CIRCULAR
Regarding the issuance of connection charges for calls from terrestrial mobile networks to terrestrial fixed networks within the same administrative unit

Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011 detailing and guiding the implementation of certain provisions of the Law on Telecommunications;
Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on price management of postal and telecommunications services;
At the proposal of the Director of the Telecommunications Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Issuing connection charges for calls from terrestrial mobile networks (hereinafter referred to as mobile networks) to terrestrial fixed networks within the same administrative unit (hereinafter referred to as fixed networks) as follows:
1. In cases where the mobile network and the fixed network connect directly with each other, the mobile network initiating the call shall pay the fixed network terminating the call a connection charge of 415 dong per minute.
2. In cases where the mobile network and the fixed network connect through the domestic long-distance network, the mobile network initiating the call shall pay the fixed network terminating the call the connection charge as stipulated in Clause 1 of this Article and pay the domestic long-distance network transferring the call the connection charge according to the regulations on connection charges for transferred calls through the domestic long-distance network.
Article 2. The connection charges prescribed in this Circular do not differentiate between regular hours, off-peak hours, and peak hours.
Article 3. The connection charges prescribed in this Circular do not include value-added tax.
Article 4. This Circular takes effect from October 1, 2011. All previous regulations that conflict with the provisions of this Circular are hereby abolished.
Article 5. The Head of the Office, the Director of the Telecommunications Department, the Heads of units under the Ministry of Information and Communications, the General Directors, and the Directors of telecommunications enterprises are responsible for implementing this Circular.
