DECISION

Regarding the approval of the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Science and technology serving industrialization and modernization of agriculture and rural areas"agriculture and rural areas "

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

BASED ON DECREE NO. 22/CP dated MAY 22, 1993 of THE GOVERNMENT on the tasks, powers, and organizational structure of the Ministry of Science and Technology and Environment;

Pursuant to Decision No. 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister on the approval of the main directions, objectives, tasks, and list of National Key Science and Technology Programs for the 2001-2005 period;

Considering the proposals of the Heads of the Department of Agricultural Science and Technology Management and the Department of Planning;

DECISION:

Article 1. Approve the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Science and technology serving industrialization and modernization of agriculture and rural areas"Code: 07 (Annex attached).

Article 2. The Heads of the Department of Agricultural Science and Technology Management, the Department of Planning, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology and Environment, and the Heads of related agencies and organizations are responsible for implementing this Decision./.

ANNEX:

MAIN OBJECTIVES AND CONTENTS OF THE NATIONAL KEY SCIENCE AND TECHNOLOGY PROGRAM FOR THE 2001-2005 PERIOD: "SCIENCE AND TECHNOLOGY SERVING INDUSTRIALIZATION AND MODERNIZATION OF AGRICULTURE AND RURAL AREAS", CODE: KC. 07
(Attached to Decision No. 22/2001/QĐ-BKHCNMT dated June 11, 2001) 4. The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value.  

a. Objectives:

- Increase biological productivity and labor productivity, ensuring the efficiency of agricultural, forestry, and fisheries production to build a strong, diverse, sustainable, and internationally competitive agricultural foundation.

- Promote the restructuring of the rural economy towards increasing the share of industry in income, creating jobs for workers.

- Contribute to building new rural models.

b. Main contents:

- Research and apply appropriate and modern technologies combined with traditional ones to form seed production enterprises, ensuring the supply of crop and livestock seeds for different ecological zones.

- Research and apply high-tech (information technology) to manage land use (agricultural and forestry), plant and animal diseases, serving agricultural and rural development programs.

- Research solutions on science and technology for preservation and processing, aiming to reduce post-harvest losses and provide raw materials for processing centers.

- Research design and manufacture of small and medium-sized machines suitable for agricultural, forestry, and fisheries production, contributing to increased labor productivity and gradual replacement of manual labor.

- Research technical and technological solutions to construct and develop irrigation works serving aquaculture.

- Research and apply appropriate types of technology (combining traditional and modern, manual and mechanical, using many workers) to promote rural industrial development and village crafts.

- Research and apply technology related to materials, energy, telecommunications, infrastructure construction... suitable for different ecological zones.

- Research and establish community health care models at commune and village levels based on combining traditional and Western medicine and applying achievements in public health.

- Research and summarize to build some models of new rural social development combining traditional Vietnamese village culture with contemporary civilization.

- Research and apply appropriate technology to treat the environment in agricultural and rural development.

- Research the scientific basis for establishing policy systems to accelerate the process of agricultural and rural industrialization and modernization.
