Amending and supplementing certain Articles of Circular No. 142/2020/TT-BCA
dated December 28, 2020 Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: of the Ministry of Public Security detailing the model of award items
for commendation titles, forms of reward, replacement, and reissue of award items
within the People's Public Security Force
Pursuant to the Law on Commendation and Reward 2022;
Pursuant to Decree No. 98/2023/ND-CP dated December 12 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;23 2020 of the Government detailing the implementation of certain provisions of the Law on Commendation and Reward;
Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Political Work Department Director;
The Minister of Public Security promulgates this Circular amending and supplementing some articles of Circular No. 142/2020/TT-BCA dated December 28, 2020 of Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: the Ministry of Public Security detailing the model of award items for commendation titles, forms of reward, replacement, and reissue of award items in the People's Public Security Force.
Article 1. Amending and supplementing some articles of Circular No. 142/2020/TT-BCA dated December 28, 2020 of the Minister of Public Security detailing the model of award items for commendation titles, forms of reward, replacement, and reissue of award items in the People's Public Security Force
1. Amending and supplementing Clause 1, Article 2 as follows:
"1. The award items prescribed in this Circular include those accompanying the commendation titles and reward forms in the People's Public Security Force as specified in Circular No. 04/2024/TT-BCA dated January 22, 2024 of the Minister of Public Security on the work of commendation and reward in the People's Public Security Force and the nationwide movement to protect national security."
2. Amending and supplementing Point b, Clause 3, Article 3 as follows:
"b) "Ministry of Public Security Flag of Merit" awarded to units at the Division level and equivalent, and public security offices at the commune, ward, township levels with outstanding achievements leading in the campaign for excellence "For National Security" (Model No. 2);"
3. Amending and supplementing Point d, Clause 2, Article 8 as follows:
"d) The fourth line reads: "PRESENTED" or "POSTHUMOUSLY PRESENTED" in uppercase letters, font "Times New Roman", size 18, bold style, black color."
"2. Medal:
a) Medal stem: Rectangular shape, dimensions length 26mm, width 11mm, outer border gold color, covered with glass on the surface, red background with golden lettering "Memorial Badge".
b) Medal body: A stylized five-pointed star, embossed, covered with glass on the surface of the circular star, inside is the Public Security Emblem, around the Public Security Emblem is the engraved golden lettering "Protect National Security" on a red background. The diameter of the circle circumscribing the five points of the star is 40 mm. Material is metal coated with gold, nico alloy, thickness 3 micron".
5. Amending and supplementing Clause 1, Article 12 as follows:
"1. For state-level award items: Implemented according to the provisions of Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Commendation and Reward".
6. Amending and supplementing Points b and c, Clause 4, Article 12 as follows:
"b) The dossier for requesting replacement or reissue of ministry-level award items shall be submitted to the Political Work Department once before June 1st each year.
c) The Political Work Department shall issue the results of replacement or reissue of ministry-level award items to local public security units before August 19th each year."
7. Amending and supplementing Points b, c, and d, Clause 2, Article 13 as follows:
"b) The head of the unit proposing the award shall instruct the functional unit to compile and complete the dossier for requesting replacement or reissue of award items, along with a list of requests for replacement or reissue of award items, electronic data file, Award Decision, and the award item proposed for replacement or reissue, to be sent to the Ministry of Public Security (through the Political Work Department).
c) The Political Work Department shall examine the dossier for requesting replacement or reissue of award items from the unit proposing the award to replace or reissue ministry-level award items or collect and complete the dossier to report to the leadership of the Ministry of Public Security (through the Ministry of Home Affairs) to replace or reissue state-level award items, while collecting old or damaged award items (if any).
d) The Office of the Ministry of Public Security shall base on the list of requests for replacement or reissue of award items compiled by the Political Work Department to propose stamping the Certificates of Commendation of the Ministry of Public Security, certificates recognizing the title of "Outstanding Soldier of the Whole Public Security Force", medals "Outstanding Soldier of the Whole Public Security Force", and certificates and medals of the Memorial Badge "For National Security" for replacement or reissue."
8. Amending and supplementing Clause 3, Article 13 as follows:
"3. The process of submitting the dossier for requesting replacement or reissue of award items from local public security units shall send the dossier for requesting replacement or reissue of award items to the Political Work Department for replacement or reissue of ministry-level award items or request replacement or reissue of state-level award items."
"Article 14: Responsibilities of agencies in managing, storing, transporting, and issuing, replacing, and reissuing award items
9. Amend and supplement Article 14 as follows:
b) To produce and distribute "Ministry of Public Security Flag of Merit" to local public security units annually in the summary of the campaign for excellence "For National Security".
1. Responsibilities of the Political Work Department
a) Receive and store national-level award items from the Ministry of Home Affairs (Central Steering Committee for Mobilization and Awards) and distribute them to local public security units with collectives and individuals who have been awarded.
c) To produce and distribute "Certificate of Commendation of the Minister of Public Security", certificates recognizing the title "Outstanding Soldier at the Grassroots Level", medals "Outstanding Soldier at the Grassroots Level", certificates and medals of the Memorial Badge (with box) and the Traditional Gold Book of the Ministry of Public Security.
d) To produce and distribute certificates recognizing "Outstanding Soldier at the Grassroots Level" to Directors and Deputy Directors of provincial and centrally-administered city public security departments, heads and deputy heads of units under the Ministry of Public Security.
2. Responsibilities of the Logistics Department To arrange storage facilities for award items at the headquarters of the Standing Committee of the Commendation and Reward Council of the Ministry of Public Security to ensure safety and convenience for receiving and preserving state-level award items from the Central Commendation and Reward Board, and ministry-level award items for distribution to local public security units.
e) Receive applications for exchanging or reissuing award items; assess and propose exchanging or reissuing award items for collectives and individuals.
3. Responsibilities of the Equipment and Transportation Department To organize the transportation of award items according to the requirements of the Standing Committee of the Commendation and Reward Council of the Ministry of Public Security.
3. The responsibility of the Equipment and Logistics Department is to organize the transportation of award items according to the requirements of the Permanent Office of the Ministry of Public Security's Competition and Award Council.
4. Responsibilities of local public security units
a) Order and issue the "Flag of Excellence of the Ministry of Public Security" to be awarded to departments at the Division level and equivalent, and village, town, and township police under local public security units in the annual summary of the "For National Security" excellence campaign according to the decision of the Minister of Public Security;
b) Order and issue frames for Certificates of Merit from the Ministry, frames for certificates recognizing the title of "Outstanding Vanguard Soldier of the Entire People's Public Security Force," and frames for certificates recognizing the Commemorative Medal "For National Security" to be awarded to collectives and individuals under units and localities according to the decision of the Minister of Public Security;
c) Order and issue Certificates of Commendation, frames for Certificates of Commendation; certificates recognizing and frames for certificates recognizing the titles of "Victory Unit," "Excellent Labor Collective," "Outstanding Vanguard Soldier at the Grassroots Level," and the Traditional Gold Book of the unit's and locality's public security force.
10. Amend and supplement Appendix number 1 and Appendix number 2 (attached).
11. Amend and supplement the Model certificate recognizing the Commemorative Medal "For National Security" (Model number 10) and the Model badge of the Commemorative Medal "For National Security" (Model number 11) (attached).
Article 2. Implementation clause
1. This Circular takes effect from May 10, 2025.
2. In cases where the referenced documents in this Circular are replaced or amended, they shall be applied according to the replacing, amending, or supplementary documents.
3. The badges and certificates recognizing the Commemorative Medal "For National Security" as stipulated in Circular No. 142/2020/TT-BCA dated December 28, 2020, issued by the Minister of Public Security detailing the models of commendatory items, forms of commendation, replacement, and reissue of commendatory items in the People's Public Security Force will continue to be issued along with the Decisions awarding the Commemorative Medal "For National Security" of the Ministry of Public Security until the existing stock is exhausted./.
