PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly, Term X;
Considering the proposal of the Minister of Agriculture and Rural Development and the Minister of Public Security,

Article 1. The List of State Secrets of Top Secret Level in the Agricultural and Rural Development Sector includes information within the following scope:

1. Documents concerning mountainous areas, border regions, islands, and inland areas in the agricultural and rural development sector related to national defense.

2. Absolute data regarding national strategic reserves, major projects, particularly those in the agricultural and rural development sector.

Article 2. The List of State Secrets of High Secret Level in the Agricultural and Rural Development Sector includes information within the following scope:

1. Types of aerial photographs and coordinate, altitude data, maps serving investigation and planning work related to security and defense objectives and major national projects.

2. Inventions, utility models, new technological secrets in the agricultural and rural development sector that are especially important for national defense-security, economy-society, science-technology, not yet disclosed or not intended to be disclosed.

3. Data, documents, news related to projects, programs in the agricultural and rural development sector preparing for international bidding.

4. Content prepared for negotiations, negotiation documents and results of negotiations, signing agreements on agriculture and rural development with foreign countries or international organizations not yet disclosed or not intended to be disclosed.

5. Information, samples in the agricultural and rural development sector of value collected from abroad not yet disclosed or not intended to be disclosed.

6. Plans for importing and exporting special items of significant importance in agriculture and rural development related to national security not yet disclosed or not intended to be disclosed.

Article 3. This Decision replaces Decisions No. 621/TTg dated December 29, 1993 of the Prime Minister on the List of State Secrets in the Agriculture and Food Industry Sector; No. 577/TTg dated November 29, 1993 of the Prime Minister on the List of State Secrets in the Forestry Sector; and No. 477/TTg dated September 29, 1993 of the Prime Minister on the List of State Secrets in the Water Resources Sector, and shall take effect fifteen days after its publication in the Official Gazette.

Article 4. The Minister of Agriculture and Rural Development and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
