Regarding the development of the National Program for Human Resource Development until 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Government's report to the National Assembly at its sixth session of the Eleventh term on the current state of education in the country;
Considering the proposal of the National Education Council,
DECISION:
Article 1. Implement the National Program for Human Resource Development until 2020 with the following main contents:
1. Assessing the current status of human resources and human resource development work in the country.
2. Some basic viewpoints on human resource development.
3. Objectives for human resource development.
4. Contents and solutions for human resource development.
5. Mechanisms and policies for human resource development.
6. Infrastructure and organization management for human resource development.
7. Division of responsibilities and implementation organization.
The National Program for Human Resource Development needs to create a vision, a framework for guidance on development, overall policies, and management mechanisms at the national level to continuously enhance the capabilities and social dynamism of each individual and the competitiveness of Vietnam's human resources on the international stage; at the same time, effectively utilize these capabilities and competitiveness to develop the country's economy and society.
The National Program for Human Resource Development needs to establish foundations, premises, general mechanisms, and policies to guide human resource development at the national level, linking and harmonizing without overlap or duplication with the planning of programs and policies in specific fields that have been and are being implemented by ministries and sectors.
Article 2. Establish a Steering Committee for the development of the National Program for Human Resource Development including representatives from the following agencies:
- Ministry of Planning and Investment.
- Ministry of Labor, Invalids and Social Affairs.
- Ministry of Education and Training.
- Ministry of Home Affairs.
- Office of the Government.
- National Education Council.
- General Statistics Office.
under the chairmanship of the Ministry of Planning and Investment.
Article 3. Entrust the Steering Committee for the development of the National Program for Human Resource Development to establish and direct a joint expert team from relevant ministries, sectors, and the National Education Council to develop the National Program for Human Resource Development for submission to the Government for approval before June 2006.
Article 4. This Decision takes effect 15 days after registration.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under the central government, National Education Council are responsible for implementing this Decision.
