Regulations on functions, tasks, powers, and organizational structure of the Cultural Newspaper

At the proposal of the Director of the Cinema Department.

Pursuant to the Press Law dated February 28, 1989 and the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999;

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 185/2007/ND-CP dated December 22, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Considering the proposal of the Editor-in-Chief of the Cultural Newspaper and the Director of the Personnel Department,

DECISION:

Article 1. Position and Functions

The Cultural Newspaper is the press organ of the Ministry of Culture, Sports and Tourism with the function of providing information and propaganda on the Party's guidelines, State laws, and the Minister's directives regarding management and activities in the fields of culture, arts, sports, tourism, and family affairs.

The Cultural Newspaper is a self-financing entity with its own seal and account at the national treasury and bank.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Submit to the Minister for approval the development plan and annual activity plans of the Cultural Newspaper and organize their implementation after approval;

2. Organize editing, publishing, and distribution of the Cultural Newspaper and other publications in accordance with press license regulations, relevant legal documents, and the Minister's directives;

3. Provide information and propaganda on cultural, artistic, sports, tourism, and family policies and guidelines of the Party; promptly reflect State policies and laws and the Minister's directives on managing and developing cultural, artistic, sports, tourism, and family enterprises;

4. Provide information on political, economic, social conditions, and cultural, sports, tourism, and family activities both domestically and internationally, as well as international cooperation activities in the fields of culture, arts, sports, tourism, and family;

5. Reflect and guide public opinion, disseminate knowledge about culture, arts, sports, tourism, and family, serving as a forum for the people in building and developing a progressive Vietnamese culture rich in national identity in accordance with the Party and State's direction;

6. Propagate and introduce new factors, good people, and good deeds; combat corruption and violations of laws on culture, arts, sports, tourism, family, and other negative social phenomena;

7. Implement cooperative relations and information exchange with domestic and foreign organizations and individuals according to the Ministry's plan and legal provisions;

8. Organize service activities and other cultural and social activities in accordance with the law;

9. Manage the organizational structure, staffing, file records, and implement training and professional development policies for journalists under the jurisdiction of the newspaper agency in accordance with the law and the Minister's delegated authority;

10. Manage and utilize financial resources, assets, and other sources of income in accordance with the law;

11. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. The Editor-in-Chief and Deputy Editors-in-Chief.

2. Specialized and professional departments:

- Department of Culture, Arts, and Family;

- Department of Sports and Tourism;

- Department of Economy and Society;

- Department of Special Topics;

- International Department;

- Department of Electronic Cultural Newspaper Editing and Information Technology;

- Secretariat Department;

- Readers' Department;

- Management Department.

3. Representative offices and permanent offices:

- Representative Office in Ho Chi Minh City;

- Permanent Office in Central Vietnam Region (headquartered in Da Nang);

- Permanent Office in South Central Coast and Central Highlands Region (headquartered in Nha Trang, Khanh Hoa);

- Permanent Office in Mekong Delta Region (headquartered in Can Tho City);

These representative and permanent offices have their own seals and accounts.

The Editor-in-Chief of the Cultural Newspaper shall stipulate the tasks and powers of the Departments and subordinate Offices, arrange staff according to the job titles and professional standards, establish and promulgate the operational regulations of the Cultural Newspaper.

Article 4. Effective date

This Decision takes effect fifteen days from the date of publication in the Official Gazette, replacing Decision No. 80/2004/QĐ-BVHTT dated August 24, 2004 of the Minister of Culture and Information on the functions, tasks, powers, and organizational structure of the Cultural Newspaper.

Article 5. Responsibilities for Implementation

The Editor-in-Chief of the Cultural Newspaper, the Head of the Office, the Directors of the Personnel Department and the Planning and Finance Department, the Heads of the agencies and units under the Ministry, and related organizations and individuals are responsible for implementing this Decision./.
