CIRCULAR
Regarding guiding the types of teachers, staff, and employees at general education schools
Pursuant to Directive No. 18/2001/CT-TTg dated August 28, 2001 of the Prime Minister on urgent measures to build a teaching workforce for the national education system, Directive No. 14/2001/CT-TTg of the Prime Minister on reforming the general education curriculum to implement Resolution No. 40/2000/NQ-QH10 of the National Assembly, Decision No. 243/CP dated June 28, 1979 of the Council of Ministers on the organizational structure and staffing of general education schools, Decision No. 43/2001/QD-BGD&ĐT dated November 9, 2001 of the Minister of Education and Training on the primary school curriculum, Decision No. 03/2002/QD-BGD&ĐT dated January 24, 2002 of the Minister of Education and Training on the lower secondary school curriculum, and Decision No. 329/QĐ-BGD&ĐT dated March 31, 1990 of the Minister of Education and Training on the upper secondary school curriculum.
The Ministry of Education and Training guides the types of teachers engaged in teaching work (including class advisors) and staff and employees engaged in supporting teaching work at general education schools as follows:
I. SUBJECTS AND SCOPE OF APPLICATION
1. Primary Schools
2. Lower Secondary Schools
3. Upper Secondary Schools (excluding upper secondary schools selected to pilot the implementation of the upper secondary school curriculum with specialized tracks, technical programs, and high-quality upper secondary schools with specific regulations)
4. Comprehensive Technical Centers and Vocational Guidance Centers
II. REGULATIONS ON THE TYPES OF TEACHERS ENGAGED IN TEACHING WORK AT GENERAL EDUCATION SCHOOLS
1. Primary Schools
Subjects taught at primary schools include: Vietnamese Language, Mathematics, Morality, Natural and Social Sciences, Science, History and Geography, Arts, Music, Fine Arts, Technology, and Physical Education.
For primary schools operating a two-session daily program: additional elective subjects include Foreign Languages and Information Technology.
a. Types of teachers engaged in teaching work include:
- Primary school teachers who teach all subjects (including cultural subjects and Music and Fine Arts).
- Primary school teachers who teach cultural subjects excluding Music and Fine Arts.
- Music teachers, Fine Arts teachers, Information Technology teachers, Foreign Language teachers, Physical Education teachers, and Teachers - Team Leaders of the Ho Chi Minh Communist Youth Union.
b. Types of staff and employees engaged in supporting teaching work include: Library staff, Equipment staff, School Health staff: Clerical staff, Accountants, Cashiers, Security Guards, Janitors.
2. Lower Secondary Schools
a. Types of teachers engaged in teaching work include: teachers trained to teach from one to three subjects among the following: Mathematics, Physics, Chemistry, Biology, Literature, History, Geography, Civic Education, Foreign Languages, Fine Arts, Music, Technology (Industrial Technology, Agricultural Technology, Family Economics), Physical Education, Information Technology (elective subject), Teachers - Team Leaders of the Ho Chi Minh Communist Youth Union.
b. Types of staff and employees engaged in supporting teaching work include: Library staff, Equipment staff, Laboratory staff, School Health staff; Clerical staff, Accountants, Cashiers, Security Guards, Janitors.
3. Upper Secondary Schools
a. Types of teachers engaged in teaching work include: teachers of the following subjects: Mathematics, Physics, Chemistry, Information Technology, Biology, Literature, History, Geography, Civic Education, Physical Education, Foreign Languages, National Defense Education, Technology, Teachers - Secretaries of the Ho Chi Minh Communist Youth Union.
b. Types of staff and employees engaged in supporting teaching work include: Library staff, Equipment staff, Laboratory staff, School Health staff; Clerical staff, Accountants, Cashiers, Security Guards, Janitors.
4. For general education schools operating a two-session daily program, ethnic minority boarding schools, specialized upper secondary schools, and Comprehensive Technical Centers and Vocational Guidance Centers.
In addition to the types of teachers, staff, and employees applicable to general education schools, there are also the following additional types: teachers of ethnic languages, vocational teachers; administrative officers; health officers; information technology technicians; technical service personnel, electricians, plumbers, cafeteria workers.
III. IMPLEMENTATION
1. Departments of Education and Training shall be responsible for organizing and directing the implementation of this Circular, arranging and recruiting the necessary types of teachers, staff, and employees to ensure that there are sufficient teachers, staff, and employees to meet the requirements of educational reform in general education.
2. In the short term, to ensure sufficient types of teachers, staff, and employees to meet educational requirements, based on Decree No. 10/2002/NĐ-CP dated October 16, 2003 of the Government on financial management systems for public institutions with revenue and Circular Joint No. 21/2003/TTLT/BTC-BGD&ĐT-BNV dated March 24, 2003 of the Joint Office of the Ministry of Education and Training - Ministry of Home Affairs guiding financial management systems for public educational and training institutions operating with revenue, and Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of civil servants in public institutions where units have autonomy and responsibility for their organizational structure, staffing, and finance, and current staffing norms are specified; Departments of Education and Training shall guide and direct general education schools to enter into employment contracts with the necessary types of teachers, staff, and employees to ensure that all subjects listed in the educational plan are taught and that there are sufficient staff and employees to support teaching work.
3. This Circular takes effect 15 days after its publication in the Official Gazette. Previous provisions contrary to this Circular are hereby abolished.
4. During the implementation process, if there are difficulties or obstacles, they should be reported to the Ministry of Education and Training for consideration and resolution.
