DECISION
Regarding the establishment of the Institute for Economic and Social Development Research of Hanoi
PRIME MINISTER
Pursuant to the Law on Government Organization, dated September 30, 1992;
Pursuant to the Law on the Organization of People's Councils and People's Committees dated June 21, 1994;
Considering the proposal of the Chairman of the People's Committee of Hanoi City and the Minister, Head of the Civil Service and Cadre Affairs Board of the Government, and the Minister of Science, Technology, and Environment,
DECISION:
Article 1. The Institute for Economic and Social Development Research of Hanoi is established to conduct research and provide advisory services to the People's Council and People's Committee of Hanoi City regarding the overall economic and social development strategy of Hanoi.
The Institute is a scientific research organization under the People's Committee of Hanoi City, having legal personality, its own seal, and a separate account at the State Treasury.
Article 2. The Chairman of the People's Committee of Hanoi City shall define the functions, tasks, organizational structure, position structure, civil servant quota, and operational regulations of the Institute for Economic and Social Development Research of Hanoi, after obtaining the consensus of the Minister, Head of the Civil Service and Cadre Affairs Board of the Government.
Article 3. This Decision shall take effect fifteen days from the date of issuance.
Article 4. The Chairman of the People's Committee of Hanoi City, Ministers of Ministries, Heads of agencies equivalent to Ministries, and Agencies under the Government are responsible for implementing this Decision./.
