In recent years, the People's Public Security forces have effectively implemented many major policies of the Party and State regarding the work of combating crime and maintaining social order and safety, contributing to political stability, building, and protecting the country. Many public security officers have truly been role models of "serving the country with self-sacrifice and serving the people," some of whom have sacrificed their lives for the peaceful life of the people and the safety of society. The mass movement for protecting national security and social order has had a positive impact, encouraging a large number of citizens to participate.

However, violations and crimes still occur seriously, notably corruption, smuggling, drug addiction, and gambling have not been curbed, causing deep concern among the people. The state management work on social order has improved but is not yet solid. Some parts of public security officers have negative behaviors and corruption, affecting the good image of the People's Public Security force.

This year marks the 35th anniversary of President Ho Chi Minh signing the Decree on the People's Police (July 20, 1962 - July 20, 1997). It is required that all levels and sectors coordinate with the People's Public Security forces, particularly the People's Police, to implement the following tasks well:

1. Work on maintaining social order and safety:

It is necessary to intensify measures to combat crime, especially serious crimes. Enhance the effectiveness of crime detection, investigation, and prosecution. The People's Police must be the core and main force in fighting corruption and smuggling, strengthen measures to combat dangerous criminal gangs and organized crime groups, actively pursue fugitives, reform those who have erred back to honest living, and effectively prevent social evils such as prostitution, gambling, drug addiction, especially drug injection among young people, students, and high school students.

Continue to maintain and implement well the Government's policies on state management of social order and safety in areas such as traffic safety, fire prevention, administrative management of social order and safety, weapons management, and cultural services...

Focus on building and effectively implementing the National Program on Crime Prevention and Control. Establish a mechanism for active cooperation between agencies, sectors, mass organizations, and mobilizing the people to fight crime, with the People's Police being the core and vanguard force. It is necessary to consolidate and promote mass organizations such as Youth, Women, Veterans... paying particular attention to forms such as "youth vanguards" and "self-management teams" to maintain order at the grassroots level.

2. To commemorate the traditional day (July 20, 1962 - July 20, 1997) in a practical manner, the People's Police need to:

Organize political activities to raise revolutionary vigilance among officers and soldiers, ready and resolute to defeat all hostile plots. Intensify propaganda and education about the glorious tradition of the People's Public Security force in the cause of safeguarding political security and social order and safety, organizing the study of heroic examples of officers and soldiers in their work. Commemorative activities should have practical significance to encourage all strata of the people and officers and soldiers.

The Ministry of Interior must focus on building the People's Police into a politically strong force, proficient in law, professional skills, foreign languages, science, and having a deep understanding of cultural and social fields. The Ministry of Interior and People's Committees at all levels should have commendation forms for units and individuals with outstanding achievements in combat operations and force building, while firmly removing from the police force elements with negative behavior, degeneration, corruption, illegal acts, and corruption to purify the internal environment, gradually bringing the People's Police up to standard, modern, and equal to international police in the fight against crime.

3. The Ministry of Finance, the Ministry of Planning and Investment, and People's Committees at all levels need to take proactive measures to meet the financial, equipment, and facilities needs of the People's Police from the central to local levels, ensuring the requirements of combat operations and force building./.
