Based on Decree No. 181/2004/NĐ-CP dated October 29, 2004 of the Government on the Implementation of the Law on Land;

Based on Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on Surveying and Mapping Activities;

Based on Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the proposal of the Director of the Department of Land Registration and Statistics, the Director of the Department of Science and Technology, and the Director of the Legal Department,

Article 1. The Regulations on the Establishment of Land Use Status Maps are hereby issued together with this Decision.

Article 2. This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette and shall replace Decision No. 39/2004/QĐ-BTNMT dated December 31, 2004 of the Minister of Natural Resources and Environment on the issuance of the Regulations on the Establishment of Land Use Status Maps.

Article 3. Heads of units under the Ministry, Directors of Provincial Departments of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Decision.

REGULATIONS

On the establishment of land use status maps
(Issued together with Decision No. 22/2007/QĐ-BTNMT dated December 17, 2007 of the Minister of Natural Resources and Environment)

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. The Regulations on the Establishment of Land Use Status Maps provide uniform technical requirements for the establishment of land use status maps nationwide; for natural-economic regions; provinces and centrally governed cities (collectively referred to as provincial level); districts, towns, and cities under provinces (collectively referred to as district level); communes, wards, and towns (collectively referred to as commune level).

2. The Regulations on the Establishment of Land Use Status Maps serve as a basis for reviewing, inspecting, and accepting projects, technical design estimates for establishing land use status maps nationwide, for natural-economic regions, and for administrative levels.

3. Land use status maps are established during land surveys, planning, and adjusting land use plans, or when implementing projects related to land use status.

4. When establishing land use status maps and performing related tasks, compliance with the provisions of these Regulations and other relevant regulations is required.

5. When establishing land use status maps, it is permissible to use provisions in technical standards for surveying and mapping corresponding types of maps based on the content and accuracy of land use status maps at the same scale. If there are contradictions between the provisions in technical standards and those in these Regulations, the provisions in these Regulations must be followed.

6. The Ministry of Natural Resources and Environment directs the establishment of land use status maps throughout the country and organizes the establishment of national land use status maps and for natural-economic regions. People's Committees at all levels are responsible for organizing the establishment of local land use status maps according to laws on land.

7. In these Regulations, the following terms are understood as follows:

A land use status map is a map showing the distribution of various types of land according to the inventory criteria for land use purposes at the time of land survey, and is established according to administrative units at various levels, natural-economic regions, and nationwide.

The content of a land use status map must fully and truthfully reflect the land use status at the time of map creation.

A digital land use status map is a map that has been digitized from existing land use status maps or created using digital technology.

A plot of land is the basic unit of a land use status map, determined on-site and represented on the map by a closed double boundary line. On a land use status map, all plots of land must have their location, shape, and type of land determined according to the current use of the plot.

The type of land on a land use status map is determined according to the purpose of land use.

The purpose of land use is determined at the time the map is established. In cases where land has been delineated with decisions on land allocation, land lease, change of land use purpose, or registration for changing land use purpose, but at the time the map is established, the land has not yet been used according to the new purpose, the type of land shall be determined based on the land use purpose that the State has allocated, leased, permitted to change, or registered for changing land use purpose.

On the current land use status map, types of land are represented by corresponding symbols in the "Symbols for Current Land Use Status Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

For delineated areas with multiple purposes of use, the main purpose of land use for the delineated area shall be shown.

The classification of land use purposes and the method of determining them are specified in Circular No. 08/2007/TT-BTNMT dated August 2, 2007, issued by the Ministry of Natural Resources and Environment guiding the implementation of land statistics, inventory, and construction of current land use status maps.

8. The current land use status map of an administrative unit must indicate:

All types of land within the administrative boundary of the unit and according to the decisions adjusting administrative boundaries made by competent state agencies.

Boundaries of rural residential areas, high-tech zones, economic zones; boundaries of agricultural farms, forestry farms; boundaries of defense and security units; boundaries of areas that have been planned and approved by competent authorities and have been marked on the ground.

For areas currently in dispute over administrative boundaries, the current land use status map must clearly show the location and boundaries of those areas.

The current land use status map of an administrative unit bordering the sea must indicate the entire area of all types of land of the mainland and islands, archipelagos on the sea up to the coastline as stipulated at the time the current land use status map is established.

9. The current land use status map must be established on a base map with the same scale. The mathematical basis, accuracy, and content of the base map used to establish the current land use status map are prescribed in Section III of this Regulation.

10. The content of the current land use status map includes: basic geographic elements on the base map, as prescribed in Section III of this Regulation; current land use status elements, as prescribed in Sections IV and V of this Regulation.

Elements of the map, map frame, and notes inside and outside the frame of the current land use status map must be represented by corresponding symbols in the "Symbols for Current Land Use Status Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

11. Digital current land use status maps may be established using different software, but the final graphic data must be converted to the *.DGN format of the Microstation software.

12. Graphic data and attributes of current land use status must be fully stored. Map files must be in an open format, allowing editing, updating information, and conversion between formats.

13. Before establishing the current land use status map, relevant materials and documents must be collected, analyzed, and evaluated; a Technical Design - Project Estimate must be prepared according to the regulations of the Ministry of Natural Resources and Environment. In cases where solutions outside the provisions of this Regulation are applied to establish the current land use status map, such solutions must be clearly presented in the Technical Design - Project Estimate.

14. Projects, technical designs - project estimates for establishing the current land use status map, approved by competent authorities, shall be used throughout the construction process and serve as a basis for inspecting, accepting completed products, and settling accounts for the project.

15. The method of establishing the current land use status map is based on: the purpose and requirements for establishing the current land use status map; the scale of the base map; characteristics of the administrative unit; size and dimensions of delineated areas; completeness, accuracy, and reliability of existing source materials; time conditions, technical equipment, and the level of technical staff.

16. Commune-level current land use status maps are established using one of the following methods:

- Using cadastral maps or basic cadastral maps;

- Using aerial photographs or high-resolution satellite images that have been orthorectified;

- Updating the previous cycle's current land use status map. This method can only be applied when: there are no basic cadastral maps or aerial photographs or satellite images; the previous cycle's current land use status map was established on a base map according to the regulations of the Ministry of Natural Resources and Environment, and the number and area of delineated areas outside the field have not changed more than 25% compared to the previous cycle's current land use status map.

17. District-, provincial-, regional natural-economic, and national-level current land use status maps are established using digital technology by synthesizing from the current land use status maps of subordinate administrative units.

18. The procedure for establishing commune-level current land use status maps using cadastral maps or basic cadastral maps is carried out in the following steps:

Step 1: Prepare the Technical Design - Project Estimate:

- Conduct preliminary surveys, collect, evaluate, and classify materials;

- Prepare the Technical Design - Project Estimate.

Step 2: Preparation work:

- Establish the base map from the cadastral map or basic cadastral map;

- Make copies of the base map, cadastral map, or basic cadastral map;

- Develop a detailed plan;

- Mark survey lines on the ground.

Step 3: Fieldwork:

- Investigate, reconcile, supplement, and correct basic geographic elements on the copy of the base map;

- Investigate, delineate, correct, and supplement current land use status elements on the copy of the cadastral map or basic cadastral map.

Step 4: Compilation and synthesis:

- Check and adjust the results of field investigations, supplements, and corrections.

- Transfer the current land use content factors from the cadastral map or the basic cadastral map onto the base map;

- Generalize the content factors of the map;

- Edit and present the map.

Step 5: Complete and print the map:

- Check the results of establishing the map;

- Print the map (for traditional technology, complete the author's map);

- Write the description for establishing the map.

Step 6: Inspect and accept:

- Inspect and accept;

- Package and deliver the product.

19. The process of establishing the current land use status map at the commune level using aerial photographs or high-resolution satellite images that have been rectified into orthographic products shall be carried out in the following steps:

Step 1: Prepare the Technical Design - Project Estimate:

- Conduct preliminary survey, collect, evaluate, and classify documents;

- Prepare the Technical Design - Project Estimate.

Step 2: Preparation work:

- Receive and make copies of the base map;

- Check and evaluate the quality of the images;

- Develop a detailed plan.

Step 3: Internal photogrammetry work:

- Draw and delineate the current land use content factors on the images;

- Check the results of drawing and delineating the current land use content factors on the images.

Step 4: External fieldwork:

- Survey, reconcile, supplement, and adjust the basic geographic content factors on the base map;

- Survey, reconcile the results of internal photogrammetry work of the current land use content factors outside the field and supplement and adjust the missing contents;

- Check and correct the results of external fieldwork.

Step 5: Compile and integrate:

- Transfer the results of drawing the current land use content factors onto the base map;

- Generalize the content factors of the map;

- Edit and present the map;

Step 6: Complete and print the map:

- Check the results of establishing the map;

- Complete and print the map (for traditional technology, complete the author's map);

- Write the description for establishing the map.

Step 7: Inspect and accept:

- Inspect and accept;

- Package and deliver the product.

20. The process of establishing the current land use status map at the commune level using the method of adjusting the previous cycle's current land use status map is carried out in the following steps:

Step 1: Prepare the Technical Design - Project Estimate:

- Conduct preliminary surveys, collect, evaluate, and classify materials;

- Prepare the Technical Design - Project Estimate.

Step 2: Preparation work:

- Check and evaluate the quality and make copies of the previous cycle's current land use status map (called the copy);

- Develop a detailed plan.

Step 3: Internal work

- Supplement and adjust the basic geographic content factors according to collected documents onto the copy;

- Supplement and adjust the current land use content factors according to collected documents onto the copy;

- Check the results of internal supplementation and adjustment;

- Plan field surveys.

Step 4: External fieldwork:

- Survey, adjust, and supplement the basic geographic content factors;

- Survey, supplement, and adjust the current land use content factors on the copy;

- Check the results of field survey, supplementation, and adjustment of the map;

Step 5: Compile and integrate:

- Transfer the results of survey, supplementation, and adjustment onto the current land use status map;

- Edit the map.

Step 6: Complete and print the map:

- Check the results of editing the map;

- Complete and print the map (for traditional technology, complete the author's map);

- Write the description for establishing the map;

Step 7: Inspect and accept:

- Inspect and accept;

- Package and deliver the product.

21. The process of establishing the current land use status map at the district, provincial, regional natural-economic, and national levels using the method of compiling from the current land use status maps of subordinate administrative units is carried out in the following steps:

Step 1: Prepare the Technical Design - Project Estimate:

- Conduct preliminary surveys, collect, evaluate, and classify materials;

- Prepare the Technical Design - Project Estimate.

Step 2: Preparation work:

- Receive the current land use status maps of subordinate administrative units, including both paper and digital maps;

- Check the quantity of current land use status maps of subordinate administrative units, including both paper and digital maps;

- Receive the base map;

- Develop a detailed plan.

Step 3: Compile and integrate:

- Supplement and adjust the basic geographic content factors on the base map;

- Transfer the current land use content factors from the subordinate administrative unit's current land use status maps onto the base map (for district-level current land use status maps, before transferring the current land use content factors from the commune-level current land use status maps onto the base map, the coordinate system of the commune-level current land use status maps must be converted to the coordinate system and central meridian of the district-level base map);

- Generalize the current land use content factors;

- Edit and present the map.

Step 4: Complete and print the map

- Check the results of editing the map;

- Complete and print the map;

- Write the description for establishing the map.

Step 5: Inspect and accept:

- Inspect and accept;

- Package and deliver the product.

22. The supervision, inspection, and acceptance of the current land use status map products must be timely and strictly carried out in accordance with Section VIII of this Regulation.

II. DOCUMENTS USED FOR ESTABLISHING THE CURRENT LAND USE STATUS MAP

1. Legal documents serving as the basis for establishing the current land use status map issued by competent state management agencies and still in effect.

2. Data used for establishing the current land use status map must be confirmed by competent state management agencies and consistent with the actual land use situation.

3. Mapping documents used for establishing the current land use status map must ensure accuracy as prescribed for that type of map, must determine the establishment time, method, and have been approved by the competent authority.

4. Mapping documents used for establishing the current land use status map at the commune level:

- Base map;

- Administrative boundary files, maps, and extracts attached to decisions on administrative boundary adjustments made by competent authorities;

- Cadastral map;

- Basic cadastral map;

- Previous cycle's current land use status map;

- Extracts of land use change records;

- Maps and extracts attached to decisions on land allocation, land recovery, land leasing, and land use purpose changes made by competent authorities;

- Aerial photographs or high-resolution satellite images that have been rectified into orthographic products and the photograph date must not exceed one year from the establishment date of the current land use status map;

- Related thematic maps.

5. Mapping documents used for establishing the current land use status map at the district, provincial, regional natural-economic, and national levels:

- Base map;

- Administrative boundary files, maps, and extracts attached to decisions on administrative boundary adjustments made by competent authorities;

- Current land use status maps of subordinate administrative units (including both paper and digital maps);

- Previous cycle's current land use status map;

- Maps and extracts attached to decisions on land allocation, land recovery, and land leasing made by competent authorities;

- Aerial photographs or high-resolution satellite images that have been rectified into orthographic products and the photograph date must not exceed one year from the establishment date of the current land use status map;

- Related thematic maps.

III. TECHNICAL REQUIREMENTS FOR THE BASE MAP USED TO ESTABLISH THE CURRENT LAND USE STATUS MAP

1. The base map must be established in accordance with the provisions of Decision No. 83/2000/QĐ-TTg dated July 12, 2000 of the Prime Minister on the use of the National Reference System and National Coordinate System of Vietnam; Decision No. 05/2007/QĐ-BTNMT dated February 27, 2007 on the use of the parameter system for transformation between the International Geodetic Reference System WGS-84 and the National Coordinate System of Vietnam - 2000.

1.1. The reference ellipsoid WSG-84 has the following dimensions:

- Major axis: 6,378,137 meters;

- Flattening: 1/298.257223563.

1.2. Map projection grid:

- Using the conic equal-angle projection with standard parallels at 11° and 21° to establish base maps at a scale of 1/1,000,000 for the entire territory of Vietnam;

- Using the transverse cylindrical equal-angle projection with the central meridian at 6° and a scale factor K0 = 0.9996 to establish base maps at scales from 1/500,000 to 1/25,000;

- Using the transverse cylindrical equal-angle projection with the central meridian at 3° and a scale factor k0 = 0.9999 to establish base maps at scales from 1/10,000 to 1/1,000.

1.3. The central meridian of the commune-level base map is specified in Appendix No. 01 attached to this Regulation.

2. The scale of the base map is selected based on the size, area, shape of administrative units; characteristics and size of current land use elements that need to be represented on the land use status map. The scale of the base map is also the scale of the land use status map specified in Table 01 of this Regulation.

3. When the natural area of an administrative unit is approximately below or above the value range in column 3 of Table 01, it is permissible to choose a larger or smaller scale by one degree compared to the provisions in Table 01 of this Regulation.

4. Mapping materials used to establish the base map must meet technical standards and be approved by competent authorities.

4.1. For commune-level administrative units with cadastral maps or basic cadastral maps at various scales, the smallest-scale cadastral maps or basic cadastral maps should be used to establish the base map;

4.2. For commune-level administrative units without cadastral maps or basic cadastral maps, high-resolution aerial photographs or satellite images that have been rectified into orthographic products should be used to establish the base map;

4.3. For county-level, provincial-level, regional geographic-economic areas, and nationwide administrative units, topographic maps at medium to small scales, aerial photographs, or satellite images that have been rectified into orthographic products should be used to establish the base map;

5. The accuracy of transferring basic geographic content elements from mapping documents to the base map must ensure the following requirements:

5.1. The mutual error of transferring map content elements does not exceed ± 0.3 mm according to the base map scale;

5.2. The positional error of transferring map content elements does not exceed ± 0.2 mm according to the base map scale;

6. Content and principles for representing elements on the base map:

The base map must fully represent all content elements:

6.1. Representing the kilometer grid or longitude and latitude grid:

- Base maps at scales of 1/1,000, 1/2,000, 1/5,000, and 1/10,000 only represent the kilometer grid, with each cell being 10 cm x 10 cm;

- Base maps at a scale of 1/25,000 represent the kilometer grid, with each cell being 8 cm x 8 cm;

- Base maps at scales of 1/50,000, 1/100,000, 1/250,000, and 1/1,000,000 only represent the longitude and latitude grid. The cell size of the longitude and latitude grid for base maps at a scale of 1/50,000 is 5/ x 5/. The cell size of the longitude and latitude grid for base maps at a scale of 1/100,000 is 10/ x 10/. The cell size of the longitude and latitude grid for base maps at a scale of 1/250,000 is 20/ at all scales;/. The cell size of the longitude and latitude grid for base maps at a scale of 1/1,000,000 is 10 x 10;

6.2. Landform is represented by contour lines and elevation points, in mountainous areas with steep slopes, only the main contour lines of the topographic map at the same scale and characteristic elevation points are shown;

6.3. Representing water systems; river banks, lake boundaries, coastline. The coastline is depicted according to the current regulations at the time of establishing the land use status map.

6.4. Representing railway and road transportation systems and related infrastructure. Requirements for representing roads on land use status maps at different levels are as follows:

- On commune-level land use status maps, roads are shown up to the main streets within residential areas, urban areas, and rural areas in underdeveloped traffic regions, and mountainous areas must show footpaths;

- On district-level land use status maps, roads are shown up to inter-commune roads, and in mountainous areas, minor dirt roads must also be shown;

- On provincial-level land use status maps, roads are shown up to inter-district roads;

- On regional geographic-economic and national land use status maps, roads are shown up to provincial roads, and in mountainous areas, inter-district roads must also be shown.

6.5. Representing borders and administrative boundaries at various levels determined by administrative boundary files, adjusted administrative boundary maps accompanied by administrative boundary adjustment decisions of competent state agencies. For regional geographic-economic land use status maps, only administrative boundaries at the district level are shown. For national land use status maps, overlapping administrative boundaries at the same level are shown as the highest-level administrative boundary.

6.6. Representing other content elements such as important independent geographic features with orientation significance and economic, cultural-social facilities;

6.7. Recording place names, names of adjacent administrative units, and other necessary annotations.

IV. CONTENT AND PRINCIPLES FOR REPRESENTING CURRENT LAND USE ELEMENTS

1. The representation of the elements of the current land use status on the land use status map must comply with the provisions in the "Symbols for Land Use Status Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

2. The land use status map must fully display all land plots. A land plot is defined by a closed boundary line. Each land plot represents the primary purpose of land use according to the current status.

3. The land use status map must show all land plots on the map according to the provisions set out in Table 02 of this Regulation.

4. The accuracy of transferring the elements of the current land use status from the documents used to establish the land use status map to the base map must ensure the following requirements:
4.1. The mutual error of transferring the elements of the current land use status shall not exceed ± 0.7 mm according to the scale of the base map;

4.2. The error of transferring the position of the elements of the current land use status shall not exceed ± 0.5 mm according to the scale of the base map;

5. On the land use status map, it must display the pie chart of the area structure of various types of land according to the current usage purpose. All symbols used to represent the content of the map must be fully explained in the legend table.

V. INVESTIGATION, OUTLINING, COMBINING, AND EDITING THE LAND USE STATUS MAP

1. Investigation, collection, analysis, and evaluation of documents to decide on the method of establishing the land use status map. Collected documents, data, and maps must comply with the provisions of Section II and Section III of this Regulation and be classified and guided on how to use them. The investigation and collection of mapping documents include desk work and fieldwork. Determine the survey routes, paying attention to areas with significant changes in land.

2. The boundaries of land plots can be determined indoors or directly in the field. Each land plot must fully represent the elements of the current land use status using the symbols specified in the "Symbols for Land Use Status Maps and Land Use Planning Maps."

3. On the land use status map, the boundaries of land plots, rural residential areas, high-tech zones, economic zones, agricultural farms, forestry farms, defense and security units, officially approved planning areas that have been implemented with fixed markers on the ground must be identified.

4. Before combining the elements of the current land use status, the maps and documents must be adjusted to the mathematical basis and scale as stipulated in Clause 1 and Clause 2 of Section III of this Regulation.

5. Generalization of the elements of the land use status map is regulated as follows:

5.1. It is permissible to remove or combine non-linear land plots whose areas on the map are specified in Table 02 of this Regulation.

5.2. Linear hydrographic features such as rivers, streams, canals should be combined, selecting and removing those flows shorter than 2 cm on the map, and generalizing the shoreline. When combining, consider characteristics such as shape, spatial structure, density, distribution pattern, and usage features, while retaining the source headwaters and special flows like hot springs and mineral water.

5.3. Generalization of the coastline must retain the distinctive characteristics of each type of coast. In areas with many river mouths, where the coastline has a circular shape, it is permissible to combine two or three small bends but must retain the river mouths, flows discharging into the sea, and tidal flats.

5.4. Long islands must not be removed; their distinctive shapes must be retained, and small islands represented by small dot symbols. In cases of dense island clusters, some inner islands may be omitted, ensuring that the distance between large islands is greater than 3 mm on the map.

5.5. Generalization of transportation routes must be based on: density, grade, economic and administrative significance of the roads. In cases where railway and automobile roads run close together, the position of the automobile road may be shifted to ensure the correct positioning of the railway.

6. The contents of the stages in editing the land use status map include:

6.1. Studying the process, Regulations, Symbols, Technical Design - Budget already approved, and documents used as the basis for establishing the land use status map at various levels;

Preparing plans for implementation and setting specific requirements for each stage of map editing.

6.2. Directing, monitoring progress; checking the consistency between the map and the used documents; checking the consistency between fieldwork and deskwork; checking the completeness and consistency between the map and the approved Technical Design - Budget, symbols, and Technical Design - Budget.

7. The editing of the land use status map must be carried out throughout the process of establishing the map. Editing the land use status map involves issues such as:

7.1. Combining the elements of the basic geographic content, the elements of the current land use status, and the application of symbols to represent them;

7.2. The representation of the elements of the basic geographic content and the elements of the current land use status must be consistent across the entire administrative territory;

7.3. The combination, extraction, and omission of elements must highlight the characteristics of the object and the distinctive features of the region, while fully representing according to the requirements of the approved Technical Design - Budget.

8. The layout and presentation of the land use status map follow the principles:

8.1. The frame of the sheet of the land use status map must be presented in accordance with the size of the sheet as prescribed in the "Symbols for Land Use Status Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

8.2. The name of the current land use map must be fully recorded with the administrative unit's name and placed in the central part outside the northern frame of the map sheet. If this cannot be done according to the above requirement, the map name may be presented in an appropriate area within the frame. The scale of the map should be recorded in the central part outside the southern frame of the map sheet. The size and style of the map name and scale should be consistent with the size of the map sheet according to the model specified in "Symbols for Current Land Use Maps and Land Use Planning Maps."

8.3. The inset map showing the position of the administrative unit within a higher-level administrative unit shall be arranged within the map frame. The scale, size, and position of the inset map must be consistent with the layout of the current land use map.

8.4. The legend table and land area structure chart shall be arranged at an appropriate location within the map frame. The signature confirmation, review, and stamping positions shall follow the model specified in "Symbols for Current Land Use Maps and Land Use Planning Maps."

8.5. Notes on the documents used during the editing process, the name and address of the unit establishing the current land use map shall be placed outside the southern frame according to the model specified in "Symbols for Current Land Use Maps and Land Use Planning Maps."

VI. DIGITAL CURRENT LAND USE MAPS

1. General Provisions on Digital Current Land Use Maps

1.1. The provisions regarding digital current land use maps in this Regulation aim to ensure the consistency of map data and serve the purposes of exploitation, utilization, updating, and storage.

1.2. Digital current land use maps must ensure completeness and accuracy of all content elements without altering the shape of objects compared to the source maps used for digitization. The data of digital current land use maps must be cleaned and filtered to remove overlapping objects and excess nodes.

1.3. The mathematical basis accuracy and the position of content elements on the map must not exceed the permissible error limits set forth in Clause 5, Section III and Clause 4, Section IV of this Regulation.

1.4. The presentation of digital maps must comply strictly with the requirements for content representation already stipulated in this Regulation and "Symbols for Current Land Use Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

1.5. Point symbols on digital current land use maps must be represented using pre-designed cell symbols from the symbol library and not drawn using graphic tools.

1.6. Line objects can only be drawn as line strings, polyline chains, or complex chains. Line objects must be drawn continuously without breaks and can only stop at nodes where lines of the same type intersect.

1.7. Polygon objects must be drawn as closed paths, filled with patterns, shapes, or complex shapes, or fill colors.

1.8. The technological process for creating digital current land use maps includes the following steps:

Step 1: Collecting, evaluating, and preparing maps for digitization;

Step 2: Designing the map storage directory;

Step 3: Classifying content objects and building the map symbol library;

Step 4: Determining the mathematical basis for the map;

Step 5: Scanning the map and aligning the scanned image (if scanning method is used), or positioning the source map used to create the current land use map onto the digitizing table.

Step 6: Digitizing and cleaning the data;

Step 7: Presenting and editing the map;

Step 8: Printing the map, checking, and making corrections;

Step 9: Accepting the map on the computer;

Step 10: Printing the map on paper;

Step 11: Recording map data onto a CD;

Step 12: Accepting the map on the CD and paper map;

Step 13: Writing the map description;

Step 14: Packaging and submitting the product.

2. The content of digital current land use maps is expressed through a system of symbols designed in "Symbols for Current Land Use Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

3. The content of digital current land use maps is divided into seven layers:

3.1. Mathematical basis layer including: map frame, kilometer grid, latitude and longitude grid, legend, presentation outside the frame, and related contents;

3.2. Topography layer including: terrain features, elevation points;

3.3. Hydrographic layer including: water systems and related objects;

3.4. Transportation layer including: transportation elements and related objects;

3.5. Administrative boundary layer including: border lines, administrative boundaries at various levels;

3.6. Boundary and land type symbol layer including: boundaries of land plots; boundaries of areas, rural residential zones, high-tech zones, economic zones; boundaries of farms, forests, defense and security units; boundaries of planned areas approved by competent authorities and marked on-site; land type symbols;

3.7. Economic and social factors layer

Each layer is divided into object classes. Each class may include one or several objects with similar characteristics, each object being assigned a unique code and consistently applied on the map.

4. To ensure the consistency of map data, when constructing and editing current land use maps in the Microstation environment and other modules running on this software, the standard files prescribed include:

4.1. Seedfile: vn2d.dgn;

4.2. Vietnamese font file: vnfont.rsc;

4.3. Independent symbol libraries for different scales;

4.4. Line symbol libraries for different scales;

4.5. Standard code table (feature table);

4.6. Pen table for ordering;

5. Color standards and pen force standards for content elements are regulated in "Symbols for Current Land Use Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment.

6. Source maps used for digitizing to create digital current land use maps must meet the following requirements:

6.1. Clean, clear, not wrinkled, not torn;

6.2. Accurate mathematical basis;

6.3. Adequate control points for image alignment.

7. Digital current land use maps are created using the following methods:

7.1. Digitizing using a digitizing table;

7.2. Scanning the map image then aligning and semi-automatically vectorizing.

7.3. Scan the map image then adjust and automatically vectorize it;

8. Provisions on errors and accuracy of current land use status data in digital form:

8.1. The inner frame, kilometer grid, and latitude and longitude lines of the digital current land use status map constructed using specialized programs for establishing map projection grids shall have no error (on the computer) compared to theoretical coordinates. Do not use straight line or curve drawing tools to redraw the kilometer grid, latitude and longitude lines, and inner frame of the map based on scanned images. When presenting the elements within the inner and outer frames of the map, do not shift the positions of the kilometer grid, latitude and longitude lines, and inner frame;

8.2. The size error of the map image after adjustment must ensure that the edges of the inner frame do not exceed 0.2 mm and the diagonal does not exceed 0.3 mm according to the map scale;

8.3. Objects that are digitized must ensure correct class indices and object codes. Class indices are represented by the level number in the *.dgn file. During the digitization process, objects are assigned codes according to regulations;

8.4. Digital data must ensure correctness and accuracy:

a. Linear objects must ensure continuity, only intersecting and connecting at intersection points;

b. Contour lines and elevation points must be assigned correct elevation values;

c. Maintain the correct spatial relationship between map content elements:

- Rivers, streams, canals drawn as single lines must connect to the two-line river system;

- Contour lines must not intersect each other, remain continuous, and conform to the hydrographic system;

- Transportation routes must not overlap with the hydrographic system, even when these objects run adjacent and parallel, they must still maintain geographic positional relationships;

- The boundary lines of area-type objects must ensure closure;

- Font style, size, and annotations on the map must correspond to the font style and size specified in the "Symbols for Current Land Use Status Maps and Land Use Planning Maps." Place names along lines should be annotated following the curvature of the line and aligned vertically;

8.5. Map border joining must be performed on the computer, content elements at the edge borders must be perfectly joined;

8.6. Content elements of maps with the same scale after joining must match both qualitatively and quantitatively (content, line strength, color, and attributes). For maps with different scales, the larger scale map content must serve as the standard, the joining error must not exceed 0.3 mm plus the allowable error when generalizing map content to a smaller scale;

9. Provisions on digitizing and editing current land use status maps in digital form:

9.1. Mapping materials used for digitization must meet the requirements stipulated in Section II and Clause 6 of Section VI of this Regulation;

9.2. The resolution for scanning maps is specified within the range of 150 dpi to 400 dpi depending on the quality of the mapping material. Scanned map images (raster) must be complete, clear, and not locally stretched or compressed;

9.3. Positioning the map on a digitizing table or adjusting scanned images (raster) based on reference points such as inner frame corners, kilometer grid intersections, and geodetic control points on the map. Allowable errors after positioning or adjusting scanned images are as prescribed in Clause 6 of Section VI of this Regulation;

9.4. Maps may only be digitized after scanned images have met the specified error limits. Mathematical base elements of the map must be built automatically using specialized programs. Other map content elements must be digitized in the following sequence:

- Hydrographic systems and related objects;

- Terrain features;

- Transportation and related objects;

- Administrative boundaries;

- Land delineation boundaries;

- Boundaries of rural residential areas, high-tech zones, economic zones, agricultural farms, forestry farms, defense and security units, and planning areas approved by competent authorities and implemented with markers on-site;

9.5. When creating a village-level current land use status map based on cadastral maps or basic cadastral maps, the entire initial database (spatial data, attribute data) must be retained before processing, summarizing, and editing;

9.6. Digitized maps must be edited according to the following provisions:

- Map content elements must be edited according to the prescribed classification and layer rules;

- Colors, sizes, and shapes of symbols used to represent map content must comply with the regulations for printed maps;

- Presentation of content within and outside the map frame must follow the "Symbols for Current Land Use Status Maps and Land Use Planning Maps" issued by the Ministry of Natural Resources and Environment;

10. Digital current land use status maps must be accompanied by a file containing the map's history, including basic information about the source material, digitization methods, technical characteristics during digitization, and software used for digitization;

11. Principles for inspecting and accepting digital current land use status maps:

11.1. Inspection and acceptance of digital current land use status maps are carried out according to the provisions in Section VIII of this Regulation;

11.2. Digital current land use status maps must be inspected at least once on the computer and twice on printed paper maps. Errors detected during inspection must be thoroughly corrected;

11.3. The content of inspecting digital current land use status maps on the computer and on printed paper maps is as follows:

a. Computer-based inspection content:

- Check the accuracy of final adjusted image file alignment;

- Check corner coordinates, frame dimensions, and diagonals, and elevation point values;

- Check the classification of map content elements;

- Check the consistency of using prescribed symbols to represent map point, line, and area content;

- Check map border joining;

- Check data removal and cleaning;

- Check line strength and color of objects;

- Check recording of map history;

b. Inspection content of printed paper maps:

- Check the completeness, appropriateness, and accuracy of map content elements according to the regulations for current land use status maps.

- To check the presentation of the map.

11.4. Upon completion of the inspection, the data on the map must be recorded onto a CD. After recording, the CD must be checked 100% on a computer and submitted according to the provisions set forth in Clause 8, Section VIII of this Regulation. The outside of the CD must bear the name of the map, the scale of the map, the name of the implementing unit, the time, and the date of recording the CD. The CD used for recording map data must have high quality and meet the requirements for storage under technical conditions similar to film storage.

VII. EXPLANATION OF THE CURRENT LAND USE MAP

1. Each current land use map must be accompanied by an explanation.

2. The explanation of the current land use map shall be prepared based on the following contents:

2.1. Legal basis, necessity, and purpose and requirements for establishing the current land use map;

2.2. Overview of natural conditions and socio-economic conditions of the administrative unit;

2.3. Start and end times of the work to establish the current land use map;

2.4. Sources of materials used and methods and technologies for establishing the current land use map;

2.5. Evaluation of the quality of the current land use map including the volume of work performed; completeness, detail, and accuracy of content elements;

2.6. Conclusions and recommendations.

VIII. INSPECTION, ACCEPTANCE AND SUBMISSION OF PRODUCTS

1. The inspection and acceptance of the current land use map shall be carried out in accordance with Circular No. 02/2007/TT-BTNMT dated February 12, 2007, of the Ministry of Natural Resources and Environment on guiding inspection, review, and acceptance of surveying and mapping works and products.

2. The basis for inspecting and accepting the current land use map includes the regulations of this Regulation, the "Symbols of the Current Land Use Map and the Land Use Planning Map," the approved technical design and budget estimate for the establishment of the current land use map, and the documents serving as the basis for establishing the current land use map at all levels.

3. Inspection and acceptance activities must be conducted systematically and regularly to identify errors and find timely measures to correct them. It is not allowed to transfer existing issues from the previous stage to the next stage for resolution. Only the results of the maps that have been inspected and accepted in the previous stage can be brought forward to the next stage.

4. Combine regular inspections with periodic inspections, internal inspections with external inspections. The person performing the work must inspect all the work they undertake. The direct production unit must conduct inspections after each stage and throughout the entire process. The management authority must conduct periodic inspections and accept the final product. The results of the inspection and the proposed opinions must be compiled into a document serving as the basis for subsequent inspections and product acceptance.

5. The current land use map that has been accepted must comply with the following technical standards:

5.1. Adhere to the technological process specified in the approved technical design and budget estimate, and the materials for establishing the current land use map must comply with the provisions of this Regulation.

5.2. The content elements of the map must be complete, accurately reflecting the current land use status, and the level of synthesis and representation of the content elements of the map must comply with the provisions of this Regulation, "Symbols of the Current Land Use Map and the Land Use Planning Map," and the "Approved Technical Design and Budget Estimate."

6. The results of the inspection and acceptance must be documented in a record in accordance with Circular No. 02/2007/TT-BTNMT dated February 12, 2007, of the Ministry of Natural Resources and Environment on guiding inspection, review, and acceptance of surveying and mapping works and products.

7. Confirmation and approval of the current land use map:

7.1. The current land use map at the commune level shall be signed and stamped by the head of the unit preparing the map; approved by the Chairman of the Commune People's Committee.

7.2. The current land use map at the district and provincial levels shall be signed and stamped by the head of the unit preparing the map and the Director of the Land Registration Office (in cases where there is no district-level Land Registration Office, only the Head of the Department of Natural Resources and Environment signs); confirmed by the Director of the Department of Natural Resources and Environment at the same level; approved by the Chairman of the People's Committee at the same level.

8. Product submission regulations:

All levels' current land use map products to be submitted must be those that have been inspected and accepted in accordance with the regulations and meet the quality requirements, including:

8.1. The current land use map printed on paper;

8.2. The current land use map in digital form stored on a CD;

8.3. Land use status data (graphics and attributes) stored on a CD;

8.4. Explanation of the establishment of the current land use map printed on paper and in digital form;

8.5. Records of product inspection and acceptance.

9. When submitting products, a product handover record must be established in accordance with the provisions of Circular No. 02/2007/TT-BTNMT dated February 12, 2007, of the Ministry of Natural Resources and Environment on guiding inspection, review, and acceptance of surveying and mapping works and products.
