Pursuant to the Law on Science, Technology, and Innovation dated June 27, 2025;

Pursuant to the Personal Data Protection Law dated June 26, 2025;

Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decree No. 47/2020/NĐ-CP dated April 6, 2020 of the Government on management, connection, and sharing of digital data of state agencies;

Pursuant to Decree No. 165/2025/NĐ-CP dated June 30, 2025 of the Government detailing certain provisions and measures for implementing the Data Law;

Pursuant to Decree No. 194/2025/NĐ-CP dated July 3, 2025 of the Government detailing certain provisions of the Electronic Transactions Law regarding national databases, connections, and sharing of data, open data serving electronic transactions of state agencies;

Pursuant to Decree No. 262/2025/NĐ-CP dated October 14, 2025 of the Government detailing and guiding implementation of certain provisions of the Science, Technology, and Innovation Law concerning information, statistics, evaluation, digital transformation, and general issues;

At the proposal of the Director of the Information and Statistics Department;

The Minister of Science and Technology promulgates this Circular regulating the collection, updating, connection, sharing, management, exploitation, and use of data on the National Information System for Science, Technology, and Innovation.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular regulates the collection, updating, connection, sharing, management, exploitation, and use of data on the National Information System for Science, Technology, and Innovation.

2. This Circular does not apply to information and documents listed in the State Secrets Catalogue.

Article 2. Applicability

1. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, and municipal People's Committees.

2. Agencies and units under ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, and municipal People's Committees performing functions related to science, technology, and innovation information and statistics (hereinafter referred to as specialized agencies).

3. Scientific and technological organizations, organizations, enterprises, and individuals engaged in scientific, technological, and innovation activities in Vietnam.

4. Other organizations, enterprises, and individuals related to the collection, updating, management, exploitation, use, connection, and sharing of data on the National Information System for Science, Technology, and Innovation.

Article 3. Explanation of Terms

1. "Specialized Management System" is an information system or software established to manage, operate, and support activities related to science, technology, and innovation.

2. "National Database on Science and Technology" is a collection of information and data managed centrally at the national level concerning activities, resources, and results related to science, technology, and innovation.

3. "Specialized Science and Technology Databaseis a collection of information and data according to each field and specialty within the activities of science, technology, and innovation.

4. "Management Support Database" is a collection of information and data compiled and analyzed to assist state management in decision-making; developing and issuing strategies and policies; supervising and evaluating science, technology, and innovation activities.

5. "Open Science and Technology Database" is a collection of science and technology data published publicly, allowing all organizations and individuals free access, use, sharing, and reuse.

6. "Common Catalogue for Science, Technology, and Innovation" is a collection of common code tables and information standards unified throughout the science and technology sector to ensure synchronized, accurate, and interoperable data collection, management, connection, and sharing between other information systems and the National Information System for Science, Technology, and Innovation.

Article 4. Scope of Information of the National Science, Technology, and Innovation Information System

1. Based on the content of the information, the information on the National Science, Technology, and Innovation Information System includes:

a) Scientific and technological activities;

b) Innovation activities;

c) Statistics and evaluation of scientific and technological activities and innovation;

d) Intellectual property;

đ) Measurement standards and quality criteria;

e) Atomic energy, radiation and nuclear safety;

g) Other information about scientific and technological activities and innovation.

2. The National Science, Technology, and Innovation Information System integrates, connects, and shares information from the following sources:

a) National database on science and technology;

b) Specialized databases on science and technology;

c) Databases for leadership and management;

d) Open databases on science and technology;

đ) Common directories on science, technology, and innovation;

e) Other related databases.

3. The National Science, Technology, and Innovation Information System provides official information to serve management, research, training, and other related activities.

Article 5. Functions of the National Science, Technology, and Innovation Information System

1. The National Science, Technology, and Innovation Information System is uniformly used nationwide.

2. Main functions include:

a) Data collection and updating

 Data specified in Clause 1, Article 4 of this Circular is collected and updated through two methods including online, automatic via application programming interface (API) protocols or direct entry through user accounts;

b) Connection and sharing

The National Science, Technology, and Innovation Information System has the capability to connect and share data in real-time with other information systems, digital platforms, national databases, specialized databases of ministries, agencies at the level of ministries, government agencies, provincial people's committees to ensure synchronization, uniformity, accuracy, and timeliness of data;

c) Data management and exploitation

 Data on the system is centrally stored and uses the infrastructure of the National Data Center to ensure integrity, security, safety, with account access mechanisms based on permissions; allowing search, retrieval, analysis, synthesis, and evaluation of information data to serve state management;

d) Dissemination of information on science, technology, and innovation, ensuring transparency and serving the needs of organizations, businesses, and individuals to contribute to economic and social development.

Article 6. Principles for Collection, Update, Connection, Sharing, Management, Exploitation, and Use of Data

1. Compliance with laws on science, technology, and innovation; data; personal data protection; information security according to levels; intellectual property rights and other relevant laws.

2. Accuracy, completeness, timeliness, reflecting the actual situation, with the ability to trace the origin of data.

3. Synchronization and uniformity from central to local levels, adhering to technical standards and norms regarding structure, format, connection protocols, and requirements for data interoperability; adhering to the National Data Architecture Framework, National Data Governance and Management Framework, and Common Data Dictionary as prescribed.

4. Connecting, sharing, and exploiting data from the National Science, Technology, and Innovation Information System to other information systems and databases to serve economic and social development.

5. Applying advanced and modern technologies in data collection, update, connection, sharing, management, exploitation, and use to enhance the operational efficiency and value of the National Science, Technology, and Innovation Information System.

Article 7. Ensuring Safety and Information Security

1. Comply with the provisions of the Cybersecurity Law, the Network Security Law, and current regulations on information safety and security; data under Clause 4, Article 8 of this Circular shall comply with the provisions of the Personal Data Protection Law.

2. Ensure the integrity, reliability, and availability when storing, exploiting, and exchanging data. Apply encryption techniques, establish passwords, use digital signatures, and have backup storage mechanisms, as well as mechanisms to prevent, control, and manage malicious attacks on important data during storage and exchange.

3. User account information on the National Information System on Science, Technology, and Innovation must be kept secure and linked to a unique identifier. Users may only access information within their authorized scope and are responsible for ensuring the safety and security of the accounts they are granted.

4. The agency tasked with building, developing, and managing the National Information System on Science, Technology, and Innovation shall coordinate with the competent state management agencies for information security to review and assess the level of information security for the system.

Chapter II

CONTENT OF INFORMATION IN THE NATIONAL INFORMATION SYSTEM ON

 SCIENCE, TECHNOLOGY AND INNOVATION

Article 8. Information on Scientific and Technological Activities

1. Information on scientific and technological tasks is a collection of information on scientific and technological tasks as defined in Appendix 02 of Decree No. 262/2025/NĐ-CP dated October 14, 2025, of the Government detailing and guiding the implementation of certain articles of the Law on Science, Technology, and Innovation regarding information, statistics, evaluation, digital transformation, and general issues.

Information on scientific and technological tasks is connected, shared, and automatically updated from the National Digital Platform for Managing Science, Technology, and Innovation to the National Information System on Science, Technology, and Innovation.

2. Information on scientific publications and citation indexes includes the following main contents: title, author, sponsoring organization, content description, subject, references, citation index, full text or link to the full text of the publication.

3. Information on scientific and technological organizations includes the following main contents: name of the organization, head, address, field of activity, type of organization; human resources; operating budget; technical facilities; international cooperation; scientific and technological activities and achievements; intellectual property.

4. Information on scientific and technological personnel includes the following main contents: surname, middle name, given name at birth; personal identification number; date of birth; gender; place of origin; ethnicity; religion; nationality; place of permanent residence; current place of residence; date of death or disappearance; mobile phone number, email address; position; scientific title; academic rank; major studied; professional qualification; main research area; scientific and technological tasks led or participated in by researchers; scientific publications, intellectual property.

5. Information on organizations and enterprises engaged in science, technology, and innovation benefiting from state support and preferential policies includes the following main contents: general information; information on scientific and technological tasks and innovation using state budget; information on the form, content, results, and effectiveness of support and preferential policies.

6. International scientific and technological information and innovation is collected and exploited from open systems in the region and worldwide to serve research, policy planning, and analysis of technological trends and innovation.

7. Information stipulated in Clauses 2, 3, 4, 5, and 6 of this Article shall be developed, managed, and centralized on the National Information System on Science, Technology, and Innovation.

Article 9. Information on innovation activities

1. Information on innovation tasks as prescribed by the Government regarding innovation tasks.

2. Science and technology enterprises, start-up enterprises, high-tech enterprises, technology transfer.

3. Technology consulting experts and innovation experts, organizations providing consulting and support for innovation and start-ups; innovation centers, start-up support centers, and other organizations and individuals engaged in innovation activities.

4. Results of innovation index assessments, innovation capacity, and the start-up ecosystem.

Article 10. Information on statistics, evaluation of scientific and technological activities and innovation

1. Statistics on science, technology, and innovation

Information on statistics on science, technology, and innovation includes comprehensive information as stipulated at points a, b, c, d, đ, e of Clause 1, Article 4 of this Circular. Statistical information is stored according to criteria: subject, time period, scope, content, calculation method, and data source.

2. Evaluation of scientific and technological activities and innovation

Information on evaluating the results, effectiveness, and impact of scientific and technological activities and innovation as prescribed in Chapter IV of Decree No. 262/2025/NĐ-CP dated October 14, 2025 of the Government detailing and guiding the implementation of certain provisions of the Law on Science, Technology, and Innovation concerning information, statistics, evaluation, digital transformation, and general issues is stored according to time, purpose, objectives, and evaluation requirements.

3. Information prescribed in Clauses 1 and 2 of this Article is constructed, updated, developed, and centrally managed on the National Information System on Science, Technology, and Innovation.

Article 11. Information on intellectual property

Information on intellectual property includes the following contents: inventions, utility solutions; trademarks; layout designs of integrated circuits; copyright of computer software; plant varieties; organizations representing industrial property rights, representatives of industrial property rights; organizations and individuals meeting the conditions for conducting industrial property appraisal activities and related information.

Article 12. Information on standards for measurement and quality

Information on standards for measurement and quality includes the following contents: national standards; national technical regulations; national code, barcode; national traceability; national electronic label; national product passport number; conformity assessment organizations and related information.

Article 13. Information on atomic energy, radiation safety, and nuclear safety

1. Information on atomic energy includes the following contents: application and development of atomic energy; human resources working in the field of atomic energy and related information.

2. Information on radiation safety and nuclear safety includes the following contents: radioactive sources and radiation equipment; licensing and permits, current status reports on radiation safety; radiation incidents, nuclear incidents; individual dose exposure; measuring and calibration equipment; training and certification for radiation safety training; specialized inspection and supervision of radiation safety and nuclear safety; environmental radiation monitoring; nuclear inspections; facilities performing radiation work; radiation workers; accelerator equipment for radiotherapy, irradiation; radiation environment monitoring network and warning system and related information.

Chapter III

COLLECTION, UPDATE, CONNECTION, SHARING, MANAGEMENT, EXPLOITATION AND

 USE OF DATA ON THE NATIONAL INFORMATION SYSTEM ON SCIENCE

 AND TECHNOLOGY AND INNOVATION

Article 14. Requirements for Input Data

1. For data on organizations and enterprises, there must be an organizational identification code/tax number; for individual data, there must be an individual identification number on VneID.

2. During the editing and processing of information on the National Information System on Science, Technology, and Innovation, relevant organizations and individuals shall use common classification tables and lists as follows:

a) The field classification table for science and technology according to the regulations of the Ministry of Science and Technology;

b) The economic sector system lookup table according to current regulations;

c) The international patent classification table - IPC;

d) The list and codes of administrative units in Vietnam according to current regulations;

đ) Common data list tables issued by the Ministry of Science and Technology.

3. Data update standards: Use the Vietnamese character set code complying with Vietnamese Standard TCVN 6909:2001 (ISO/IEC 10646-1:2000) on information technology - 16-bit Vietnamese character set code to update data.

4. Format standards for attached documents

a) Text format

Plain Text (.txt) format: for basic unstructured documents;

Rich Text (.rtf) format: for documents that can be exchanged between different platforms;

Microsoft Word and extended Word formats (.doc, .docx);

Portable Document (.pdf) format: for read-only documents;

Open Document Text (.odt) format;

b) Spreadsheet format

Microsoft Excel and extended Excel formats (.xls; .xlsx);

Open Document Spreadsheets (.ods) format;

c) Graphic image format

Formats: JPEG (.jpg; .jpeg), PNG (.png), TIF (.tif; .tiff), GIF (.gif);

Minimum resolution: 200 dpi;

d) Video format;

Formats: MPEG-4 (.mp4), AVI (.avi), WMV (.wmv), MOV (.mov), MKV (.mkv), FLV (.flv); Minimum bit rate: 1500 kbps;

đ) Audio format

Formats: MP3 (.mp3), WMA (.wma);

Minimum bit rate: 128 kbps;

e) Presentation format

Microsoft PowerPoint and extended PowerPoint formats (.ppt; .pptx);

g) Compressed file format

Zip (WinZip) format (.zip);

RAR (WinRAR) format (.rar);

7z (7-Zip) format (.7z);

h) Other open formats

Open Data, XML, JSON, RDF, DCAT-AP formats;

Metadata Dublin Core, ISO 19115 formats;

Other open formats for attached documents.

5. Data exchange: XML, GML formatting language; when using JSON, GeoJSON languages, the data structure must be described equivalently to XML, GML languages.

Article 15. Methods for Collecting and Updating Data on the National Information System on Science, Technology, and InnovationInnovation

1. Data specified from Article 8 to Article 13 of this Circular will be collected and updated automatically through API from the National Digital Management Platform for Science, Technology, and Innovation; specialized management systems under ministries, ministerial-level agencies, government-affiliated agencies, provincial and municipal People's Committees; other information systems, or directly through user accounts.

2. Through API

Ensuring continuous real-time connection; recorded in system logs; adhering to technical requirements for data structure; data must be verified, secured, ensuring interoperability and synchronization with the National Information System on Science, Technology, and Innovation.

3. Directly from user accounts

a) Data update accounts are granted permissions linked to individuals or units responsible;

b) Data entry operations must be recorded in system logs;

c) Entered data must ensure accuracy, completeness, and correct format;

d) Users are legally responsible for data they enter into the National Information System on Science, Technology, and Innovation;

đ) The managing agency of the National Information System on Science, Technology, and Innovation has the right to revoke accounts if regulations are violated.

4. Frequency of data updates

a) Data is updated in real time or according to guidelines from the Ministry of Science and Technology;

b) For frequently changing data, it is encouraged to use real-time automatic update methods.

5. Data verification and approval

a) Data must be verified, provide complete information according to the prescribed list, standardized, and duplicates removed;

b) Data related to residents as stipulated in Clause 4, Article 8 of this Circular must be collected, updated, managed, and secured in the National Population Database according to legal provisions;

c) For data directly updated by individuals or organizations onto the National Information System on Science, Technology, and Innovation, the managing agency is responsible for verifying and approving data before uploading it to the National Information System on Science, Technology, and Innovation.

6. Responsibility for collecting and updating data

a) Specialized agencies are responsible for collecting and updating data on the National Information System on Science, Technology, and Innovation;

b) Organizations, enterprises, and individuals benefiting from state preferential policies and support are responsible for providing and updating data according to points a and b of Clause 1, Article 23 of this Circular.

Article 16. Connection and Sharing of Data

Connecting and sharing data on the National Information System for Science, Technology, and Innovation must meet the following requirements:

1. Adhere to the Vietnam Digital Government Architecture Framework, the Digital Government Architecture of the Ministry of Science and Technology, comply with database standards and technical requirements for information technology; ensure compatibility, integration capability, and information sharing; expandability of data fields in system design; readiness to apply advanced technologies and tools for data collection, analysis, and evaluation.

2. Ensure high performance, quick response, data retrieval time meeting normal load conditions; continuous operation 24/7, have backup, recovery, and contingency plans for data; user-friendly interface, good access across multiple devices; system monitoring and logging features; user guide documentation.

3. Ensure compliance with legal provisions on information security and safety; have backup, recovery, and system restoration plans when incidents occur; conduct annual security checks and implement upgrades and improvements to system security measures.

4. Implement according to authority delegation or requests from competent state management agencies, support management, operational activities, policy development; inspection, supervision, provision of scientific, technological, and innovation information for economic and social development.

5. Data sharing must comply with the scope, duration, method, format of data, ensuring proper requirements and purposes of data usage.

6. Meet technical requirements as stipulated by the Government regarding mandatory connection and data sharing between agencies within the political system.

Article 17. Collection, Update, Connection, and Sharing of Data from Sources Not Benefiting from State Preferential Policies

1. Encourage organizations, businesses, and individuals not benefiting from state preferential policies to provide, update, connect, and share information and data on research results, inventions, technological solutions, innovative products, scientific publications, and related activities on the National Information System for Science, Technology, and Innovation.

2. The provision, updating, connecting, and sharing of information shall be carried out voluntarily, ensuring intellectual property rights, copyright, business confidentiality, and legitimate interests of relevant parties.

3. Organizations, businesses, and individuals making positive contributions in providing shared information will be prioritized to use certain enhanced features in searching, analyzing, statistics, and accessing data in the National Information System for Science, Technology, and Innovation as prescribed by the Ministry of Science and Technology.

Article 18. Data Management

1. Manage access and update rights to the National Information System for Science, Technology, and Innovation.

2. Organize long-term storage and preservation of data safely, with backup, recovery, and risk prevention mechanisms for data loss or damage.

3. Regularly check, review, reconcile, update, and standardize data; handle duplicate, technical error, or obsolete data.

4. Synchronize data from digital platforms and specialized databases of ministries, agencies at ministerial level, government agencies, provincial people's committees, and city people's committees, ensuring compliance with national data connection and integration standards.

5. Monitor fluctuations, traffic volume, data processing performance; periodically compile and report on data updates, exploitation, and usage situations.

Article 19. Exploitation and Utilization of Information and Data

1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, specialized agencies at the ministry and provincial levels have the right to exploit the full text on the National Science, Technology, and Innovation Information System according to their access permissions for state management work, policy formulation, and science and technology strategy planning.

2. Organizations, enterprises, and individuals participating in collecting, processing, and updating information into the National Science, Technology, and Innovation Information System may access according to their permissions; they have the right to extract data directly contributed by themselves to organize into separate databases.

3. All organizations and individuals have the right to access and exploit publicly available information and data on the National Science, Technology, and Innovation Information System according to the permissions of the Ministry of Science and Technology.

4. All organizations and individuals using information and data on the National Science, Technology, and Innovation Information System must ensure the purpose and scope; comply with intellectual property laws.

Chapter IV

RESPONSIBILITIES FOR COLLECTING, UPDATING, CONNECTING, SHARING, MANAGING,

EXPLOITING AND UTILIZING DATA ON THE NATIONAL INFORMATION SYSTEM ON SCIENCE, TECHNOLOGY AND INNOVATION

Article 20. Ministry of Science and Technology

1. Organize the construction, management, operation, exploitation, maintenance, and upgrading of the National Science, Technology, and Innovation Information System in accordance with the provisions of the law.

2. Issue a list of specialized databases; common lists on science, technology, and innovation; databases serving leadership and management; open science and technology databases within its jurisdiction.

3. Issue detailed regulations on information and data input requirements, update frequency on the National Science, Technology, and Innovation Information System.

4. Guide mechanisms for connecting and sharing data between the National Science, Technology, and Innovation Information System and other national information systems, specialized databases according to the provisions.

5. Organize the collection, compilation, updating, integration, and synchronization of data from ministry, sectoral, local databases, and other legitimate sources into the National Science, Technology, and Innovation Information System.

6. Organize inspection, supervision, evaluation of the collection, updating, connection, sharing, management, exploitation, and utilization of data on the National Science, Technology, and Innovation Information System, promptly detect, handle, or recommend handling violations within its authority.

7. Take the lead and coordinate with ministries, ministerial-level agencies, government agencies, provincial People's Committees, and related organizations to implement training, briefing, and skill development activities in collecting, updating, connecting, managing, exploiting, and utilizing the National Science, Technology, and Innovation Information System.

Article 21. Units Subordinate to the Ministry of Science and Technology

1. Units subordinate to the Ministry of Science and Technology assigned to build and manage data according to Articles 8 to 13 of this Circular shall be responsible for connecting, sharing, and synchronizing data to the National Science, Technology, and Innovation Information System.

2. Implement regular and ad hoc reporting on the situation of building, managing, operating, exploiting, and developing the National Science, Technology, and Innovation Information System according to the provisions of the law and the requirements of competent authorities.

2. Implement periodic and extraordinary reporting regimes on the situation regarding the establishment, management, operation, exploitation, and development of the National Information System on Science, Technology and Innovation in accordance with the provisions of the law and the requirements of the competent authority.

Article 22. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and municipal People's Committees

1. Direct specialized agencies to cooperate with agencies under the Ministry of Science and Technology to provide information and data within their management scope in accordance with current laws on data, ensuring completeness, accuracy, and timeliness.

2. Cooperate with the Ministry of Science and Technology to provide other relevant information related to science, technology, and innovation for state management, analysis, evaluation, and policy advice. The data will be processed and compiled into the National Information System on Science, Technology, and Innovation.

3. Coordinate with the agency managing the National Information System on Science, Technology, and Innovation to grant accounts according to authority to manage and exploit data on the National Information System on Science, Technology, and Innovation.

4. Monitor and supervise the implementation of regulations on building, updating, managing, exploiting, and using data on the National Information System on Science, Technology, and Innovation.

5. Encourage organizations and individuals to participate in exploiting and using data on the National Information System on Science, Technology, and Innovation.

6. Bear legal responsibility for providing, exploiting, and using data on the National Information System on Science, Technology, and Innovation within their management scope.

Article 23. Organizations, enterprises, and individuals

1. Organizations, enterprises, and individuals benefiting from state preferential policies and support shall be responsible for:

a) Providing complete, accurate, and timely information and data on science, technology, and innovation in accordance with this Circular;

b) Regularly updating, supplementing, and correcting provided data to ensure its accuracy, consistency, completeness, and timeliness in line with reality; bear responsibility for the legality and validity of the data;

c) Exploiting and using data for the intended purpose and within the granted scope, complying with regulations on confidentiality, copyright, intellectual property rights, and related laws;

d) Not engaging in actions that distort, alter, destroy, appropriate, or illegally disclose data or use data from the National Information System on Science, Technology, and Innovation in a manner that affects the interests of the State or the legitimate rights and interests of other organizations and individuals;

đ) Cooperate with the Ministry of Science and Technology and competent authorities in inspecting, verifying, and handling issues related to provided or used data;

e) Bear legal responsibility for all violations in the provision, update, connection, sharing, exploitation, and use of data on the National Information System on Science, Technology, and Innovation;

g) Organizations and individuals using state budget funds to carry out scientific and technological activities and innovation that fail to provide, update, or share information on the National Information System on Science, Technology, and Innovation will be handled according to Government regulations.

2. Organizations, enterprises, and individuals violating regulations on providing, updating, connecting, sharing, exploiting, and using information and data on the National Information System on Science, Technology, and Innovation will, depending on the nature and degree of violation, be subject to handling, termination of access, exploitation, and use, deletion of data, or legal responsibility in accordance with the law.

Chapter V

IMPLEMENTATION

Article 24. Effective Date

1. This Circular takes effect from October 17, 2025.

2. Circular No. 14/2014/TT-BKHCN dated June 11, 2014, issued by the Minister of Science and Technology on the collection, registration, storage, and publication of information on scientific and technological tasks; Circular No. 10/2017/TT-BKHCN dated June 28, 2017, issued by the Minister of Science and Technology on the construction, management, exploitation, use, maintenance, and development of the National Database on Science and Technology; and Circular No. 11/2023/TT-BKHCN dated June 26, 2023, amending and supplementing certain provisions of Circular No. 14/2014/TT-BKHCN dated June 11, 2014, issued by the Minister of Science and Technology on the collection, registration, storage, and publication of information on scientific and technological tasks and Circular No. 10/2017/TT-BKHCN dated June 28, 2017, issued by the Minister of Science and Technology on the construction, management, exploitation, use, maintenance, and development of the National Database on Science and Technology, shall cease to be effective from the date this Circular takes effect.

Article 25. Responsibilities for Implementation

1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and related organizations and individuals are responsible for implementing this Circular.

2. The Ministry of Science and Technology assigns the agency under the Ministry of Science and Technology responsible for science and technology information and statistics to organize the implementation of this Circular.

3. In the course of implementation, if difficulties arise, organizations and individuals are advised to report to the Ministry of Science and Technology for research, amendment, and supplementation to ensure compliance.
