CIRCULAR

Issuing regulations on the minimum volume of knowledge and requirements for competencies thatstudents must achieve upon graduation from secondary vocational education and college-level programs

in technical fields

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, War Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from secondary vocational education and college-level programs;

At the proposal of the Director General of the Vocational Education Administration,

guiding the implementation of the provisions on unit price of wage packages, actual wage fund of employees, and Management Board stipulated in Article 7 and Article 8 Article 24hereby promulgates the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from secondary vocational education and college-level programs in technical fields.

Article 1. Attached to this Circular are the Regulations on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from secondary vocational education and college-level programs in technical fields to be applied by secondary vocational schools, colleges, and universities offering college-level programs (hereinafter referred to as "schools"), including:

1. Field, occupation: Business management of electricity;

2. Field, occupation: Installation technology of process piping;

3. Field, occupation: Steel structure fabrication and erection;

4. Field, occupation: Construction machinery repair;

5. Field, occupation: Construction machinery operation;

6. Field, occupation: Railway construction machinery operation and repair;

7. Field, occupation: Excavator operation;

8. Field, occupation: Automotive maintenance and repair technology;

9. Field, occupation: Construction machinery technology;

10. Field, occupation: Electrical equipment repair in construction projects;

11. Field, occupation: Electrical installation in construction projects;

12. Field, occupation: Hydropower plant operation;

13. Field, occupation: Diesel power generation unit operation;

14. Field, occupation: Rural electromechanical technology;

15. Field, occupation: Renewable energy system installation and maintenance;

16. Field, occupation: Wind and solar power plant operation;

17. Field, occupation: Medical electronic equipment technology

Article 2. The Director General of the Vocational Education Administration issues detailed guidelines on the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from secondary vocational education and college-level programs for each job position according to the training fields and occupations specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and curricula applicable to their institutions.

Article 3. This Circular takes effect from February 6, 2020.

Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees directly under the central government with affiliated schools; schools registered for secondary vocational education and college-level programs in the fields and occupations specified in Article 1 and other related organizations and individuals are responsible for implementing this Circular./.
