THE MINISTER OF FINANCE
Pursuant to Resolution No. 26-NQ/TW dated August 5, 2008 of the 7th Plenary Session of the 10th Central Committee of the Communist Party of Vietnam on agriculture, farmers, and rural areas;
Pursuant to Resolution No. 24/2008/NQ-CP dated October 28, 2008 of the Government promulgating the action program of the Government to implement Resolution No. 26-NQ/TW of the 7th Plenary Session of the 10th Central Committee of the Communist Party of Vietnam on agriculture, farmers, and rural areas;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Implementing the opinion of Deputy Prime Minister Nguyen Sinh Hung in Official Letter No. 9097/VPCP-KTTH dated December 23, 2009 of the Government Office regarding support for capital for the pilot model rural development project;
At the proposal of the Director of the Investment Department,
DECISION:
Article 1. Announce the level of support for additional targeted capital from the state budget for 11 communes piloting the "Rural Development Model Pilot Program during the Industrialization and Modernization Period" as follows:
- Support of 10 billion VND for each commune, including: Thu Huong Commune (Chuong My District, Hanoi City) and Tan Thong Hoa Commune (Cu Chi District, Ho Chi Minh City).
- Support of 20 billion VND for Hai Duong Commune (Hai Hau District, Nam Dinh Province).
- Support of 30 billion VND for each commune, including: Tan Thinh Commune (Lang Giang District, Bac Giang Province), Gia Pho Commune (Huong Ke District, Ha Tinh Province), Tam Phuoc Commune (Phu Ninh District, Quang Nam Province), Tan Hoi Commune (Duc Trong District, Lam Dong Province), Tan Lap Commune (Dong Phu District, Binh Phuoc Province), My Long Nam Commune (Cau Ngang District, Tra Vinh Province), Dinh Hoa Commune (Go Gao District, Kien Giang Province).
- Support of 50 billion VND for Thanh Chan Commune (Dien Bien District, Dien Bien Province).
The receipt, management, and utilization of the above capital shall be carried out in accordance with Circular No. 174/2009/TT-BTC dated September 8, 2009 of the Ministry of Finance guiding the mechanism for mobilizing and managing various sources of capital to implement the "Rural Development Model Pilot Program during the Industrialization and Modernization Period".
Article 2. The above level of support is the maximum level of support for the entire period of 2009-2011, from the additional targeted capital from the state budget allocated to the local budget to implement the pilot project of the "Rural Development Model Pilot Program during the Industrialization and Modernization Period".
In addition to the above level of support, the People's Committees of provinces and centrally-administered cities where the communes piloting the "Rural Development Model Pilot Program during the Industrialization and Modernization Period" are located are responsible for prioritizing and allocating sufficient local-managed capital within the annual state budget allocation (including capital under the National Target Program, Program 135, the Five Million Hectares Reforestation Project; additional targeted capital from the state budget for the local budget; local budget balancing capital and other legitimate financial sources) to implement the project.
Article 3. This Decision takes effect from the date of issuance. The Chairmen of the People's Committees of provinces and centrally-administered cities and Heads of relevant units are responsible for implementing this Decision.
