Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 09/2003/QĐ-BTS dated March 7, 2005 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Institute of Aquaculture I;

At the proposal of the Director of the Personnel Department,

DECISION:

Article 1. Position and Function

The National Broodstock Center for Mariculture Species in Northern Vietnam (hereinafter referred to as the Center) is a public service unit under the Institute of Aquaculture I based on the merger of two units: the Cat Ba Marine Aquaculture Research Station and the Quy Kim Brackish Water Aquaculture Research Station, with the function of conducting scientific and technological research on marine species and aquaculture in the Northern region; preserving, breeding, and supplying original marine species; testing new breeds and products serving aquaculture in Northern provinces and other regions.

The Center has its own seal and is authorized to open accounts at the State Treasury and the State Bank.

English name: National Broodstock Center for Mariculture Species in Northern Vietnam, abbreviated as NACMN.

Headquarters located in Xuan Dan Commune, Cat Hai District, Haiphong City.

Article 2. Tasks

The Center shall perform the following tasks:

1. Researching production technology processes and cultivation technologies for saltwater and brackish water marine species and specialties.

2. Managing and researching the preservation of national original breeds. Producing original and pure breeds to supply breeding stock for the national breeding system and breeding facilities in the Northern region.

3. Researching and experimenting to improve the genetic quality of saltwater and brackish water marine species to create new breed products with superior characteristics in marine farming.

4. Researching and proposing measures to prevent and treat diseases of farmed marine species, studying the mutual impact of aquaculture on the environment, and proposing measures to protect the environment sustainably.

5. Implementing tasks related to environmental monitoring and disease prevention for aquatic animals according to the division of labor assigned by the Director of the Institute.

6. Transferring and receiving domestic and international scientific and technological advancements, consulting on the design of breeding and marine farming facilities. Participating in training technical staff and fishery extension workers for Northern provinces.

7. Cooperating with domestic and foreign research institutes, other national broodstock centers to exchange information, access new technologies, participate in the exchange of marine genetic materials with other countries as assigned by the Ministry and in accordance with state regulations.

8. Testing new breeds, imported breeds, and products serving aquaculture.

9. Utilizing the Center's material resources, technology, and labor to develop production and generate additional funding for the Institute and the Center.

10. Managing and using the Center's material resources, funds, and labor in accordance with the law for their intended purposes and effectively.

Article 3. Organizational Structure

The Center shall have a Director and 1-2 Deputy Directors. The Director of the Center shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Institute of Aquaculture I, while the Deputy Directors of the Center shall be appointed by the Director of the Institute of Aquaculture I upon the recommendation of the Director of the Center.

The organizational structure of the Center includes:

1. Office.

2. Department of Scientific and Technological Research on Marine Breeds.

3. Department of Scientific and Technological Research on Marine Cultivation.

4. Department of Environmental Monitoring and Disease Control.

5. Brackish Water Aquaculture Experimental Research Station.

The Center’s staffing and salary fund are derived from the staffing and salary fund of the Institute of Aquaculture I. Additionally, the Center may hire contractual employees based on job requirements. The salaries and other benefits of contractual employees are paid by the Center in accordance with the Labor Law.

Article 4. Effective date

This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decision are hereby abolished.

Article 5. Responsibilities for Implementation

The Heads of the Office, Heads of Departments, Inspectors, Directors of Fisheries Departments, Directors of Agriculture and Rural Development Departments managing fisheries, Directors of the Institute of Aquaculture I, and the Director of the National Broodstock Center for Mariculture Species in Northern Vietnam are responsible for implementing this decision./.
