Guidelines for animal breeding stock and quarantine procedures for transporting breeding animals
to ensure disease safety in livestock development

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Veterinary Law dated April 29, 2004;
Pursuant to the Livestock Breed Law dated March 24, 2004;
Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;
Pursuant to Decree No. 119/2008/NĐ-CP dated November 28, 2008 of the Government amending and supplementing certain articles of Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;
The Ministry of Agriculture and Rural Development guides organizations, localities, and projects on livestock development, ensuring the quality of breeding stock and preventing the spread of dangerous infectious animal diseases as follows:
I. GENERAL PROVISIONS                                  
1. Scope of regulation and applicable subjects:
1.1. These Circulars guide requirements for breeding stock, quarantine procedures for transportation, and control of imported breeding stock to prevent the spread of animal diseases for livestock development.
1.2. These Circulars apply to domestic organizations and individuals, foreign organizations and individuals engaged in livestock activities, trading, transporting, and supplying animals within the territory of Vietnam.
2. Explanation of Terms:
In this Circular, the following terms shall be understood as follows:
2.1. Breeding stock includes cattle, buffalo, goats, sheep, pigs, chickens, ducks, geese (Siamese ducks) used for livestock breeding.
2.2. Suppliers of breeding stock are organizations and individuals, both domestic and foreign, engaged in trading, transporting, and raising animals within the territory of Vietnam for sale or transfer to livestock raisers.
2.3. Livestock raisers include organizations and individuals who purchase or receive animals from suppliers for raising purposes.
II. REQUIREMENTS FOR BREEDING STOCK
1. Must ensure breeding stock quality according to current standards or standards announced by breeding stock production facilities.
2. For breeding stock production facilities:
a) Regularly select, cull, and ensure the quality of inbred herds, grandparents, parents, and original breeds before producing and selling breeding stock.
b) Announce breeding stock quality standards and be responsible under the law for the standards announced.
c) Conduct thorough quarantine before selling breeding stock.
d) Breeding stock production facilities that do not announce quality standards or conduct quarantine shall not be permitted to sell breeding stock on the market.
e) Shall not be allowed to sell breeding stock when there is an outbreak of dangerous infectious diseases in the region or facility.
3. When signs of disease appear in the herd, immediately report to the local veterinary authority and implement immediate measures to prevent and control the disease as prescribed by the state.
III. REQUIREMENTS FOR QUARANTINE PROCEDURES FOR TRANSPORTATION OF ANIMALS
1. Quarantine registration procedures:
Organizations and individuals wishing to transport animals for breeding, trading, or supplying to livestock development projects must register for quarantine with the Veterinary Sub-Department as prescribed.
The quarantine registration must contain complete information: type of animal, quantity, sex, purpose of use, origin of the animal, destination.
2. Requirements for veterinary hygiene for breeding stock:
2.1. Breeding stock must be healthy, meet breeding stock quality standards, have clear origins, and originate from regions or facilities recognized as disease-free or without outbreaks of dangerous infectious diseases for at least three months prior to selling breeding stock. Specifically, the dangerous infectious diseases for each type of breeding stock are as follows:
a) For cattle and buffalo: Foot-and-Mouth Disease (FMD);
b) For goats and sheep: FMD, Goat Pox, Sheep Pox;
c) For pigs: FMD, African Swine Fever, Swine Dysentery;
d) For chickens: Avian Influenza, Newcastle Disease;
e) For ducks: Avian Influenza, Duck Plague.
2.2. Breeding stock must be vaccinated against the following diseases:
a) For FMD:
- Vaccinate cattle, buffalo, goats, and sheep with trivalent FMD vaccine types O, A, Asia 1;
- Vaccinate sows and boars with FMD type O vaccine; pigs raised for meat (when supplied to livestock development projects);
- Use strains of vaccines in the National Program to Control and Eradicate FMD or high-concordant vaccines with circulating FMD virus types in Vietnam.
b) For Anthrax: Vaccinate cattle and buffalo originating from regions/facilities affected by Anthrax within ten years prior to selling.
c) For African Swine Fever: Vaccinate pigs.
d) For Avian Influenza: Chickens and ducks must be vaccinated as prescribed.
e) For Goat Pox and Sheep Pox: Vaccinate goats and sheep.
f) Animals from regions or facilities recognized as disease-free do not need to be vaccinated against diseases already recognized as disease-free.
2.3. Organizations and individuals directly supplying or contracted to supply breeding stock must assign specialized staff to cooperate with veterinary officers to inspect the actual quality of breeding stock and veterinary hygiene requirements before transportation.
3. Pre-transportation quarantine:
3.1. Quarantine location and isolation period:
a) For breeding stock originating from centralized livestock farms, breeding stock production facilities, quarantine will be conducted at the facility.
b) For breeding stock collected from individual farmers, quarantine will be conducted at locations designated by the veterinary authority.
c) The isolation period must be sufficient to ensure compliance with the quarantine procedures.
3.2. Livestock quarantine:
a) Livestock from regions or facilities recognized as disease-free (FMD for cattle, buffalo, goats, sheep; FMD, African Swine Fever for pigs):

- In cases where there is no confirmation from the veterinary authority regarding vaccination, the livestock must be re-vaccinated according to regulations.
c) Livestock collected from individual households:
- Concentrate the livestock at designated locations;
- Conduct clinical examinations and mark the livestock according to regulations;

IV. IMPLEMENTATION
1. Provincial People's Committees directly under the Central Government:

5. Livestock farmers.

5.4. Sanitize and disinfect livestock housing and environment; prepare sufficient feed, drinking water, veterinary drugs, and other necessary supplies for livestock farming before receiving animals for rearing.
5.5. Report immediately to the veterinary authority when animals show signs of illness, loss of appetite, or death due to any cause.
6. Effective date:
This Circular shall take effect forty-five days from the date of signature.
