2007-2010 as follows:
1. Repeal Point 20 "For investment expenditure from lottery revenue" in Section II "Ceiling for Allocation of the State Budget Estimate for Regular Expenditure for provinces and centrally governed cities" in the Ceiling for Allocation of the State Budget Estimate for Regular Expenditure in 2007 issued together with Decision No. 151/2006/QĐ-TTg dated June 29, 2006 of the Prime Minister;
2. Repeal Point 5 "For investment expenditures from lottery revenue" in Section III "Principles, criteria, and ceilings for allocation of supplementary capital with specific purposes" in the Principles, Criteria, and Ceilings for Allocation of Development Investment Expenditure from the State Budget for the period 2007-2010 issued together with Decision No. 210/2006/QĐ-TTg dated September 12, 2006 of the Prime Minister.
3. Amend Article 5 of Decision No. 210/2006/QĐ-TTg dated September 12, 2006 of the Prime Minister as follows:
"Article 5. This Decision shall take effect fifteen days after its publication in the Official Gazette and shall be applied from the 2007 fiscal year and the new stable budget period according to the provisions of the State Budget Law."
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
