Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating functions, tasks, authorities, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

At the proposal of the Editor-in-Chief of Vietnam Post and the Director of the Personnel Department,

DECISION:

Article 1. Position and Functions

Vietnam Post is a unit under the Ministry of Information and Communications, performing the function of the ministry's press organ; it is a social forum for the development of journalism; publishing; postal services and delivery; telecommunications and internet; broadcasting and transmission; radio frequency; information technology and electronics; radio and television and national information communication infrastructure.

International trade name: The Vietnam Post

Vietnam Post is a state-owned enterprise with revenue, operating according to the Press Law, having legal personality, its own seal and bank account as prescribed by law, with its main office located in Hanoi city.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

Vietnam Post (hereinafter referred to as the Newspaper) has the following tasks and authorities:

1. Building and submitting to the Minister the mission, purpose, orientation of content activities, planning, and development plans of the Newspaper and other activities of the Newspaper in accordance with the law and organizing implementation after approval;

2. Providing information and propaganda on the Party's guidelines, the State's policies and laws, and the management activities of the Ministry of Information and Communications in fields within the scope of the Ministry's management;

3. Providing information and propaganda on all aspects of practical activities in fields within the scope of the State's management;

4. Organizing forums for exchange and information between state management agencies, organizations, businesses, and the whole society for the cause of information and communication in Vietnam;

5. Providing information on prominent domestic and international political, economic, and social situations;

6. Organizing production and distribution of the Newspaper's publications; technical guidance manuals and other publications as prescribed by law;

7. Participating in international cooperation activities in fields within the professional scope according to the law on press and publication and the delegation of the Minister;

8. Organizing training and improving journalistic skills for the Newspaper's reporters, editors, and contributors;

9. Being able to organize appropriate activities in accordance with the Newspaper's functions and tasks as prescribed by law to create additional income, preserve and develop assigned resources;

10. Managing staff, assets, files, and documents of the Newspaper according to the law and the delegation of the Minister;

11. Performing other tasks assigned by the Minister.

Article 3. Organizational Structure and Staffing

Vietnam Post has an Editor-in-Chief and Deputy Editors-in-Chief.

The Editor-in-Chief is responsible before the Minister and the law for the results of implementing the assigned functions, tasks, and authorities.

The Deputy Editors-in-Chief assist the Editor-in-Chief in directing the Newspaper's activities and are responsible to the Editor-in-Chief for the tasks delegated to them.

The organizational structure of the Newspaper includes:

Professional units:

- Editorial Office Secretariat

- Information Technology and Communication Department

- Political and Current Affairs Department

- Economic and Social Department

- ICT News Online Department

- Business - Advertising Department

- Readers and Social Work Department

- Representative Office in Ho Chi Minh City

- Representative Office in Da Nang City

Functional departments:

- Administration and Management Department

- Finance and Accounting Department

The staffing of the Newspaper's officials and employees is established by the Editor-in-Chief and submitted to the Minister for decision.

The representative offices in Ho Chi Minh City and Da Nang City have seals for transactions as prescribed by law.

The functions, tasks, and authorities of the representative offices in Ho Chi Minh City and Da Nang City are decided by the Editor-in-Chief.

The functions, tasks, authorities, and working relationships among departments and units are decided by the Editor-in-Chief.

Article 4. Effective date

This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. Abolishing Decision No. 44/2004/QĐ-BBCVT dated October 15, 2004 of the Minister of Posts and Telecommunications on the functions, tasks, authorities, and organizational structure of Vietnam Post.

Article 5. Responsibilities for Implementation

The Head of the Office, the Director of the Personnel Department, the Editor-in-Chief of Vietnam Post, and the Heads of the ministries and units under the Ministry of Information and Communications are responsible for implementing this Decision./.
