DIRECTIVE

On annual training for teachers and education management officials

Implementing Resolution No. 2 (Session VIII), in recent years, the work of training teachers and education management officials (EMOs) has gradually become systematic. However, the quality and effectiveness of such training still have shortcomings and fail to meet the requirements for improving teaching quality and educational management. The conclusion of the 6th Plenary Session of the Central Committee (Session IX) assigned tasks to the education sector and localities: "Develop plans for training and retraining the teaching staff and EMOs to ensure sufficient quantity, balanced structure, and standards that meet the new period's demands." Prime Minister Phan Van Khai, Chairman of the National Education Council, directed: Attention must be fully given to enhancing professional competence while emphasizing the cultivation of teachers' moral character and personality; full attention should be paid to the training and development of EMOs at all levels; starting from the 2003 academic year, organize for teachers to undergo concentrated training for one month.

To implement the conclusions of the Party Central Committee and the directives of the Prime Minister - Chairman of the National Education Council, to ensure the success of the educational reform process, the Minister of Education and Training requests the People's Committees of provinces and centrally-administered cities, all levels of educational management, and educational institutions throughout the sector to implement the annual training of teachers and EMOs as follows:

1. Training objectives:

Enhance understanding of Marxism-Leninism and Ho Chi Minh Thought; the Party's policies and viewpoints; state policies and industry guidelines; improve professional and vocational skills towards modernization and updating to suit the practical development of Vietnamese education, meeting the requirements for reform in educational goals, content, and methods.

2. Training participants:

All teachers and EMOs currently working in the field of education and training across various types of schools and educational institutions (excluding those teachers and EMOs sent for further studies to upgrade their professional and vocational qualifications under other programs during summer with a minimum duration of one month).

3. Duration of training: One month during summer.

4. Training content:

a. Some issues on Marxism-Leninism and Ho Chi Minh Thought; resolutions of the Party and the National Assembly; documents on state policies and industry guidelines; the tasks and plans for the new academic year; political, economic, and social conditions at the local, national, and international levels.

b. Professional and vocational issues towards updating and modernizing subject knowledge and reforming teaching methods.

c. Educational experience, teaching experience, new teaching methods; necessary measures to reform training methods and teaching approaches.

For teachers and EMOs at schools and educational institutions implementing curriculum and textbook reforms, focus on studying and training according to new curricula and textbooks; exchange and learn new teaching methods and techniques, practice lesson preparation and trial teaching related to new curricula and textbooks.

5. Training methods:

Training methods must be appropriate to the content, ensuring strictness, attractiveness, practicality, and effectiveness. In addition to lectures, develop forms such as discussion, dialogue, practice, demonstration lessons, and field visits.

6. Organization of implementation:

a. Units under the Ministry:

Based on the above content, according to their functions and assigned tasks, they are responsible each year to provide specific guidance and direction on content, plans, time, and service conditions suitable for the managed subjects; advise the Ministry leadership on coordinating with relevant ministries and sectors in managing and directing training for teachers and EMOs of schools and educational institutions under other ministries and sectors.

b. People's Committees of provinces/cities directly under the central government:

Guide, direct, inspect, and urge departments, agencies, and educational institutions in the locality to implement; create favorable conditions regarding infrastructure and investment funding for educational management levels and institutions to effectively carry out teacher and EMO training plans during summer.

c. Departments of Education and Training, teacher training colleges, and educational institutions:

Based on the content of this directive and the Ministry's guidance, proactively develop annual summer training plans suitable for different categories, ensuring that all teachers and EMOs receive training. After completing summer training, submit summary reports to the Ministry of Education and Training, People's Committees of provinces/cities, and relevant ministries and sectors before October 15 each year.

Units under the Ministry of Education and Training, Departments of Education and Training, principals of teacher training colleges, and heads of educational institutions are responsible for organizing and directing the implementation of the contents outlined in this directive.

During implementation, if any difficulties arise, promptly report them to the People's Committees of provinces/cities, the Ministry of Education and Training, and relevant ministries and sectors for guidance.
