Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 58/2002/QD-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state corporations;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Binh Thuan Province (Letter No. 2187/UBBT-PPLT dated July 24, 2002); opinions of the Ministries of Finance (Letter No. 10608/TC-TCDN dated October 1, 2002), Planning and Investment (Letter No. 6149/BKH-DN dated September 25, 2002), Home Affairs (Letter No. 299/BNV-TCCB dated September 24, 2002), Labor, Invalids and Social Affairs (Letter No. 3207/LDTBXH-CSLĐVL dated September 24, 2002);02).
DECISION:
Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises under the People's Committee of Binh Thuan Province until 2005 as attached in the Appendix.
Article 2. The People's Committee of Binh Thuan Province shall direct the implementation of the restructuring and renewal of directly subordinate state-owned enterprises in accordance with the approved content and schedule; at the same time, take measures to invest in development, expand production and business operations, and improve the efficiency of activities of enterprises in which the State holds more than 50% of the charter capital. Any adjustment or supplementation to the Plan must be approved by the Prime Minister.
Article 3. The Ministries of Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related ministries have the responsibility to coordinate with the People's Committee of Binh Thuan Province in implementing this Plan.
The Steering Committee for Enterprise Renovation and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time propose solutions to the
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF BINH THUAN PROVINCE AND THE HEADS OF THE RELATED AUTHORITIES ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
