CIRCULAR
Issuing Regulations and Examination Rules for Recruitment and Selection of Civil Servants
Pursuant to Decree No.25/2025/ND-CP February 21, 2025 Government Decree No. 25/2025/ND-CP on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Decree No. 170/2025/ND-CP June 30, 2025 Government Decree No. 170/2025/ND-CP on recruitment, utilization, and management of civil servants;
At the request of the Director of the Civil Servant and Public Official Department;
The Minister of Home Affairs issues this Circular to issue Regulations and Examination Rules for Recruitment and Selection of Civil Servants.
Article 1. Attached herewith are the Regulations and Examination Rules for Recruitment and Selection of Civil Servants.
Article 2. Effectiveness
1. This Circular shall take effect from December 10, 2025.
2. The provisions applicable to civil servants in recruitment and promotion under the Regulations and Examination Rules issued pursuant to Circular No. 001/2025/TT-BNV dated March 17, 2025, issued by the Minister of Home Affairs on the issuance of regulations and examination rules for recruitment, promotion, and upgrading of civil servants and public officials, shall be abolished.
Article 3. Responsibility for Implementation
1. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees, relevant agencies, organizations, units, and individuals shall be responsible for implementing this Circular.
2. Any issues arising during implementation should be reported to the Ministry for guidance and resolution./.
