THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
BASED ON THE DECREE NO. 73/CP OF NOVEMBER 1, 1995 ISSUED BY THE PRIME MINISTER ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
BASED ON THE DECISION NO. 248/1998/QĐ-TTg OF DECEMBER 24, 1998 ISSUED BY THE PRIME MINISTER ON CERTAIN POLICIES AND MEASURES TO MANAGE THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN AND THE STATE BUDGET ESTIMATE FOR 1999; DECISION NO. 252/1998/QĐ-TTg OF DECEMBER 26, 1998 ISSUED BY THE PRIME MINISTER ON THE ASSIGNMENT OF NATIONAL PLAN INDICATORS FOR 1999; DECISION NO. 73/1998/QĐ-BTC OF DECEMBER 30, 1998 ISSUED BY THE MINISTER OF FINANCE ON THE ASSIGNMENT OF THE STATE BUDGET REVENUE AND EXPENDITURE PLAN FOR 1999;

PURSUANT TO THE PROPOSAL OF THE HEAD OF THE PLANNING AND OVERSIGHT DEPARTMENT,
DECISION:
Article 1. NOW, THE TASKS OF IMPLEMENTING THE NATIONAL PLAN ARE ASSIGNED TO THE FOLLOWING ENTITIES: (SEE ATTACHED DETAILS).
Article 2. BASED ON THIS PLAN, THE UNITS SHALL BE RESPONSIBLE FOR ASSISTING THE CHAIRMAN OF THE NATIONAL PROGRAM BOARD IN GUIDING, IMPLEMENTING, AND MONITORING THE LOCALITIES, UNITS, AND SECTORS TO UTILIZE ALL RESOURCES AND ENSURE BALANCE TO EFFECTIVELY ACHIEVE THE PROGRAM'S OBJECTIVES.
Article 3. THE HEADS OF THE FUNCTIONAL BODIES AND THE UNITS ASSIGNED TASKS SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
