Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBX dated September 6, 2008 of the Minister of Labor - Invalids and Social Affairs promulgating regulations on framework programs for intermediate vocational qualifications and higher vocational qualifications;
Pursuant to the results of the review by the Review Board and the proposal of the General Vocational Training Administration regarding the issuance of framework programs for intermediate vocational qualifications and higher vocational qualifications for the following occupations: Hydroelectric Power Plant Operation; Hydroelectric Power Station Operation and Maintenance; Pumping Station Operation and Maintenance; Oil and Gas Equipment Operation; Steelmaking; Railway Construction and Maintenance; Machinery Manufacturing and Maintenance Technology; Highway Bridge and Road Construction; Highway Bridge Quality Testing and Inspection; Oil and Gas Processing Equipment Repair; Petrochemical Product Testing; Food and Grain Quality Inspection; Coal Quantity and Quality Appraisal; Paper Pulp and Paper Quality Inspection; Fertilizer Production; Ship Painting Technology;
The Ministry of Labor - Invalids and Social Affairs hereby stipulates the framework programs for intermediate vocational qualifications and higher vocational qualifications for the above occupations as follows:
Article 1. Scope of Regulation and Objects of Application:
This Circular stipulates the framework programs for intermediate vocational qualifications and higher vocational qualifications to be applied to vocational colleges, intermediate vocational schools, universities, higher vocational colleges, and intermediate specialized colleges (hereinafter referred to collectively as vocational training institutions) both public and private that have registered to provide vocational training for the occupations specified in this Circular.
The framework programs for intermediate vocational qualifications and higher vocational qualifications prescribed in this Circular are not mandatory for vocational training institutions with foreign investment capital.
Article 2. The framework programs stipulated in this Circular include:
1. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Hydroelectric Power Plant Operation" (Annex 1);
2. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Hydroelectric Power Station Operation and Maintenance" (Annex 2);
3. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Oil and Gas Equipment Operation" (Annex 3).
4. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Pumping Station Operation and Maintenance" (Annex 4).
5. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Steelmaking" (Annex 5).
6. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Railway Construction and Maintenance" (Annex 6).
7. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Machinery Manufacturing and Maintenance Technology" (Annex 7).
8. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Highway Bridge and Road Construction" (Annex 8).
9. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Highway Bridge Quality Testing and Inspection" (Annex 9).
10. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Oil and Gas Processing Equipment Repair" (Annex 10).
11. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Petrochemical Product Testing" (Annex 11).
12. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Food and Grain Quality Inspection" (Annex 12).
13. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Coal Quantity and Quality Appraisal" (Annex 13).
14. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Paper Pulp and Paper Quality Inspection" (Annex 14).
15. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Fertilizer Production" (Annex 15);
16. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Ship Painting Technology" (Annex 16).
Article 3. Responsibility for developing vocational training programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational colleges, universities, colleges, and specialized intermediate colleges that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature.
2. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees under the Central Government, the General Department of Vocational Training, vocational colleges, intermediate vocational colleges, universities, colleges, and specialized intermediate colleges that have registered to conduct intermediate vocational training and higher vocational training for the trades specified in this Circular, and related units are responsible for implementing this Circular.
