DECISION
Approving the Project on Developing Agricultural, Forestry, Livestock, and Aquatic Plant Varieties until 2020

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Clause 4 of Article 6Approving the Project on Developing Agricultural, Forestry, Livestock, and Aquatic Plant Varieties until 2020 with the following main contents:
I. GENERAL OBJECTIVES
Enhancing the capacity of the system for research, selection, transfer, production, and supply of crop varieties, livestock varieties, forestry varieties, and aquatic plant varieties towards industrialization and modernization to rapidly increase productivity, quality, competitiveness, and the effectiveness of agricultural, forestry, and aquaculture production, and farmers' income sustainably.
II. SPECIFIC OBJECTIVES
1. Rapidly increase the proportion of advanced technology varieties used in large-scale production suitable for the conditions of each region, aiming to create new breakthroughs in productivity and product quality, contributing to maintaining the growth rate of the industry.
a) For crop cultivation:
The proportion of certified or equivalent varieties used in rice production reaches 70% - 85%, and eliminate the situation where households self-use grain as seed; for other crops, it exceeds 70%. The yield of various crops increases by more than 15%.
b) For animal husbandry:
The proportion of advanced technology varieties used in production for beef and goat reaches 70%; for pigs and poultry, it reaches 90%; for dairy cows, it reaches 100%, with a crossbreeding ratio of 50%. The live weight yield of pigs increases by more than 20%; milk yield reaches 4,500 kg/cow/cycle.
c) For forestry:
Ensuring the provision of 80% recognized varieties, including 50% from vegetative propagation for afforestation. Biomass growth reaches 20-25 m3/ha/year.
d) For aquaculture:
Ensuring that 75% of varieties serving aquaculture are disease-free, high-quality varieties produced domestically. The yield of various types of aquaculture increases by more than 50%.
2. Enhance scientific and technological levels, apply production technology for varieties, effectively utilize biotechnology in selection to create many new varieties with high productivity and quality, good characteristics for large-scale production; revive local specialty varieties linked with brand building and geographical indication.
3. Encourage domestic and foreign economic sectors to invest in research, selection, production of varieties, forming a modernized variety production industry.
4. Protect and develop natural breeding resources, ensuring sustainable development of wild animal, plant, and aquatic resources.
III. TASKS
1. Continue to enhance scientific and technological capabilities regarding varieties, including: conservation and exploitation of gene pools, research and selection of varieties, with a focus on applying biotechnology and genetic modification; establishing procedures for propagating, processing, and preserving varieties; improving the quality of selected varieties.
2. Continue to upgrade and complete central variety facilities (research institutions, national variety centers, regional variety centers), and local variety facilities (provincial and district variety centers) in a synchronized and modern manner.
3. Continue to invest in building synchronized infrastructure (transportation, irrigation, storage, processing facilities, etc.) for key variety production areas.
4. Produce original varieties, super foundation varieties, foundation varieties, parent plants, grandparent plants, nucleus herds, seed gardens, seed forests, and aquatic plant varieties.
5. Import germplasm, copyrights, and necessary new varieties to quickly absorb new scientific and technological achievements from around the world.
6. Continue to perfect the legal framework for varieties in line with international integration requirements.
7. Strengthen the capacity of the management and quality control system for varieties and diseases at all stages from production, circulation, quality inspection, establishment of standards for original varieties, super foundation varieties, foundation varieties, parent plants, grandparent plants, nucleus herds, parent herds, seed gardens, seed forests; implement labeling regulations to ensure that varieties have good quality, high productivity, and minimize diseases.
8. Projects and priority order
a) Prioritize investment in developing varieties to serve the goal of enhancing competitiveness and export efficiency, including projects for high-quality pure rice varieties, some key fruit tree varieties, vegetables, flowers, and mushrooms, coffee, cocoa, rubber, high-quality tea, tra catfish, basa, black tiger shrimp, whiteleg shrimp, spiny lobster, marine fish breeding technology, high-value mollusks, seaweed;
b) Focus on investing in projects for varieties serving domestic production consumption and replacing imports, including projects for hybrid rice, hybrid corn, peanuts, soybeans, root crops, sugar cane, pigs, poultry, beef, dairy cows, water buffalo, and some herbivorous livestock, large timber trees, small timber trees, some non-timber forest products; bees and silk worms, some rare animals; grasses, feed crops, breeding technology and conservation of some economically valuable or endangered native fish species; project to strengthen state management capacity for agricultural, forestry, livestock, and aquatic plant varieties.
IV. TOTAL CAPITAL REQUIREMENTS: approximately 69.9 trillion VND.
V. SOURCES OF CAPITAL
1. State budget (including central and local sources) accounts for 22%;
2. Investment credit capital accounts for 25%;
3. Commercial loan capital accounts for 25%;
4. Self-owned and mobilized capital of organizations and individuals accounts for 28%.
VI. KEY SOLUTIONS
1. Complete planning for the research, production, and supply system of varieties from central to grassroots level, linked with agricultural, forestry, and aquaculture production regions.
The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant ministries, sectors, and localities to complete the planning of the research, transfer, production, and supply system of varieties, ensuring sufficient good quality varieties for agricultural, forestry, and aquaculture production.
a) For agriculture: plan and invest to enhance the capacity of variety centers, enterprises, cooperatives, and households connected with regional science and technology institutes to implement a comprehensive process from research, selection, propagation, and production of certified varieties for large-scale production in the area.
b) For forestry: to improve the organization managing the national forest seed system. Plan and invest to enhance the capacity of national forestry science centers in various regions, build three modern seed nurseries in three regions; localities with an area of forest planting of 10,000 hectares or more annually should establish a suitable scale seed nursery; support organizations and individuals from all economic sectors to build seed nurseries.
c) For fisheries: plan and increase investment in capacity for national seed centers, first-level seeds, and provincial fishery centers; support organizations and individuals to upgrade and construct new breeding farms, linking research, selection, breeding, propagation, and rapid multiplication of seeds for large-scale production.
2. On investment
a) The state budget (including public expenditure) will invest in:
- Scientific research on seeds, prioritizing investment in research on selection, breeding, and processing of seeds under the project specified in Point a, Clause 8, Section III of this Decision;
- Seed gene conservation: investing in planning, building infrastructure, collecting, and initially preserving animal, plant, and aquatic seed genes; conserving leading tree varieties, forestry seedling gardens, seedling forests, and rare aquatic seeds;
- Importing new seed genes and high-yield, quality seeds that are not available or insufficiently available domestically;
- Importing new advanced technologies for seed production; purchasing copyright for seed varieties; hiring foreign experts to conduct research on selection and production of seeds;
- Improving technology and establishing some demonstration models on seed production technology;
- Investing in infrastructure for seed research, production, and processing (including irrigation, internal roadways, wastewater treatment);
- Building leading seed farms; national, first-level, and provincial aquatic seed centers; specific inbreeding, grandparent, and parent seed farms; artificial insemination stations for livestock seed;
- Trial production, testing, inspection, and certification of new seeds;
- Short-term training for seed research and production staff (both domestic and international); technical training; enhancing seed quality management; improving seed production, processing, preservation, and quality management procedures.
b) State budget support
- Infrastructure construction for concentrated seed production areas applying high-tech development, up to a maximum of 50%;
- Primary seed production support provided once, up to a maximum of 50% of the cost of producing primary seeds, leading varieties, super original breeds, specific inbreeding, grandparent, and parent seeds for hybrid varieties, and up to 30% of the cost of producing hybrid seeds for certain types of seeds to be encouraged.
3. On credit
a) Organizations and individuals investing in primary seed production, super original breeds, original breeds, parent seeds (for hybrid varieties), leading tree varieties, specific inbreeding, grandparent, nucleus herds, seed production herds, forestry seedling gardens, seedling forests, and high-tech new seeds can borrow state development investment capital according to current regulations;
b) The National Science and Technology Development Fund and the Local Science and Technology Development Fund allocate funds for seed production and processing test projects. Priority is given to the application of scientific and technological progress in seeds across all economic sectors.
4. State-owned commercial banks create favorable conditions for organizations and individuals to borrow capital for seed production and processing.
5. On land and water fees
Organizations and individuals using land for research, experimentation, and seed production of agricultural and forestry crops, livestock, and aquatic seeds shall be allocated land by the state without payment of land use fees or at the highest preferential rate for land use fees or rental fees; exempted from paying water fees.
VII. INVESTMENT SUPPORT MECHANISMS AND CAPITAL RECOVERY
1. The state encourages and supports organizations and individuals from all economic sectors to participate in research, selection, importation, and seed breeding.
2. Public bidding shall be organized for research topics on seed selection; in cases where enterprises, organizations, or individuals wish to independently research and select seeds according to independent topics, they may prepare research outlines, submit them for approval by competent authorities, and borrow capital from the National Science and Technology Development Fund; they will be supported in testing and trials; when selling copyrights or seed products, the borrowed capital will be repaid.
3. Recovery of state budget investment capital:
a) For public institutions and state management agencies (central and local) after the completion of the project, the investment value will be recorded as an increase in the value of state assets assigned to the unit for management and use.
b) The Ministry of Finance will provide detailed guidance on the recovery of capital from private enterprise, organizational, household, and individual investments in projects funded by the state budget.
Article 2. Implementation
1. The Ministry of Agriculture and Rural Development is responsible for directing the implementation of the Seed Development Program nationwide; directly implementing projects by units under its jurisdiction; compiling the funding requirements for the program implementation by relevant ministries, sectors, and localities and reporting to the Ministry of Finance and the Ministry of Planning and Investment for budget coordination; guiding ministries, sectors, and localities in implementation; regularly reporting to the Prime Minister on the results of the Seed Program implementation.
2. The Ministry of Education and Training, the Ministry of Industry and Trade are responsible for directing and approving seed projects and scientific research topics on seeds by units under their jurisdiction, and implementing reporting systems to the Ministry of Agriculture and Rural Development for consolidation.
3. The Ministry of Planning and Investment, the Ministry of Finance, within their authority, functions, and responsibilities, will guide related contents of this Decision; coordinate funding for approved seed projects under the Ministry of Agriculture and Rural Development, ministries, and sectors; supplement targeted funding according to the State Budget Law for localities implementing seed development programs.
4. Provincial People's Committees and Municipal People's Committees directly under the Central Government are responsible for directing seed development programs in their respective regions; approving and allocating capital for local seed projects.
Article 3. This Decision takes effect from the date of issuance.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
