DECREE-LAW
OF THE PRESIDENTIAL OFFICE NO. 221/SL ON FEBRUARY 22, 1955
THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree-Law No. 198-SL dated June 13, 1945 establishing procedures for the establishment and modification of administrative boundaries;
To ensure a rational organization of governmental administration and facilitate central leadership after peace was restored;
At the proposal of the Minister of Interior Affairs, which has been approved by the Council of Ministers,
ISSUES THE FOLLOWING DECREE-LAW:
Article 1: The Left Bank Zone is now merged with the Third Combined Zone to form a single zone called the Third Combined Zone (excluding the city of Hai Phong).
Article 2: From now on, the city of Hai Phong shall be directly under the leadership of the central government.
Article 3: A Hong Quang Zone is hereby established and placed directly under the leadership of the central government. The Hong Quang Zone includes Haiphong Special Zone and Quang Yen Province (excluding Son Dong, Kinh Mon, Nam Sach, and Chi Linh districts).
Article 4: Kinh Mon, Nam Sach, and Chi Linh districts are now returned to Hai Duong Province (Third Combined Zone).
Article 5: Son Dong district is now returned to Bac Giang Province (Viet Bac Combined Zone).
Article 6: The Minister of Interior Affairs shall implement this Decree-Law.
