Issued "National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Telecommunications dated November 23, 2009;

WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;

WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of some provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

The Minister of Information and Communications promulgates this Circular stipulating the National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment.

Article 1. Attached herewith is the National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment (QCVN 18:2022/BTTTT).

Article 2. Effectiveness

1. This Circular shall take effect from May 1, 2023.

2. Circular No. 21/2014/TT-BTTTT dated December 16, 2014 of the Minister of Information and Communications promulgating the "National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment" shall cease to be effective from July 1, 2023.

Article 3. Tar Content

1. From July 1, 2023, terminal radio communication equipment (within the scope regulated by QCVN 18:2022/BTTTT) imported and produced domestically must comply with the requirements set forth in QCVN 18:2022/BTTTT.

2. It is encouraged that enterprises, organizations, and individuals producing and importing terminal radio communication equipment (within the scope regulated by QCVN 18:2022/BTTTT) apply QCVN 18:2022/BTTTT from the date this Circular takes effect.

Article 4. The Director of the Office, Heads of Science and Technology Departments, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and relevant organizations and individuals are responsible for implementing this Circular./.

QCVN 18:2022/BTTTT replaces QCVN 18:2014/BTTTT.

The technical requirements and measurement methods of QCVN 18:2022/BTTTT are consistent with the European Telecommunications Standards Institute (ETSI) standard ETSI EN 301 489-1 V2.2.3 (2019-11).

QCVN 18:2022/BTTTT was compiled by the Post and Telecommunications Science and Technology Institute, reviewed by the Ministry of Science and Technology, and promulgated by the Ministry of Information and Communications through Circular No. /TT-BTTTT dated /month/year 2022.

Chapter 1. GENERAL PROVISIONS

 

1.1. Scope of Application

This regulation sets out general requirements for electromagnetic compatibility (EMC) for radio equipment and related auxiliary equipment, excluding broadcasting receiving equipment.

Technical parameters related to the antenna port of radio equipment and emission from the enclosure port of radio equipment and combinations of radio equipment and auxiliary equipment are not within the scope of this regulation.

The arrangement of EMC measurements and the method of evaluating measurement results suitable for each type of radio equipment are specified in the relevant Specific Conditions sections of the ETSI EN 301 489 series standards.

In cases where there are differences (for example, specific conditions, definitions, abbreviations) between this regulation and the relevant Specific Conditions sections of the ETSI EN 301 489 series standards, the Specific Conditions sections of the ETSI EN 301 489 series standards shall be applied.

In cases where there is no technical regulation specifying specific conditions for particular radio equipment/services, such as when initiating a new radio service or application, this regulation may be used together with specific information provided by the manufacturer to test the EMC requirements as stated in this regulation.

The HS codes for equipment within the scope of this regulation are specified in Appendix G.

1.2. Applicability

This technical regulation applies to Vietnamese and foreign agencies, organizations, and individuals engaged in production, business, and operation of equipment within the scope of this regulation on Vietnamese territory.

1.4. Terms and Definitions

1.4.1 Ancillary Equipment

Equipment used in conjunction with a receiver or transmitter.

NOTE 1: An ancillary equipment is considered when:

  • The equipment is used in combination with a receiver or transmitter to provide additional operational and/or control features for the radio equipment (for example, to extend control to another location or area); and
  • The equipment cannot be used independently to create independent usage functions of a receiver or transmitter; and
  • The receiver/transmitter it connects to has the capability to generate certain operations such as transmission and/or reception without ancillary equipment (that is, it is not a sub-component essential to maintain the basic function of the main equipment).

1.4.2 Antenna Port

Port for connecting a transmitting and/or receiving RF energy antenna.

1.4.3 Associated Equipment

Equipment necessary to perform and/or monitor the operation of the EUT.

1.4.4 Base Station Equipment

Radio and/or ancillary equipment used at a fixed location and powered directly or indirectly (that is, through the power grid or AC/DC power converter) by the power grid or local DC power network.

1.4.5 Broadcast Receivers

Equipment containing tuning circuits used to receive broadcast services.

NOTE: These broadcast services typically include radio and television broadcasts, including terrestrial and satellite broadcasting services.

1.4.6 Conditional Connection

Connection of equipment requiring the user-supplied source impedance at the interface point to be lower than impedance Zref so that the emission of the equipment complies with the limits in IEC 61000-3-11.

NOTE: Compliance with voltage change limits is not the sole condition for connection; compliance with emission limits for other phenomena such as harmonics may also be required.

1.4.7 Continuous Phenomena (Continuous Noise)

Electromagnetic noise whose effect on specific equipment or apparatus cannot be classified under known effects.

NOTE: See IEC 60050-161.

1.4.8 Enclosure Port

Physical boundary of the equipment where electromagnetic fields can radiate and cause interference.

NOTE: In cases where the equipment has an integral antenna, this port is not isolated from the antenna port.

1.4.9 Exclusion Band

Frequency bands not tested or evaluated.

1.4.10 Fixed-Use

Use of equipment at a fixed location regularly or at a location connected to a temporary AC power converter.

1.4.11 Integral Antenna

Antenna designed to be permanently connected to the equipment and considered part of the connection port. NOTE: An integrated antenna may be installed inside or outside.

1.4.12 Multi-Radio Equipment

Radio equipment comprising two or more transmitters and/or receivers using different technologies that can operate simultaneously.

1.4.13 Multi-Standard Radio

Radio equipment having receivers and transmitters capable of processing simultaneously two or more carrier frequencies within common RF components operating over a specific bandwidth, with at least one carrier frequency differing in access technology from the others.

1.4.14 Occupied Bandwidth

The bandwidth is defined as the ratio β/2 percent of the average total power of a specific emission between the lower frequency limit and the upper frequency limit; unless otherwise specified for the appropriate type of emission, the value of β/2 should be taken as 0.5%.

1.4.15. Operating frequency range

(The) Radio frequency band(s) determined by the equipment under test (EUT) with its complete modules.

1.4.16. Port

A specific interface of a known device with the electromagnetic environment.

NOTE 1: For example, any point of connection on a device used to connect cables to/from the device is considered a port (see Figure 3).

NOTE 2: An interface that only uses optical fibers with non-conductive coatings is not a test port because it does not interact with the electromagnetic environment within the applicable frequency bands of this standard. Optical fiber interfaces may still be used to evaluate performance.

NOTE 3: In the case of devices with built-in antennas, the antenna port is the enclosure port.

1.4.17. Portable equipment

Radio and/or auxiliary equipment used for mobile operation (e.g., handheld devices) powered by its own battery.

NOTE: These devices are typically handheld.

1.4.18. Radio equipment

Electrical or electronic products capable of emitting and/or receiving radio waves for wireless communication and/or radio transmitters, or electrical or electronic products that must have an accessory such as an antenna to emit and/or receive radio waves for wireless communication and/or radio transmission.

NOTE: The equipment may operate with auxiliary equipment, but in such cases it does not depend on the auxiliary equipment for its basic function.

1.4.19. Removable antenna

An antenna that can be detached during testing according to the manufacturer's instructions.

1.4.20. Signal/control port

A port for connecting components of the EUT, or between the EUT and associated equipment, and used according to relevant specifications (e.g., maximum length of cable connected to it).

1.4.21. Test jig

Related equipment (AE) to support the EUT during testing according to its intended use.

1.4.22. Transient phenomena (Noise transient)

A phenomenon of change between two consecutive stable states over a short period of time compared to the observation period.

NOTE: See IEC 60050-16.

1.4.23. Vehicle use

Radio equipment designed for installation and use on vehicles and powered by the vehicle's main battery.

1.4.24. Wired network port

A wired network port is a point of connection for transferring voice, data, and signaling signals to link wide-area distributed systems through direct connections to user or multi-user communication networks (e.g., cable television networks (CATV), public switched telephone networks (PSTN), integrated services digital networks (ISDN), digital subscriber lines (xDSL), local area networks (LAN), and similar networks).

NOTE: This port may support cables with or without metallic shielding and also transmit AC or DC electrical power, and it is an integral part of telecommunications technical regulations.

2.1.2. Measurement Configuration

Conduct the conducted emission measurement for all wireless devices with wired connections.

It is not mandatory to perform the radiated emission measurement on the antenna port and/or housing port (see 2.1.3) for wireless devices.

  • Perform measurements when the Equipment Under Test (EUT) operates correctly and at the mode generating the highest emissions within the frequency band under investigation.
  • The equipment configuration must be set to normal operating conditions as they would occur in practice.
  • If the device being tested is part of a system or connected to auxiliary equipment, it must be measured while connected to the auxiliary equipment with the minimum representative configuration necessary to test the ports.
  • If the device has multiple ports, select enough ports to simulate actual operating conditions and ensure testing of all types of connectors.
  • Connect the ports either to parts of the equipment that are normally connected during normal operation or to sections of cable with appropriate connectors to simulate the impedance of the connected equipment.
  • Record the configuration and operating mode of the equipment during testing in the measurement report.

2.1.3. Emission from Housing Ports

2.1.3.1. Overview

This measurement applies only to housing ports of auxiliary equipment not permanently attached to the wireless device and evaluated independently from its associated wireless device.

Conduct the measurement on a representative configuration of the auxiliary equipment.

2.1.3.2. Measurement Method

The measurement method must comply with QCVN 118:2018/BTTTT, Article 2.2.

2.1.3.3. Limits

Auxiliary equipment must meet the limits for Class B equipment specified in Tables 4 and 5 of QCVN 118:2018/BTTTT.

Additionally, for auxiliary equipment used exclusively in industrial environments or telecommunications centers, the equipment must meet the emission limits for Class A equipment specified in Tables 2 and 3 of QCVN 118:2018/BTTTT.

2.1.4. Emission from DC Power Supply Ports

2.1.4.1. Overview

This measurement applies to wireless devices and auxiliary equipment intended for fixed use and connected to nearby DC power networks or batteries through cables longer than 3 meters (see Appendix E).

If the DC power supply cables of the wireless device and/or auxiliary equipment are shorter than or equal to 3 meters and directly connected to a separate AC/DC power supply unit, conduct the measurement on the AC power supply input port of this power supply unit as specified in 2.1.5. If the DC power supply cables are longer than 3 meters, additional measurements must be performed on the DC power supply ports of the mobile wireless device and/or auxiliary equipment.

If the DC power supply cables between the wireless device and/or auxiliary equipment and a separate DC/DC power supply unit are shorter than or equal to 3 meters, the measurement can be limited to the DC power supply input port of this power supply unit. If the DC power supply cables are longer than 3 meters, additional measurements must be performed on the DC power supply ports of the mobile wireless device and/or auxiliary equipment.

Conduct this measurement on a representative configuration of the wireless device, related auxiliary equipment, or a representative configuration of the combination of the wireless device and auxiliary equipment.

This measurement evaluates the level of internal electrical noise appearing on the DC power supply input/output ports.

2.1.4.2. Measurement Method

For mobile wireless devices and auxiliary equipment connected to the main DC circuit board of a vehicle, a dummy network (AN) as specified in CISPR 25 must be used and connected to the DC power supply.

For all other devices, apply the requirements specified in 2.3, QCVN 118:2018/BTTTT for measuring the AC power supply ports.

The measurement frequency range extends from 150 kHz to 30 MHz. When the EUT is a transmitter operating below 30 MHz, the exclusion band for the transmitter (see A.3, Appendix A) applies to the transmission mode measurement.

For emission measurements on DC output ports, the relevant ports must be connected to a load through the AMN/AN.

2.1.4.3. Limits

The equipment must meet the following conducted emission limit values including both peak and average limits corresponding to the use of average and peak receivers and appropriate measurements as described in the measurement method 2.1.4.2 above. If the peak receiver limit is met, the equipment is considered to meet both limits and there is no need to perform the measurement with the average receiver.

The equipment must meet the limits in Table 2 below.

2.1.5. Emission from AC Power Supply Ports

2.1.5.1. Overview

This measurement applies to fixed-use wireless devices and/or auxiliary equipment powered by AC mains.

Conduct this measurement on a representative configuration of the wireless device, related auxiliary equipment, or a representative configuration of the combination of the wireless device and auxiliary equipment.

This measurement evaluates the level of internal electrical noise appearing on the AC power supply input/output ports.

2.1.5.2. Measurement Method

The measurement method must comply with QCVN 118:2018/BTTTT, Clause 2.3 and use a dummy power network (AMN) to connect to the AC mains.

The measurement frequency range extends from 150 kHz to 30 MHz. When the EUT is a transmitter operating below 30 MHz, the exclusion band for the transmitter (see Appendix A, Section A.3) applies to the transmission mode measurement.

For emission measurements at the AC output ports of the EUT, the relevant ports must be connected through the AMN to a load. In cases where the AC output port is directly connected (or through a switch) to the AC input port of the EUT, there is no need to measure the AC output port.

2.1.5.3. Limits

2.1.5.3.1. Overview

The equipment must meet the values below including both peak and average limits when using average and peak receivers and appropriate measurements as described in the measurement method 2.1.5.2 above. If the average limit is met with the peak receiver, the equipment is considered to meet both limits and there is no need to perform the measurement with the average receiver.

2.1.5.3.2. The AC power supply port shall only be used for powering devices.

Devices must comply with the emission limits for Class B equipment specified in Table 10 of QCVN 118:2018/BTTTT.

For devices that are only used in industrial environments or telecommunications centers, the emission limits for Class A equipment specified in Table 9 of QCVN 118:2018/BTTTT shall apply.

2.1.5.3.3. The AC power input port may also be used for PLC communication information.

When the AC power port of the device is also used for PLC communication between 1.6 MHz and 30 MHz, the EUT must comply with the requirements set forth in Article 6 of EN 50561-1:2013/AC:2015 instead of those in Clause 2.1.5.3.2 of this standard.

When the AC power port of the device is also used for PLC communication above 30 MHz, the EUT must comply with the requirements set forth in Article 6 of EN 50561-3 instead of those in Clause 2.1.5.3.2 of this standard.

2.1.6. Harmonic current emissions (AC mains input port)

For devices with input current up to and including 16 A per phase, classified according to Article 5 of IEC 61000-3-2:2014, the limits in Article 7 of IEC 61000-3-2:2014 shall apply, along with the evaluation requirements in Article 6 of IEC 61000-3-2:2014.

For devices with input current greater than 16 A per phase, the harmonic current emission limits according to Article 5 of IEC 61000-3-12:2011 and the evaluation requirements in Article 7 of IEC 61000-3-12:2011 shall apply.

2.1.7. Voltage flicker and variation (AC mains input port)

For devices with input current up to and including 16 A per phase, if conditional connection is not required, the limits in Article 5 of IEC 61000-3-3:2013/A1:2017 and the evaluation requirements in Article 6 of IEC 61000-3-3:2013/A1:2017 shall apply.

For devices with input current up to and including 16 A per phase requiring conditional connection, and for devices with input current equal to or greater than 16 A and up to 75 A per phase, the limits in Article 5 of IEC 61000-3-11 and the evaluation requirements in Article 6 of IEC 61000-3-11 shall apply.

2.1.8. Emission from wired network ports

2.1.8.1. Overview

This test applies to fixed wireless and/or auxiliary equipment using wired network ports.

Conduct this measurement on a representative configuration of the wireless device, related auxiliary equipment, or a representative configuration of the combination of the wireless device and auxiliary equipment.

This test evaluates unwanted emissions at wired network ports.

2.1.8.2. Measurement method

The measurement method must conform to Article 2.3 of QCVN 118:2018/BTTTT.

The measurement frequency range extends from 150 kHz to 30 MHz. If the EUT is a transmitter operating below 30 MHz, the transmitter exclusion band (see Appendix A, Section A.3) shall be applied during transmission mode measurements.

2.1.8.3. Limits

Wired network ports must comply with the emission limits for Class B equipment in Table 12 of QCVN 118:2018/BTTTT.

Additionally, for devices used exclusively in industrial environments or telecommunications centers, the emission limits for Class A equipment in Table 11 of QCVN 118:2018/BTTTT shall apply.

2.2. Immunity

2.2.9

2.2.2. Configuration test

This Section sets out the requirements for the configuration for immunity testing as follows:

  • The immunity test must take into account the test conditions specified in Appendix A;
  • The test must be conducted within the operational environment as prescribed and with equipment supplied from a designated power source;
  • If the equipment is part of a system or connected to auxiliary devices, it must be tested while connected to the auxiliary device with a minimum representative configuration sufficient to test all ports;
  • If the equipment has built-in antennas, it must be tested with the antenna as when operating normally;
  • For immunity tests of auxiliary devices that do not have separate pass/fail criteria, the results of the receiver or transmitter paired with the auxiliary device shall be used to assess whether the auxiliary device passes or fails the immunity test;
  • If the equipment has multiple ports, enough ports must be selected to simulate actual operating conditions and ensure testing of all types of end connections;
  • Ports that are not connected to cables during normal operation, such as service ports, programming ports, temporary ports, etc., shall not be connected to any cable during electromagnetic compatibility (EMC) testing. If it is necessary to connect cables to these ports or extend internal connection cables to test the Equipment Under Test (EUT), preventive measures must be applied to avoid any impact on the evaluation of the EUT;
  • The configuration and operating mode of the equipment during the test must be recorded in the measurement report;

2.2.3. Immunity in Radio Frequency Electromagnetic Fields (80 MHz to 6,000 MHz);

2.2.3.1. Overview;

This test applies to radio equipment and related auxiliary devices;

The test must be performed on a representative configuration of the radio equipment, related auxiliary devices, or a representative configuration of the combination of radio equipment and auxiliary devices;

This test evaluates the ability of the Equipment Under Test (EUT) to operate normally under radio frequency electromagnetic field interference;

2.2.3.2. Testing Method;

The measurement method must comply with TCVN 7909-4-3:2015;

Apply the following requirements and evaluate the measurement results;

  • The test level (test field strength) is 3 V/m (unmodulated measurement). The test signal must be amplitude modulated with a modulation depth of 80% using a 1,000 Hz low-frequency sine wave signal. If the desired signal is modulated at 1,000 Hz, a 400 Hz low-frequency signal must be used;
  • The measurement must be carried out over the frequency range from 80 MHz to 6,000 MHz, applying appropriate exclusion bands for transmitters, receivers, and dual transceivers (see A.3, Appendix A);
  • The frequency step increment is 1% of the current operating frequency;
  • The dwell time of the immunity test phenomenon at each frequency must not be less than the time required to check the EUT and the response time of the EUT;

NOTE: The dwell time depends on the equipment;

  • The selected and used frequencies in the test must be recorded in the measurement report;

2.2.3.3. Quality Criteria;

Continuous phenomena quality criteria must be applied (as specified in C.2, Appendix C);

2.2.4. Immunity to Electrostatic Discharge;

2.2.4.1. Overview;

This test applies to radio equipment and related auxiliary devices;

The test must be performed on a representative configuration of the radio equipment, related auxiliary devices, or a representative configuration of the combination of radio equipment and auxiliary devices;

This test evaluates the ability of the Equipment Under Test (EUT) to operate normally in the event of electrostatic discharge phenomena;

2.2.4.2. Testing Method;

Comply with the requirements of Article 6, 7, and 8 of IEC EN 61000-4-2:2009;

For radio equipment and auxiliary devices, apply the following requirements and evaluate the test results;

The test level (test voltage level) for contact discharge must be ±4 kV, and for air discharge ±8 kV. All other details including average test levels are as per TCVN 7909-4-2:2015;

Electrostatic discharge testing must be applied to all exposed surfaces of the EUT unless the user manual specifies appropriate protective measures (as per 8.3.2 and 8.3.3 of IEC EN 61000-4-2:2009);

2.2.4.3. Quality Criteria;

Continuous phenomena quality criteria must be applied (as specified in C.2, Appendix C);

2.2.5. Immunity to Fast Transients, General Mode;

2.2.5.1. Overview;

This test must be performed on the AC mains power port (if present) of the radio equipment and related auxiliary devices;

This test must also be performed on signal ports, information ports, control ports, and DC power ports of the radio equipment and related auxiliary devices if the cables exceed 3 meters;

In cases where the ports cannot be used with cables longer than 3 meters, this test shall not be performed on those ports, and a list of these ports must be recorded in the measurement report;

This test evaluates the ability of the Equipment Under Test (EUT) to operate normally in the event of fast transient phenomena occurring on one of the input/output ports;

2.2.5.2. Testing Method;

The measurement method must comply with IEC 61000-4-4:2012;

Apply the following requirements and evaluate the measurement results;

  • The test level for signal ports, wired network ports (including xDSL networks) and control ports must be an open-circuit voltage of 0.5 kV with a repetition rate of 5 kHz as specified in Article 5 of IEC 61000-4-4:2012;
  • The test level for xDSL wired network ports must be an open-circuit voltage of 0.5 kV with a repetition rate of 100 kHz as specified in Article 5 of IEC 61000-4-4:2012;
  • The test level for DC power input ports must be an open-circuit voltage of 0.5 kV with a repetition rate of 5 kHz as specified in Article 5 of IEC 61000-4-4:2012;
  • The test level for AC mains power input ports must be an open-circuit voltage of 1 kV with a repetition rate of 5 kHz as specified in Article 5 of IEC 61000-4-4:2012;

2.2.5.3. Quality Criteria;

Apply quality criteria for transient phenomena (as per C.3, Appendix C);

2.2.6. Immunity to Radio Frequency, General Mode;

2.2.6.1. Overview;

This test must be performed on the AC mains power port (if present) of the radio equipment and related auxiliary devices;

This supplementary test must be performed on signal ports, wired network ports, control ports, and DC power ports of the radio equipment and related auxiliary devices if the cables exceed 3 meters;

In cases where the ports cannot be used with cables longer than 3 meters, this test shall not be performed on those ports, and a list of these ports must be recorded in the measurement report;

The test must be performed on a representative configuration of the radio equipment, related auxiliary devices, or a representative configuration of the combination of radio equipment and auxiliary devices;

This test evaluates the ability of the Equipment Under Test (EUT) to operate normally when subjected to radio frequency electromagnetic interference on the input/output ports;

2.2.6.2. Testing Method;

The measurement method must be consistent with TCVN 7909-4-6:2015.

Apply the requirements and evaluate the results of the following test measurements:

  • The test level must be level 2 as specified in TCVN 7909-4-6:2015 corresponding to 3V rms unmodulated. The test signal must be amplitude modulated with a modulation depth of 80% by a 1000 Hz sine wave signal. If the desired signal is modulated at 1000 Hz, then a test signal modulated at 400 Hz must be used.
  • The test must be conducted over the frequency range from 150 kHz to 80 MHz, excluding the frequency bands excluded for transmitters, receivers, and duplex transceivers (see Appendix A).
  • For receivers and transmitters, the frequency step must equal 1% of the current frequency value within the 150 kHz to 80 MHz range;
  • The injection method must be selected in accordance with TCVN 7909-4-6:2015.
  • Narrowband responses (false responses) occurring on the receiver or the receiver part of the transceiver at discrete frequencies must be disregarded during the test (see Appendix A).

The dwell time of the immunity test phenomenon at each frequency must not be less than the time required to check the EUT and the response time of the EUT;

  • The frequencies of the immune test signals chosen and used in the test must be recorded in the measurement report.

2.2.6.3. Quality Criteria

Continuous phenomena must be evaluated according to quality criteria (see C.2, Appendix C).

2.2.7. Immunity to Transients and Overvoltages in Transport Vehicles

2.2.7.1. Overview

This test applies to radio equipment and accessories used in transport vehicles.

This test must be performed on the DC power supply inputs of 12 V and 24 V of mobile radio equipment and accessories also used in transport vehicles.

This test must be performed on configurations representative of mobile radio equipment, related accessories, or configurations representing combinations of radio equipment and accessories.

This test evaluates the normal operation capability of the EUT when transient and overvoltage phenomena occur on the DC power supply inputs of the equipment in the transport vehicle environment.

2.2.7.2. Test Method

The measurement method must comply with ISO 7637-2:2004 for equipment using 12 V and 24 V DC power supplies.

The test method must comply with ISO 7637-2:2004 when using pulses types 1, 2a, 2b, 3a, 3b, 4, and applying immunity levels III. For EMC testing purposes, each pulse type (1, 2a, 2b, 4) must be tested ten times, while for pulse types 3a and 3b, a 20-minute interval must be applied between tests.

2.2.7.3. Quality Criteria

When using pulses 3a and 3b, apply quality criteria for continuous phenomena (see C.2, Appendix C).

When using pulses 1, 2a, 2b, 4, apply quality criteria for transient phenomena (see C.3, Appendix C), except that communication links need not be maintained during EMC exposure and may need to be re-established.

2.2.8. Immunity to Voltage Sags and Interruptions

2.2.8.1. Overview

This test must be performed on the AC mains power supply inputs of radio equipment and related accessories.

The test must be performed on a representative configuration of the radio equipment, related auxiliary devices, or a representative configuration of the combination of radio equipment and auxiliary devices;

This test evaluates the normal operation capability of the EUT when voltage sags and interruptions occur on the AC mains power supply inputs.

2.2.8.2. Test Method

Apply the requirements and evaluate the results of the following test measurements:

Comply with IEC 61000-4-11 or IEC 61000-4-34:2005/A1:2009 for equipment requiring a power supply current greater than 16 A.

The test levels must be:

  • Sag: remaining voltage 0% for 0.5 cycles;
  • Sag: remaining voltage 0% for 1 cycle;
  • Sag: remaining voltage 70% for 25 cycles (at 50 Hz);
  • Interruption: remaining voltage 0% for 250 cycles (at 50 Hz).

2.2.8.3. Quality Criteria

For voltage sag tests where the remaining voltage is 0%, apply the following quality criteria for voltage sags:

  • Apply quality criteria for transient phenomena (see C.3, Appendix C).

For voltage sag and interruption tests where the remaining voltage is 70%, apply the following quality criteria:

  • In cases where the equipment is equipped with or connected to a backup battery, apply quality criteria for transient phenomena as specified in C.3, Appendix C.
  • In cases where the equipment is powered solely from the grid (without using a backup battery), user data may be lost and if necessary, communication links and lost functions can be restored by users or operators;
  • There must be no unintended responses occurring at the end of the test when the voltage returns to its nominal level;
  • In cases where functions or user data are lost, these factors must be recorded in the measurement report.

2.2.9. Immunity to Overvoltages

2.2.9.1. Overview

This test must be performed on the AC mains power supply inputs of radio equipment and related accessories.

This supplementary test must be performed on network ports, if present.

The test must be performed on a representative configuration of the radio equipment, related auxiliary devices, or a representative configuration of the combination of radio equipment and auxiliary devices;

This test evaluates the normal operation capability of the EUT when overvoltages occur on the AC mains power supply inputs and network ports.

2.2.9.2. Test Method

2.2.9.2.1. Overview

Comply with the requirements set forth in Article 7 and 8 of IEC 61000-4-5:2014/AMD1:2017.

Apply the requirements and evaluate the test results as specified in 2.2.9.2.2 (network ports connected to outdoor cables), 2.2.9.2.3 (network ports connected to indoor cables), and 2.2.9.2.4 (mains power ports), but do not require tests that cannot be performed due to the impact of common mode choke circuits on the EUT.

2.2.9.2.2. Test Method for Network Ports Directly Connected to Outdoor Cables

The test level for active symmetrical network ports directly connected to outdoor cables must be 1 kV (line-to-ground) as specified in Article 5 of IEC 61000-4-5:2014/AMD1:2017. The test signal generator must provide 10/700 µs pulses as specified in Appendix A.2 of IEC 61000-4-5:2014/AMD1:2017.

The test level for asymmetric operation twisted pair network ports directly connected to outdoor telecommunications cable networks must be 1 kV (line-to-ground or with shielding from ground) and 0.5 kV (line-to-line) as specified in Article 5 of CENELEC EN 61000-4-5: 2014, A1:2017. The signal generator must provide pulses of 1.2/50 µs as specified in Clause 6.2 of IEC 61000-4-5:2014/AMD1:2017.

The output impedance of the overvoltage generator must comply with the provisions of Clause 6.2 and Annex A.2 of IEC 61000-4-5:2014/AMD1:2017.

2.2.9.2.3. Test method for twisted pair network ports connected to indoor cables

The test level for twisted pair network ports used to connect with indoor cables (cable length over 30 meters) must be 0.5 kV (line-to-ground or with shielding from ground). In this case, the total output impedance of the overvoltage generator including the CDN circuit must comply with the provisions of Clause 6.2 and 6.3 of IEC 61000-4-5:2014/AMD1:2017. The signal generator must provide pulses of 1.2/50 µs as specified in Clause 6.2 of IEC 61000-4-5:2014/AMD1:2017.

2.2.9.2.4. Test method for power grid ports

The test level for power grid input ports must be 2 kV line-to-ground and 1 kV line-to-line with the output impedance of the overvoltage generator including the CDN circuit as specified in Clause 6.2 and 6.3 of IEC 61000-4-5:2014/AMD1:2017.

In telecommunications centers, the test level must be 1 kV line-to-ground and 0.5 kV line-to-line.

The signal generator must provide pulses of 1.2/50 µs as specified in Clause 6.2 of IEC 61000-4-5:2014/AMD1:2017.

2.2.9.3. Quality criteria

Apply quality criteria to transient phenomena (see C.3, Annex C).

 

3. MANAGEMENT PROVISIONS

3.1. Radio equipment and related auxiliary devices within the scope of regulation as specified in 1.1 must comply with the technical regulations set forth in this standard.

3.2. In cases where radio equipment has its own technical standards, any technical requirements related to antenna ports and device housing ports in those standards shall take precedence over corresponding technical requirements in this standard. The remaining technical requirements of this standard must still be applied to evaluate the electromagnetic compatibility (EMC) compliance of the equipment.

 

 

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

Relevant organizations and individuals are responsible for implementing conformity declarations and are subject to inspection by state management authorities according to current regulations.

 

Chapter 5. ORGANIZATION OF IMPLEMENTATION

5.1. The Telecommunications Authority, the Radio Frequency Management Department, and Provincial Departments of Information and Communications are responsible for guiding and managing electromagnetic compatibility for radio equipment according to this standard.

5.2. This standard replaces QCVN 18:2014/BTTTT National Technical Regulations on Electromagnetic Compatibility for Radio Equipment.

5.3. In cases where the provisions set forth in this Standard are changed, supplemented, or replaced, they shall be implemented according to the new document.

5.4. During the implementation of this standard, if any issues arise, relevant organizations and individuals should report them in writing to the Ministry of Information and Communications (Science and Technology Department) for guidance and resolution.

(Provisions) Conditions for Testing

A.1. Overview

The configuration and operating mode of the test must be recorded in the test report, representing the intended use of the equipment.

A.2. Signal Arrangement for Testing

A.2.1. Overview

Independent transmitters and receivers must be tested separately. Transceiver equipment must be tested to confirm each direction of operation of the equipment.

A.2.2. Signal Arrangement for Testing at the Input of the Transmitter

The transmitter must be tested with a signal that represents the intended use of the Equipment Under Test (EUT).

When the test signal is generated by an external source, the signal generator must be placed outside the test environment.

A.2.3. Signal Arrangement for Testing at the RF Output of the Transmitter

The monitoring equipment (AE) for the desired RF output signal from the transmitter under test must be placed outside the test environment.

For transmitters with built-in antennas, the desired RF output signal to establish a communication link must be provided by the EUT to an antenna placed within the test environment. This antenna must be connected to the RF output signal monitoring equipment (AE) using means not affected by signals within the test environment.

For transmitters with detachable antennas, the desired RF output signal to establish a communication link must be provided from the antenna connector to the monitoring equipment (AE) via shielded wire such as coaxial cable.

The level of the desired RF output signal in the transmission mode must be set to the maximum apparent power level of the EUT.

A.2.4. Signal Arrangement for Testing at the RF Input of the Receiver

The source providing the desired RF input signal for the receiver under test must be placed outside the test environment.

For receivers with built-in antennas, the desired RF input signal to establish a communication link must be delivered to the EUT from an antenna placed within the test environment. This antenna must be connected to the external RF signal source using means not affected by signals within the test environment.

For receivers with detachable antennas, the desired RF input signal to establish a communication link must be delivered to the antenna connector of the EUT via shielded wire such as coaxial cable. This cable must be connected to the external RF signal source.

The level of the desired RF input signal must be set to 40 dB above the minimum signal level at which the receiver can operate. For immunity tests against radiated emissions, this signal level is measured while the power amplifiers generating the electromagnetic interference are activated but without stimulation.

NOTE: The desired level of RF input signal increase is used to indicate the normal operating signal level and sufficient to avoid broadband interference from amplifiers that cause EM interference affecting measurement.

A.2.5. Signal Measurement Arrangement at Receiver Output

The signal monitoring equipment (AE) for the RF output signal from the receiver under test must be placed outside the testing environment.

For receivers with an output connector or a desired output signal port, this port must be used together with a cable suitable for the standard cable used during normal operation and connected to the external signal monitoring equipment (AE) outside the testing environment.

For receivers without an output connector to provide audio or visual indication of the received signal, the output must be coupled through a non-conductive medium to the external signal monitoring equipment (AE) outside the testing environment (for example, via a camera to read the display).

A test fixture may be used to perform the measurement.

A.3. Excluded RF Bandwidth of Radio Equipment

A.3.1 Overview

The excluded bandwidths must be determined using the methods detailed in clauses A.3.2 and A.3.3 of this Standard.

Whenever excluded bandwidths are applied, the specific frequency bands excluded from evaluation must be detailed in the technical documentation.

A.3.2 Excluded Bandwidth for Transmitters or Transmitting Sections in Transceivers

A.3.2.1 Overview

Excluded bandwidths shall not be applied when measuring transmitters in standby mode.

A.3.2.2 Channelized Equipment

For channelized equipment, the excluded bandwidth must extend 250% of the channel width on both sides of the transmitter's central frequency.

NOTE: The excluded bandwidth is extended to 250% based on ITU-R Regulations 1.146, 1.146A, and 1.146B.

A.3.2.3 Non-channelized Equipment

For non-channelized equipment, the excluded bandwidth must extend 250% of the occupied bandwidth on both sides of the transmitter's central frequency.

NOTE: The 250% excluded bandwidth is based on ITU-R Regulations 1.146, 1.146A, and 1.146B.

A.3.3 Excluded Bandwidth for Receivers or Receiving Sections in Transceivers

A.3.3.1 Applicability

Excluded bandwidths shall not be applied when testing the emission of receivers or receiving sections in transceivers.

A.3.3.2 Channelized Equipment

For channelized equipment, the excluded bandwidth is calculated using the following formulas:

For the lower limit of the excluded bandwidth:

B.1 Auxiliary Equipment

Auxiliary equipment is tested and evaluated in one of the following two ways:

Separating the auxiliary equipment from the radio equipment outside the test area but still connected to the auxiliary equipment; or

  • As a combination of auxiliary equipment and radio equipment, both within the test area.
  • If the first option is chosen, excluded bandwidths shall not be applied to the auxiliary equipment.

Annex C

Quality Criteria

 

C.1 Introduction

Quality criteria are used to determine whether a radio device passes immunity tests.

Two types of quality criteria are applied in this Standard:

  • Quality criteria for continuous phenomena;
  • Quality criteria for transient phenomena.

NOTE: Typically, quality criteria depend on the type of radio equipment. Therefore, this Standard only includes general quality criteria commonly used to evaluate radio equipment. More specific quality criteria related to a particular type of radio equipment are included in the relevant section of the EN 301 489 standard.

C.2 Quality Criteria for Continuous Phenomena

During testing, the equipment must:

- Continue to operate as intended;

- Not emit unintentionally;

- Not change the equipment's operational state unintentionally;

- Not alter stored important data unintentionally.

C.3 Quality Criteria for Transient Phenomena

For all ports, the application of the mutation phenomenon, except as described below, shall be as follows:

- The application of the mutation phenomenon must not lead to changes in the operational mode (such as unintended transmission) or loss of important stored data.

- After applying the mutation phenomenon, the device must operate as intended.

For the overvoltage test applied to symmetrical ports in operation aimed at direct connection to outdoor lines, the following criteria shall be applied:

  • For products with only one symmetrical port for connecting to outdoor lines, the loss of function is allowed, provided that such function can self-recover, or can be recovered by other means. Information stored in memory shall not be lost, or shall be protected by a backup battery source.
  • For products with more than one symmetrical port for connecting to outdoor lines, the loss of function on the port being tested is allowed, provided that such function can self-recover. Information stored in memory shall not be lost, or shall be protected by a backup battery source.


 

 

Appendix D

 (Provision)                                                                                                                 Relevant sections of the EN 301 489 standard

 

This standard is Part 1 of the multi-part EMC Standard for radio equipment and has the following structure:

  • An EMC standard for all radio equipment is composed of several standard sections.
  • All general technical requirements regarding emission and immunity have been placed in the common standard section, which is this standard.
  • Specific standard sections include specific requirements related to testing conditions, test organization, performance evaluation criteria, quality criteria, etc., for a particular radio equipment.
  • The "Specific Conditions" section in all specific radio equipment standard sections is used to supplement additional or different requirements of each radio equipment to the general requirements stipulated in this standard.

To fully demonstrate EMC requirements, this standard will be used together with the specific conditions section for a particular radio equipment.

The EN 301 489 standard includes:

Part 1: General Technical Requirements;

Appendix E

(Reference)                                                                                                         Information provided for testing laboratories

 

Manufacturers must provide the following information to be recorded in the test report when submitting the equipment application:

- The main functions of the radio equipment to be evaluated during and after exposure to electromagnetic compatibility (EMC);

- The intended features of the radio equipment must comply with the technical documentation accompanying the equipment;

- User monitoring functions, data storage necessary for the operation of the equipment, and methods of use to evaluate whether these functions and data storage are lost after the equipment is exposed to EMC;

- Modulation type (normal test modulation), transmission characteristics used for testing (random bit stream, message format, etc.), and testing equipment required to evaluate the Equipment Under Test (EUT);

- Auxiliary equipment combined with the radio equipment for testing (if applicable);

- A complete list of ports with the maximum allowed cable length, classified according to power source or telecommunications/signal/supervision. Power ports must be further classified as AC power ports or DC power ports;

- Frequency bands in which the equipment will operate;

- Any temperature limits of the equipment that prevent continuous testing of the EUT;

- Operating environment of the equipment;

- Bandwidth occupied by the corresponding transmitter signal for non-channelized equipment;

If this standard is used to demonstrate compliance with the European Directive 2014/53/EU for a specific type of radio equipment when the corresponding specific conditions part of the EN 301 489 standard cannot be determined for this type of radio equipment, the manufacturer must provide the following information to be recorded in the test report when submitting the equipment application:

- Testing conditions, Appendix A;

- The value of n used to determine the excluded bands in section A.3 of Appendix A;

Application of harmonized EMC standards to multi-radio equipment and multi-standard radio equipment

 

F.1. Introduction

Section this considers supplementing issues related to multi-radio equipment and multi-standard radio equipment.

F.2. Multi-part radio equipment capable of independent operation

If individual radio products and their corresponding radio connections operate independently during normal use, separate testing shall be applied. When conducting separate tests, individual radio products must be evaluated according to applicable harmonized EMC standards.

F.3. Multi-radio equipment and multi-standard radio equipment incapable of independent operation

In cases where the operation of individual radio products and their corresponding radio communication lines is simultaneous during normal use, separate measurement tests shall not be used. In such cases, testing must be conducted on the complete radio equipment. Overall quality criteria will be required for these radio devices. This can be achieved by checking the individual quality criteria of the relevant radio products. The quality criteria used must be recorded in the test report.

In the case of multiple operating frequencies, exclusion bands must be determined for each operating band and these bands must be used during the testing period.

F.4. Multi-radio equipment including multiple identical radio transmitters

Typically, this situation exists where the original band amplifier is used to supply multiple radio pre-amplifiers, which may be placed at different locations to amplify the original band signal. In this scenario, individual parts may be tested separately according to the appropriate harmonized EMC standards applicable to that product.
