DECISION OF THE MINISTER OF SCIENCE AND TECHNOLOGY

Regarding the issuance of the "Regulation on Awarding the Flag of Excellence Competition of the Ministry of Science and Technology"

THE MINISTER OF SCIENCE AND TECHNOLOGY

Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology; Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;

Pursuant to Circular No. 17/2004/TT-BKHCN dated July 13, 2004 of the Ministry of Science and Technology guiding competition and reward work in the field of science and technology;

At the proposal of the Standing Committee of the Competition and Reward Council of the Ministry of Science and Technology,

DECISION:

Article 1. The "Regulation on Awarding the Flag of Excellence Competition of the Ministry of Science and Technology" is hereby promulgated together with this Decision.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Director of the Personnel Organization Department, the Director of the Planning and Finance Department, the Head of the Office, members of the Competition and Reward Council of the Ministry of Science and Technology, Directors of Provincial and Municipal Science and Technology Departments directly under the Central Government shall be responsible for implementing this Decision./.

ON AWARDING THE FLAG OF EXCELLENCE COMPETITION OF THE MINISTRY OF SCIENCE AND TECHNOLOGY

dated December 27, 2005 of the Minister of Science and Technology)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Regulation stipulates the criteria, procedures, files, and sequence for awarding the Flag of Excellence Competition of the Ministry of Science and Technology.

Article 2. Applicability

This Regulation stipulates the awarding of the Flag of Excellence Competition of the Ministry of Science and Technology to outstanding provincial/municipal Science and Technology Departments in each region.

Article 3. Principles for conferring titles

The awarding of the Flag of Excellence Competition of the Ministry of Science and Technology must be carried out accurately, transparently, fairly, and promptly based on the correct assessment of the effectiveness of the work of the Science and Technology Departments.

Article 4. Time of Awarding

The Flag of Excellence Competition of the Ministry of Science and Technology is awarded once every two years for each region and presented at the regional conference.

Chapter II

CRITERIA FOR RECOGNITION AND AWARD

Article 5. General Criteria

The Flag of Excellence Competition of the Ministry of Science and Technology is awarded to provincial/municipal Science and Technology Departments that meet the following criteria:

1. Excellently and comprehensively completing all assigned tasks over two years with high quality and efficiency; having a regular, practical, and effective competition movement;

2. Effectively implementing management activities related to scientific research, technological development, measurement standards, intellectual property, inspection... in the locality;

3. Effectively organizing and implementing many projects into production and daily life;

4. Effectively implementing state policies for the development of science and technology, management systems of the Ministry of Science and Technology contributing to the socio-economic development of the locality;

5. Having new factors and models for other units in the region to learn from; internal unity, practicing thrift effectively, combating waste, corruption, and social evils; no individual or group violating the law;

6. Being selected by other provincial/municipal Science and Technology Departments in the region as the leading unit in terms of competition achievements.

Chapter III

PROCEDURES, DOCUMENTS AND SEQUENCES FOR AWARDS

COMPETITION FLAGS

Article 7. Procedures for awarding

Based on the proposal of the Ministry of Science and Technology's Competition and Award Council, the Minister decides to award the Competition Flag to the best-performing Science and Technology Department in the region.

Article 8. The dossier for award consideration includes:

- The proposal letter for award consideration from the Regional Cluster Leader.

- A report on the achievements of the Science and Technology Department over the two years under consideration for the Flag of Excellence Award. (Note: The achievement report must clearly state the evaluation contents based on the scoring criteria.)

- An endorsement document recommending commendation from the People's Committee of the province/city directly under the Central Government for the Science and Technology Department.

- A table summarizing the average score of each Science and Technology Department (according to Appendix 3 model).

Article 9. Procedures for award consideration

1. Each Science and Technology Department shall submit its achievement report to other Science and Technology Departments in the region before the regional coordination meeting for cross-evaluation. 3 months The Competition and Commendation Council of the Science and Technology Departments will base their self-assessment scores for their own departments and all departments in the region

2. (according to Appendix 1 model), with results compiled into a form (according to Appendix 2 model) and submitted to the Regional Cluster Leader, the assessment scores of the Science and Technology Departments will be summarized to calculate the average score of each department (according to Appendix 3 model). For Science and Technology Departments achieving an average score of 80 points or higher, the Regional Cluster Leader is responsible for informing these departments to seek the endorsement of the provincial/city People's Committee agreeing to recommend them for the Flag of Excellence Award. 3. The Regional Cluster Leader organizes the summary of competition activities, compiles a list of Science and Technology Departments with an average score of 80 points

to be submitted to the Competition and Commendation Council of the Ministry for review and selection of the Science and Technology Department with outstanding achievements in the region for the Flag of Excellence Award. or more. 4. The Regional Cluster Leader submits the dossier for award consideration to the Competition and Commendation Council of the Ministry before the regional coordination meeting and Law No. 47/2024/QH15 1.5 months.

5. After receiving complete dossiers from the Regional Cluster Leader, the Competition and Commendation Council of the Ministry will convene a meeting to consider the Flag of Excellence Award, based on: + The proposal letter for award consideration from the Regional Cluster Leader.

+ Achievement reports of the Science and Technology Departments.

+ Comments from the Planning and Finance Department and other functional departments within the Ministry regarding the implementation of science and technology plans and other tasks of the Science and Technology Departments.

+ Endorsement comments from the provincial/city People's Committee.

6. The Council will select one Science and Technology Department in the region to be recommended by the Minister for the Flag of Excellence Award. The results of the commendation will be announced to the Science and Technology Departments after being decided by the Minister.

Regions elect the Regional Cluster Leader on a rotational basis and inform the Competition and Commendation Council of the Ministry (with a term of two years, so the locality hosting the conference will have its Science and Technology Department Director assume the responsibility of the new term's Cluster Leader).

The Regional Cluster Leader is responsible for organizing the signing of competition agreements between Science and Technology Departments; organizing mid-term reviews (once a year), and organizing the final summary of competition work (every two years).

Chapter IV

IMPLEMENTATION

Article 10. The Competition and Commendation Council of the Ministry of Science and Technology is responsible for reviewing and selecting the most outstanding Science and Technology Department in the region to be recommended by the Minister for the Flag of Excellence Award and presenting it during the regional coordination meeting.

Article 11. During the implementation of this regulation, if there are any difficulties, please reflect them to the Standing Committee of the Competition and Commendation Council of the Ministry of Science and Technology for review and adjustment to ensure suitability./.

Article 12. The Council for Competition and Awards of the Ministry of Science and Technology shall be responsible for reviewing and selecting the most outstanding provincial Department of Science and Technology in the region to recommend the Minister to present the Flag of Excellence and to award it during the regional meeting.

Chapter V

IMPLEMENTING PROVISIONS

Article 13. During the implementation of this regulation, if there are any difficulties, they should be reported to the Standing Body of the Council for Competition and Awards of the Ministry of Science and Technology for review and adjustment to ensure appropriateness./.
