CIRCULAR

Regarding the issuance and implementation of the "National Technical Regulations on gasoline,Article 24diesel fuel, and biofuel"

pursuant to Article 29 dated June 29, 2006, and Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Consumer Protection,

Pursuant to Decree No. 85/2019/NĐ-CP dated November 14, 2019 of the Government detailing the implementation of administrative procedures under the national single window mechanism, the ASEAN Single Window mechanism, and specialized inspection of goods for export and import;rime Minister cAt the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Plant Protection Department;rime Minister cThe Minister of Science and Technology issues this Circular on the issuance and implementation of the "National Technical Regulations on gasoline, diesel fuel, and biofuel"i National Technical Regulations on gasoline, diesel fuel, and biofuel (QCVN 1:2015/BKHCN) are hereby promulgated along with this Circular. Circular No. 20/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology on the issuance and implementation of the "National Technical Regulations on gasoline, diesel fuel, and biofuel";i2. Circular No. 14/2012/TT-BKHCN dated July 12, 2012 of the Minister of Science and Technology amending and supplementing Clause 1 of Circular No. 20/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology on the issuance and implementation of the "National Technical Regulations on gasoline, diesel fuel, and biofuel";”.

Article 1. 3. Circular No. 30/2014/TT-BKHCN dated October 15, 2014 of the Minister of Science and Technology amending and supplementing certain provisions of the National Technical Regulations QCVN 1:2009/BKHCN on gasoline, diesel fuel, and biofuel issued together with Circular No. 20/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology.

Article 2. Organizations, entities, and individuals involved in the importation, production, processing, blending, distribution, and retail sale of gasoline, diesel fuel, and biofuel must comply with the provisions of the National Technical Regulations on gasoline, diesel fuel, and biofuel promulgated along with this Circular.

Article 3. This Circular replaces the following Circulars:

1. Circular No. 20/2009/TT-BKHCN dated September 30, 2009, issued by the Minister of Science and Technology on the issuance and implementation of the "National Technical Regulations on Gasoline, Diesel Fuel 2012 and Biofuels" of the Minister of Science and Technology;

2. Circular No. 14/2012/TT-BKHCN dated July 12, 2012, issued by the Minister of Science and Technology amending and supplementing Article 1 of Circular No. 20/2009/TT-BKHCN dated September 30, 2009, issued by the Minister of Science and Technology on the issuance and implementation of the "National Technical Regulations on Gasoline, Diesel Fuel, and Biofuels";

3. Circular No. 30/2014/TT-BKHCN dated October 15, 2014, issued by the Minister of Science and Technology amending and supplementing certain provisions of National Technical Regulation QCVN 1:2009/BKHCN on gasoline, diesel fuel, and biofuels issued together with Circular No. 20/2009/TT-BKHCN dated September 30, 2009, issued by the Minister of Science and Technology.

Article 4. Organizations, entities, and individuals involved in the importation, production, processing, blending, distribution, and retail sale of various types of gasoline, diesel fuel, and biofuels must comply with the provisions of the National Technical Regulations on Gasoline, Diesel Fuel, and Biofuels issued together with this Circular.

Article 5. THE DIRECTOR OF THE STANDARDIZATION, MEASUREMENT, AND QUALITY CONTROL AGENCY, THE HEADS OF THE RELATED ORGANIZATIONS, AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
