Based on Decree No. 92/2005/NĐ-CP dated July 12, 2005 of the Government detailing the implementation of certain provisions of the Ordinance on Hanoi Capital;

Considering the proposal of the People's Committee of Hanoi City,

Approves the Strategy for Economic and Social Development of Hanoi City to the year 2030, with a vision to 2050, including the following main contents:

DECISION:

Article 1. I. POSITION AND FUNCTION

1. Hanoi Capital - the heart of the country, the political-administrative center of the nation, where the central agencies of the Party, State, and mass organizations are located; diplomatic representative offices and international organizations; and the place for important domestic and foreign activities of the country.

2. A major cultural center of the country and distinctive in the region; gathering the essence of a thousand years of culture, modernity of the capital, and representing the best of the country; initiating, creating, developing a progressive, modern, diverse, and characteristic culture of the capital, contributing to building and developing a progressive Vietnamese culture rich in national identity.

3. A major scientific, educational, training, and healthcare center of the country with prestige in the region; leading in research, creation, application, and transfer of science and technology nationwide; having advanced and modern education, training, and healthcare systems; a concentration area for high-quality human resource training institutions; a place for nurturing and developing talents for the economic and social development of the capital and the whole country.

4. A major economic and financial center; making significant contributions to strengthening the national economy, serving as a driving force for the Northern Key Economic Region and the Red River Delta; leading in building and developing a knowledge-based economy with advanced, modern, high-productivity, and highly effective industries; the development of Hanoi's economy has a pioneering effect, supporting the development of provinces in the region.

5. The main international trading center of the country and prestigious in the region; an international city where diplomatic representative offices, international organizations, multinational corporations, and transnational corporations are headquartered; a place for organizing major international events and the country's most important external activities.

1. Rapid, harmonious, and sustainable development is a consistent requirement throughout the process of building and developing Hanoi; placing people at the center of development; harmonizing political, economic, cultural, and social fields; economic growth must go hand in hand with ensuring order, civilization, progress, and social justice.

Promote human factors, improve the quality of human resources, have policies to attract and effectively utilize high-quality human resources; have mechanisms to encourage the development of education and training, especially the civil service, business leaders, and workers.

2. Building and developing Hanoi Capital is a key point in the strategy for building and defending the socialist fatherland; it is the responsibility and duty of the entire Party, people, and military; leveraging the comprehensive strength of Hanoi Capital, the whole country, and international cooperation during the development process; utilizing domestic resources is decisive, while external resources are important.

3. Economic and social development is closely linked to the National Strategy for Economic and Social Development, regional development planning, and international economic integration.

4. Adhering to the principle that economic, cultural, and social development is the core task; urban management is a constant and important task; correctly identifying priorities, breakthroughs, and implementing dynamic, creative, and effective solutions; appropriate steps must be taken in each stage to harmonize the resolution of urgent issues with persistent efforts towards long-term goals.

5. Linking economic and social development with national defense and security, expanding and strengthening international cooperation and integration.

1. Long-term goal - vision to 2050

Basically complete the stable resettlement of residents, especially those relocated due to hydropower and irrigation projects, moving people to the border areas; basically resolve the issue of spontaneous migration; preserve and promote the cultural identity of ethnic groups, improve the material and spiritual lives of the people, especially those in ethnic minority areas, remote and mountainous regions, and border areas; curb social evils; integrate economic and social development with environmental protection, ensuring national defense, security, and political stability.

Hanoi will be the capital and a special city, historically rich, civilized, elegant, beautiful, rich in national identity, and modern, exemplary for the country, worthy of being the heart of the country, the political-administrative center of a developed nation with about 110-115 million people; citizens will have a high standard of living both materially and spiritually, with friendly, hospitable, and welcoming personalities; central political areas, national administrative centers, diplomatic enclaves, international organizations, international centers, high-end hotels, international information systems... will be built according to planning, with good working conditions, and absolute safety protection.

A major cultural center, where traditional and modern values, rich in Hanoi and Vietnam's characteristics, converge; a major literary and artistic center, exemplary for the country; a distinctive and attractive cultural center in the region; a national and international-scale cultural and sports system.

A leading innovation center in the country with many fields reaching international standards: a progressive culture rich in national identity; advanced science and technology with high efficiency; advanced and modern education and training; top-notch specialized healthcare services in the country with regional prestige.

A major economic, financial, service, trade, and tourism center in the north, second in the country, and highly positioned in the region; a knowledge-based economy with a modern, dynamic, and efficient structure; a favorable investment and business environment meeting international standards; essentially eliminating the gap between urban and rural areas.

A diverse, modern, integrated infrastructure system connecting smoothly within the city and with all domestic and international localities.

A democratic, equitable, disciplined, and civilized society; Hanoi leading in social development and implementing social welfare.

An international trading center of the country and an important international trading center in the region; an international city concentrating diplomatic, international organizations, and regional and global safe and attractive destinations for multinational corporations' representative offices.

A green city with abundant water surfaces, a sustainable, clean, and beautiful ecosystem, well-protected environment.

A strong defensive area, political security ensured; "City of Peace," good social order and safety.

2. Objectives by 2030

a) General Objective

By 2030, Hanoi will be the capital - the political and administrative center of the nation; rich, beautiful, green, civilized, cultured, elegant, modern, national, exemplary for the whole country; a major center for economy, culture, science, education-training, healthcare, tourism, sports, and international transactions of the entire country; leading in many fields - serving as a locomotive pulling the overall development of the entire country, with citizens having good living conditions (higher income than the average of the whole country, enjoying high-quality services, working and investment environments meeting international standards, friendly, and safe).

b) Specific Objectives

- Regarding the economy:

The annual average growth rate of Gross Domestic Product (GDP) during the period of 2011-2020 will be 12.0-13%, and during the period of 2021-2030 it will be 9.5-10.0%. The per capita GDP in 2020 will reach approximately $7,100-$7,500, and in 2030 it will reach $16,000-$17,000 (in current prices).

Labor structure by 2020: services 54-55%; industry-construction 30-31%; agriculture 14-16%; by 2030, these figures will correspondingly be: 59-60%; 34-35% and 5-6%.

- Regarding infrastructure:

A synchronized, interconnected, rational, and modern transportation infrastructure system; diverse, modern, civilized, convenient, and safe public passenger transport reaching a ratio of 50-55% by 2030.

Convenient, diverse, synchronized, advanced, and modern information infrastructure will be underground.

A modern and synchronized power supply and water provision system to fully and safely meet the needs of electricity and water for economic development and people's livelihoods; a synchronized irrigation and drainage system, basically eliminating prolonged flooding.

There will be sufficient cultural, artistic facilities, educational and training institutions, healthcare facilities, sports and physical education venues, and housing for residents.

Ensuring green space with a system of flower gardens, parks, cultural-artistic works, green belts, and beautiful lakes distributed reasonably across all areas.

Modern postal, telecommunications, information, and communication infrastructure achieving the level of advanced countries in the region.

There will be a planned and constructed underground infrastructure system to meet the development requirements of a modern city.

- Regarding culture and society:

A large cultural center, exemplary for the whole country and distinctive in the region; featuring large, impressive, national and modern cultural works, exemplary of Hanoi and Vietnam.

The tangible and intangible cultural heritage and traditional cultural essence of Hanoi will be effectively preserved, developed, and promoted; there will be a unique Hanoi culture, diverse, advanced, modern, contributing to building and developing a progressive Vietnamese culture deeply imbued with national characteristics.

Hanoians will be elegant, civilized, comprehensively developed intellectually, morally, physically, creatively, exemplary of the intelligence and fine traditions of the Vietnamese nation, with civilized lifestyles, healthy habits, and increasingly rich cultural consumption; a civilized society, safe, connecting various social strata, ethnic groups, and religions; reducing the gap in living conditions between rural and urban areas, fundamentally eliminating absolute poverty, and minimizing unemployment.

The population scale in 2020 will be about 7.9-8.0 million people, in 2030 about 9.2 million people; a reasonable and high-quality population structure; the Human Development Index (HDI) will reach approximately 0.86-0.90; the urban unemployment rate in 2020 will be under 5%, and in 2030 under 4%.

- Regarding science and technology:

A national innovation center, a high-tech development center with top scientific and technological potential, research, invention, patenting, application, and technology transfer capabilities in the country and reputable in the region; striving to become one of the leading research centers in some basic science fields in Southeast Asia and Asia (mathematics, physics, medicine...) by 2050.

- Regarding healthcare, education, and training:

A comprehensive, standardized, advanced, and modern education and training system; the labor force with training will reach 70-75% in 2020 and approximately 85-90% in 2030.

All citizens live in a safe community, well-developed physically and mentally.

There will be an advanced and modern healthcare system at the level of advanced countries in the region, with some fields approaching advanced countries worldwide; ensuring 100% of the population receives health care, with an average life expectancy of around 80 years.

- Regarding sports:

Mass sports will develop widely; high-performance sports will be given priority and contribute significantly to national sports teams.

There will be modern sports complexes, sports centers, and national sports facilities meeting regional and international standards.

- Regarding land management, natural resources, and environmental protection:

There will be a modern, effective land management and natural resource system.

The economy and lifestyle of citizens will be environmentally friendly. There will be a complete and modern waste collection and treatment system, especially hospital waste and other hazardous waste; air pollution will be maintained below permissible levels.

Ensuring an average green space area per person of about 10-12 square kilometers from 2020 onwards.

- Regarding national defense and security:

The political system and administrative machinery will meet the new development requirements of the capital. The people's national defense will be built and consolidated strongly; revolutionary regular, elite, and gradually modernized armed forces and public security; Hanoi will be a strong defensive area, capable of defeating enemies in any situation.

Ensuring solid political security, economic security, social security, ideological security, cultural security, social order, and safety; ensuring absolute safety for the activities of Party and State leadership agencies, political-social organizations, diplomatic representative agencies, international organizations, major holidays, important events, and all citizens.

Hanoi will be a "City of Peace," friendly, and amicable.

IV. DIRECTION FOR DEVELOPMENT OF SECTORS AND FIELDS

1. Building a modern economic structure with high integration capacity, dynamism, and adaptability to the development of a knowledge-based economy.

Improving the economic structure in the direction of prioritizing the development of industries with high knowledge content, large value-added, and significant meaning for promoting the formation and development of a knowledge-based economy, distribution, and high-quality service sectors. Specifically:

a) Vigorously developing high-level and high-quality service industries

Accelerating the speed of modern service sector development, prioritizing the development of high-level, high-quality services and products with large value-added; building and developing Hanoi to become a service and tourism center with a high level in the region; the growth rate of the service sector will be higher than that of production areas and higher than the city's gross domestic product growth rate; effectively participating in global and national distribution networks.

Concentrating on developing and improving the quality of high-knowledge and high-technology content, high-value-added service industries: finance - banking - securities, insurance, consulting, design, international relations services, information - communication - telecommunications, human resource training, high-quality healthcare, research and technology transfer, culture - art, entertainment, legal and intellectual property, international tourism, aviation, logistics services, environmental services... The proportion of value of consulting services, science and technology services, industrial design, architecture, construction, fine arts, advertising, and high-end cultural services should account for about 15-20% of the total number of service industries.

Developing Hanoi into a wholesale and retail goods market, import-export center, administrative and investment banking center in the northern region and playing an important role nationwide; building financial and banking centers, mixed-service shopping malls, large-scale modern entertainment complexes, reasonably distributed throughout the area.

Prioritizing the development of diverse, fast, convenient, safe, and civilized public passenger transport services; intensifying the development of public services, business support services, employment services, and social security services.

Striving for the average annual increase in value-added of the service sector to be around 11.0 - 13.5% during the period of 2011 - 2020 and 9.5 - 10.5% during the period of 2011 - 2030.

b) Modernizing industry and construction towards enhancing quality, competitiveness, and environmental friendliness.

Building and developing modern industry with high competitiveness, reducing environmental pollution; developing selective and breakthrough industries using advanced technology and techniques, with high knowledge content (high-tech products accounting for 60 - 70% of total industrial production value) as the basis for developing a knowledge-based economy; building Hanoi into a national information technology center; increasing the scientific and technological content and the share of domestic value of industrial products; vigorously developing superior industrial sectors and products with competitive advantages, leading to the promotion of a knowledge-based economy, effectively participating in global value chains and distribution networks. In the initial stage, prioritizing the development of key products in the following sectors: information technology, precision machinery, electronics, automation and electrical equipment, biotechnology, pharmaceuticals, high-end cosmetics, processing of agricultural, forestry, and aquatic products, production and use of new materials.

Prioritizing the development of clean industry, low energy consumption, and clean energy use; quickly grasping and developing source technologies.

Building and developing industrial zones, clusters, and points according to planning; coordinating with central agencies to complete the construction of Hoa Lac High-Tech Park, Bio-High-Tech Park, and Hanoi Information Technology Park before 2020; creating connections between industrial zones within Hanoi and other regions from research, design, production, to product distribution to form large-scale and highly efficient industrial complexes; planning to shift activities and relocate polluting facilities out of the inner city and residential areas.

Building, leveraging advantages, and enhancing competitiveness and brand reputation of traditional craft villages linked with cultural preservation, development, tourism, and environmental protection.

Modernizing the construction industry to reach advanced levels in the region, meeting the requirements of capital city construction, domestic construction, and international bidding.

Striving for the average annual increase in value-added of the industry-construction sector to be around 11.5 - 13.0% during the period of 2011 - 2020 and 9.0 - 10.0% during the period of 2011 - 2030.

c) Developing agriculture and rural areas in a civilized, modern, effective, and sustainable manner.

Developing clean agriculture, urban agriculture, and ecological agriculture based on forming high-tech agricultural zones linked with cultural preservation, development, tourism, and new rural construction; gradually modernizing agriculture, restructuring production to create high-value products; improving the quality of agricultural products, increasing land use efficiency, and agricultural labor productivity.

Stabilizing agricultural production areas, determining green belts, ecological agricultural routes, and high-tech agricultural zones.

Prioritizing the construction and development of green belts, vegetable, fruit, and ornamental plant cultivation to serve daily life and environmental protection; focusing on developing high-value livestock products; emphasizing post-harvest technology development, processing, and linking with distribution and consumption systems.

Modernizing research and experimental facilities, intensifying agricultural science and technology research and application; building Hanoi into a national center for researching and producing high-quality crop and livestock varieties; comprehensively developing agricultural services; expanding and improving the effectiveness of agricultural extension work; encouraging the implementation of advanced and effective production organization models such as farms and ranches.

Promote industrialization and modernization in rural areas towards diversification, harmonizing with preserving cultural identity and protecting the ecological environment; build, upgrade, gradually modernize, and synchronize technical and social infrastructure systems in rural areas to narrow the development level gap and living condition differences between rural and urban residents.

Implement comprehensive measures to continuously improve and enhance the material and spiritual life of farmers.

Build and implement models for新农村建设朝着文明和可持续发展的方向,结合文化、经济和社会因素以及环境保护。

The added value of the agriculture, forestry, and fishery sector increases on average by about 1.5 to 2.0% per year during the period from 2011 to 2020, and by 1.0 to 1.5% per year during the period from 2011 to 2030.

Strive to have approximately 70% of communes reach the new rural standards according to national criteria by 2020, and 100% by 2030.

2. Basically complete the infrastructure system towards synchronization and modernization.

Focus investment on building the infrastructure system ahead of the requirements for the construction and development of the capital city. Complete the development of a synchronized and modern infrastructure system, integrated with the design and construction of landmark projects.

Develop a transportation network connecting quickly from the center to peripheral regions; complete the construction of national highways, expressways, radial roads, ring roads linking Hanoi with provinces and connecting central cities with satellite cities; modernize the main traffic routes of the city.

Construct underground railway systems, urban rail transit systems (including elevated railways and national railways); construct and modernize traffic management systems and static traffic networks (bus stations, parking lots, etc.); continue to build additional bridges and tunnels over the Red River with modern architecture characteristic of Hanoi; expand and upgrade Noi Bai International Airport.

Construct underground systems including transportation, parking lots, warehouses, commercial-service facilities, technical tunnels serving power transmission and information networks... Plan and construct infrastructure in suburban areas to relocate industrial facilities, universities, scientific research institutes, and hospitals out of the downtown area.

Modernize the power transmission system, telecommunications infrastructure, postal and telecommunication services, broadcasting, television... to international standards; complete the construction of grassroots information institutions in a modern direction.

Construct streets on both sides of the road synchronously with technical infrastructure, roads, ensuring civilized streets with modern architecture and landscape.

Plan and construct a system of monuments, squares, gates, major traffic intersections with ethnic architecture and strong impressions, contributing to creating symbols of the capital; construct park, flower gardens, lakes... in central cities, satellite cities, and green belts; study and construct a system of dikes and embankments combining transportation functions, harmonizing with the landscape and environment.

Strengthen the capacity of clean water supply and wastewater treatment systems; consolidate and complete irrigation systems; construct and develop modern fire prevention and firefighting systems.

Vigorously build and develop housing, focusing on resettlement housing, social housing, worker housing in industrial zones, and student dormitories.

Construct a synchronized technical infrastructure system in rural areas connected to the technical infrastructure system of urban areas in the downtown (central cities and satellite cities) and provinces.

3. Form a reasonable urban space.

Sustainably develop urban space in harmony with "natural scenery - economy - society - culture - security and defense".

Build and develop the cluster of Hanoi cities including: a multi-system, multi-level, multi-functional central city; a network of specialized satellite cities for high-tech industries, science and technology, education and training (Hoà Lạc, Xuân Mai), tourism, culture, leisure, and entertainment (Son Tay), clean industry, high-tech industry, and high-quality services (Soc Son), industry (Phu Xuan - Phu Minh); individual cities as regional administrative centers (districts, sub-regions) and centers converging educational and medical facilities; eco-tourism cities linked with high-tech agricultural eco-belts and tourism development; harmoniously combine the central city, satellite cities with ecological buffer zones, green, clean, and sustainable environments. In the short term, focus on constructing several modern, land-saving satellite cities that retain ethnic architectural characteristics; gradually renovate and modernize the old downtown area.

Plan population distribution according to territory consistent with urbanization suitable for economic, cultural, urban lifestyle activities, and convenient for people's lives; the rate of urbanization in 2020 is about 58-60%, and about 65-68% in 2030.

Form and develop functional spatial systems: conservation centers (around Hoan Kiem Lake, Old Quarter, Old Streets); national and Hanoi political-administrative centers; financial and banking centers; clusters of higher education centers (universities, colleges); centers for scientific research and high-tech innovation; clusters of high-quality medical centers; cultural, entertainment, dining, and high-end sports centers; tourism and resort centers; concentrated industrial zones; high-end service and trade centers; traffic hubs; systems of logistics and distribution centers; cultural centers and spaces representing traditional and contemporary culture specific to the capital and exemplary nationwide; develop the Red River as a central spatial axis connecting both banks and the north-south axis.

Forming and developing a system of ecological spaces and landscapes: green belts, ecological agricultural belts, river and lake networks, water surfaces, western eco-tourism corridors (Son Tay - Hoa Lac - Chuong My), Ba Vi Nature Reserve, buffer zones, flower garden and park networks, and green areas within the capital...

Planning the development of rural space areas linked to agricultural ecosystems on each site towards urbanization, preserving traditional cultural identity harmoniously with natural scenery and environmental protection.

4. Developing and promoting cultural values

Preserving, developing, and effectively promoting traditional cultural values and diverse, attractive cultural spaces of the capital and Hanoi region. Building civilized, elegant lifestyles based on a patriotic spirit; forming leadership culture, business culture, and distinctive communication culture of the capital city of Hanoi.

Developing comprehensively and synchronously all fields and specialties of culture and art based on inheriting and promoting the outstanding cultural characteristics of Thang Long - Hanoi; investing selectively, building, and developing some classical and contemporary artistic forms suitable for Hanoi and Vietnam's conditions.

Investing in constructing, restoring, and managing important national cultural works on the territory; preserving, inheriting, and promoting the value of tangible and intangible cultural heritage; developing the public information system strongly; perfecting the cultural institution system at all levels.

Developing systems of leading creative, training, and cultural and artistic activity centers nationwide and regionally distinctive; constructing cultural and architectural works combining ethnic and modern elements, creating unique urban landscapes, leaving strong impressions for the capital and the country throughout history and in the 21st century.

Strengthening and expanding international exchanges and cooperation in the field of culture with capital cities of other countries and the world; actively absorbing the finest cultural elements and selectively integrating them into progressive global cultural trends and movements.

5. Developing education, training, and high-quality human resources

Developing comprehensive education and training towards standardization, advancement, and modernization; establishing some high-quality secondary schools; promoting bilingual teaching and learning in schools to meet the requirements of developing human resources under international integration; modernizing specialized schools to create sources for forming and developing talents for the future.

Concentrating on developing high-quality human resources; building and developing Hanoi into a leading center for talent and high-quality human resource training nationwide and internationally reputable; increasing the proportion of trained labor to 70-75% by 2020 and about 85-90% by 2030.

Supporting and creating favorable conditions to concentrate on building some excellent universities and key universities on the territory; focusing on training talents and high-quality human resources in fields such as leadership-management, business management, consulting, design, scientific research and technology transfer, university education, medicine, culture-art, high-performance sports, and highly skilled technical workers; having preferential policies for training leadership and management personnel and high-level science and technology personnel abroad; rapidly increasing the scale and diversifying vocational training for rural human resources to meet the requirements of developing high-tech ecological agriculture and restructuring agricultural and rural labor towards industrialization and modernization.

Building clusters of training centers in suburban areas to reduce the burden on the central urban area; planning and constructing student villages with synchronized, civilized, and modern facilities; building and implementing mechanisms and policies to utilize and attract talents; promoting socialization in the development of education and training.

6. Regarding healthcare, care, and health protection for the people

Developing the healthcare system towards advancement and modernization while emphasizing traditional folk medicine; raising the level to be on par with advanced countries in the region, with some fields approaching advanced countries worldwide; Hanoi will become a modern high-quality medical and pharmaceutical center, a reputable international healthcare service center in Southeast Asia.

Planning a rational hospital network, building new, high-quality hospital clusters in suburban areas; strengthening and completing the Hanoi Specialized Medical Center; building some modern, high-level general and specialized hospitals reaching international standards; building a national center for genetic and genetic technology research and application; developing a modern preventive healthcare network with broad and voluntary participation from the people; upgrading and modernizing grassroots healthcare; enhancing community and family healthcare; organizing fair and effective healthcare services, gradually reducing disparities in healthcare quality between the central urban area and suburban districts.

7. Developing physical education and sports

Building modern sports complexes, national sports centers, and physical education and sports facilities meeting regional and international standards; training athletes and referees for the nation; concentrating on building some prominent sports disciplines representing Hanoi's and the nation's physical education and sports activities, achieving advanced levels in the region; developing mass physical education and sports strongly.

8. Developing science and technology as a foundation for rapid and quality development

Building and developing scientific and technological potential so that Hanoi becomes a leading center for innovation, application, and technology transfer nationwide and holds a high position in the region regarding invention, patent, and scientific and technological application.

Modernize national-level research facilities within the territory; build Hanoi into a center for research and application of information technology, biotechnology, and national quality assessment; invest in building some key research facilities and laboratories to meet regional and international standards; develop a network of research and implementation institutions, establish incubators, and technology nurturing zones.

Prioritize the development of high-tech industries in areas such as information technology, electronics, precision machinery, automation, biotechnology, new materials technology, nanotechnology, cultural technology, environmental technology, etc.

Vigorously transfer and apply modern technology to production, business, and management activities; strengthen research and implementation activities in the business sector, especially large economic groups and corporations; create and rapidly develop markets for scientific and technological services; develop systems of information centers, brokers, technology transfer centers, and centers supporting industrial property.

9. Ensure employment and social welfare

Address employment issues, prioritizing the creation of high-quality, productive, and efficient jobs; strive for 30% of the workforce to be employed in high-tech fields and high-quality service sectors, and 10% in creative fields such as science and technology, design, consulting, literary and artistic creation, etc.; annually resolve employment for approximately 140,000 to 150,000 people during the period 2011-2020, and about 120,000 to 130,000 people during the period 2021-2030; reduce urban unemployment rates and increase labor utilization rates in rural areas; target urban unemployment rates at 4.0-4.5% in 2020 and 3.0-3.5% in 2030.

Increase income and improve the quality of life for citizens; gradually narrow the gap in living conditions between inner-city and suburban districts; encourage citizens to become wealthy within the law.

Establish an effective, diverse, and increasingly expanding social security system suitable for Hanoi's potential, characteristics, requirements, and level of development; implement poverty reduction programs and support vulnerable groups in society effectively; develop and diversify social insurance, unemployment insurance, and universal health insurance systems; implement policies on gender equality, child care, elderly care, war veterans' benefits, and social assistance.

Strengthen efforts to prevent and combat social evils; reduce social evils and drug abuse; build healthy communes and wards free from social evils; maintain public order, security, and safety.

10. Protect and improve the environment, proactively respond effectively to climate change

Ensure green, clean, beautiful, and balanced ecosystems according to sustainable urban environmental criteria; enhance awareness of environmental protection among leaders, managers, entrepreneurs, and city residents; integrate environmental protection tasks and goals with economic and social development, incorporating environmental protection content and requirements into industry and sector development plans and investment programs and projects.

Construct wastewater collection and treatment systems; organize civilized and modern waste collection, transportation, and treatment activities; build advanced waste processing and recycling facilities; increase the proportion of waste treated and recycled to meet environmental hygiene standards, gradually reduce landfill waste; prevent pollution and protect natural heritage; develop environmental protection programs for the Red River, Duong River, Lo Tich River, Nhue River, Day River, Tich River watersheds, etc.

Implement research, forecasting, and impact assessments to propose and effectively implement solutions to address climate change; develop and improve a comprehensive environmental monitoring network; thoroughly address sources of environmental pollution; establish strong regulatory measures to prevent and punish violations of environmental protection regulations; promote socialization in environmental protection work.

11. Ensure solid national defense and security

Ensure political stability and security, particularly protecting the absolute safety of Party and State agencies, leaders, important days, and events; intensify efforts to combat various types of crime and social evils; effectively carry out anti-terrorism, sabotage, "peaceful evolution," incitement, rioting, and overthrow campaigns.

Widespreadly implement total people's national defense education; arrange the total people's defense posture and the people's security posture; build Hanoi into a strong defensive area; establish a strong national defense foundation with three main forces: regular troops, local troops, self-defense militia, and other forces in a coordinated manner across human resources, material infrastructure, technical equipment, and combat methods.

Continuously consolidate and build the People's Army and Public Security Force as revolutionary, regular, proficient, and increasingly modern; effectively utilize the total people's defense posture and the people's security posture.

Closely and consistently combine requirements for ensuring national defense and security with economic and social development in each locality.

12. Develop regional cooperation and foreign relations

Enhance and expand cooperation and coordination in development between Hanoi and provinces and cities in the capital region and the North Central Economic Zone; focus on areas such as inter-regional infrastructure systems (highways, radial roads, power supply, water supply and drainage, etc.); environmental protection; construction of new cities and urban areas;

Develop high-quality service industries; develop industrial zones and clusters; tourism; large training and healthcare facilities; ensure political security and social order and safety; coordinate with localities in the region in investment promotion, trade, tourism; coordinate in establishing preferential investment mechanisms to avoid unnecessary and unhealthy competition.

Expand and strengthen comprehensive cooperation with the capital city and major cities both domestically and internationally, prioritizing areas such as education and training, science and technology, healthcare, urban management experience, security assurance, combating drug trafficking, smuggling, money laundering...; continuously improve the investment environment to create favorable conditions for attracting strong international capital, large investors with high technology, source technology, especially multinational corporations to establish offices and invest in Hanoi.

V. BREAKTHROUGH MEASURES TO IMPLEMENT THE STRATEGY

1. The period from 2011 to 2020: This is a period of rapid growth, completing industrialization and modernization targets five years ahead of the country, laying the foundation for stronger development in depth, rapidly improving the quality and effectiveness of development. The strategic breakthroughs during this period are:

- Modernizing and synchronizing urban infrastructure: focusing on completing the construction of key transportation systems, including major expressways, radial roads, ring roads, and main arterial streets; diverse and modern information systems; synchronized and modern power supply, water supply and drainage, and environmental protection systems.

- Rapidly developing high-quality human resources, with a focus on developing and strengthening the leadership cadre at all levels and sectors, particularly at the grassroots level, emphasizing the cultivation of talents and high-level human resources in fields such as leadership and business management experts, consultants, designers, science and technology, higher education, healthcare, arts, and highly skilled technical workers; while also enhancing education to form and develop refined lifestyles, civilized urban culture, and industrial work ethics among all citizens.

- Vigorously promoting administrative reform (period 2011-2015), gradually building a modern administrative system; establishing a model of urban management towards civility, modernity, efficiency, and effectiveness; implementing decentralization in management alongside the consolidation of government machinery from the city to the grassroots level.

2. The period from 2021 to 2030: This is a period of deep development with high productivity, quality, and effectiveness based on advanced science and technology of the era, high-level human resources, and modern urban management. The strategic breakthroughs during this period are:

- Rapidly innovating technology and widely applying advanced science and technology; continuing to focus on developing high-level human resources to promote the spread of a knowledge-based economy on a broad scale.

- Upgrading and modernizing infrastructure to a level comparable to that of capital cities and major cities in advanced countries in the region; developing satellite towns to create new development spaces and reduce pressure on the central city.

VI. SOLUTIONS TO IMPLEMENT THE STRATEGY

1. Reforming the urban management model in conjunction with perfecting the institutional framework

Continuing to consolidate the municipal government machinery at all levels; building a clean and strong national administrative system of the city to ensure unified, smooth, efficient, and effective management; reforming the organizational structure of the municipal government towards streamlined, modern, efficient, and effective models, shifting functions from centralized management to service provision; gradually applying the urban government model; building an electronic government of the city to meet the requirements of managing a knowledge-based economy and align with the process of building an electronic government nationwide.

Designing and applying a management model according to target programs. In the short term, building and implementing target programs: developing urban technical infrastructure; cadre planning; training leadership and management talents, entrepreneurs, high-level experts, and professional civil servant teams; information technology; precision machinery industry - automation; cultural conservation and development; building and developing high-tech ecological agricultural zones; environmental protection.

Establishing an appropriate development mechanism, especially a socialist-oriented market economic mechanism and a social development mechanism based on the combination of rule of law and moral governance.

2. Enhancing the management capacity of the leadership cadre, professional expertise, and professionalism of the civil servant team

Building and developing a leadership cadre, attracting talented individuals and elites from the city level down to the grassroots level.

Building a cadre, civil servant, and public official team with good moral character and professional ethics, high professionalism; developing and strengthening a team of excellent advisors with the ability to meet management and development requirements.

3. Vigorously promoting administrative reform

Building and implementing the overall administrative reform program for the period 2011-2020 across all aspects: institutional framework, organizational structure, cadre and civil servant team, and modernizing the administrative system, with a focus on rationalizing the management machinery at all levels, cleaning up and improving the professional expertise, professionalism, and ethical conduct of the civil servant team, simplifying administrative procedures, and applying information technology in management; establishing and implementing the code of conduct.

Building and effectively implementing inter-level and inter-departmental coordination mechanisms; implementing accountability systems for top leaders and key cadres at all levels.

4. Building and implementing special mechanisms and policies for Hanoi

- Developing budget regulation mechanisms, policies to attract, nurture, develop, and utilize talent;

- Having mechanisms to attract investment to develop infrastructure, especially transportation networks, water supply and drainage systems, and housing.

- Having mechanisms to coordinate with diplomatic agencies of other countries and international organizations in Hanoi to expand international cooperation in economics, culture, science and technology, ensuring security...

5. Mobilizing and using resources effectively

Forecasting the total social investment capital demand for the period 2011-2020 is 390,000 to 410,000 billion VND (equivalent to 180 to 190 billion USD) and for the period 2021-2030 is 650,000 to 700,000 billion VND (equivalent to 300 to 320 billion USD).

- Mobilizing and effectively utilizing investment capital and land resources: The State shall have special investment mechanisms from the budget and other financial sources to construct and develop Hanoi.

Improving the investment environment to create advantages for mobilizing and attracting domestic and foreign investments (innovating, diversifying mechanisms, policies, and forms of attracting investment; doing well in planning work, preparing investment projects and clean land funds; innovating and reforming administrative procedures...);

Maximizing and effectively utilizing various sources of capital from land funds, state-owned assets, issuing construction bonds for Hanoi, the stock market, credit sources, and capital from the people; building appropriate mechanisms and policies to promote socialization of investment in fields as prescribed by law; studying and establishing development funds for Hanoi and forming development funds to mobilize capital (urban development fund, urban infrastructure development fund, urban housing development fund, scientific and technological development fund...); continuing to attract and effectively utilize ODA capital in transportation, water supply and drainage, environment, health...

- Developing, promoting, and effectively utilizing human resources: Investing in developing high-quality human resources, with a focus on the scientific and technological workforce, leadership, management, entrepreneurs, and highly skilled technical workers; implementing policies to value and attract talent; implementing measures to increase labor productivity; promoting the spirit of a thousand years of Thang Long combined with contemporary strength, creating new driving forces for development; strengthening education, building industrial work styles, and urban lifestyles for residents.

- Exploiting and effectively utilizing scientific and technological potential: Building and effectively implementing systems of mechanisms and policies to promote investment in research, technology transfer, and application; establishing a scientific and technological fund for the city.

6. Strengthening cooperation and coordination with central agencies and provinces/cities.

Connecting and leveraging the strengths of the central government, localities, and Hanoi; building and implementing mechanisms for coordination between the central government and Hanoi, among localities nationwide and Hanoi, clearly defining the functions, tasks, and authorities of all levels and sectors in implementing the Strategy.

Hanoi shall proactively coordinate with central ministries and agencies and provinces/cities across the country to mobilize resources for development and support mutual development based on both cooperative support and healthy competition.

7. Strengthening and expanding international cooperation.

Enhancing publicity, introduction, and promotion of Hanoi's image globally; leveraging the advantages of Hanoi to participate and achieve high positions in international rankings in specific areas, primarily traditional culture, cuisine, tourism, social safety...

Creating a favorable environment and conditions to attract multinational corporations to invest in Hanoi.

Implementing commitments and international cooperation between Hanoi and other cities' capitals in economic, cultural, social, scientific and technological, training, sports, security and defense...

VII. KEY TASKS TO IMPLEMENT THE STRATEGY

1. Period 2011-2020: Focus on implementing key tasks as follows:

Building a modern urban management model together with electronic governance linked to institutional reforms, accelerating administrative reforms, and enhancing the capacity of leadership teams and civil servants at all levels;

Strengthening resource mobilization to accelerate the construction of a modern, integrated infrastructure system;

Rapidly developing high-quality human resources, including valuing and attracting talent for the construction and development of Hanoi; prioritizing education, building industrial work styles, and urban lifestyles for residents.

Establishing special mechanisms and policies for Hanoi (mechanisms and policies on mobilizing capital from land funds, budget adjustment, financing large infrastructure and social projects, attracting, valuing, and developing talent, urban management...).

Improving the quality of planning work; focusing on reviewing and building new sectoral and field-specific development plans, local plans, detailed plans; emphasizing urban construction planning; consistently and effectively coordinating during the planning and implementation process to ensure consistency from strategy to plans; supervising and inspecting the implementation of development according to plans; strengthening the responsibility of all levels, sectors, and localities in implementing plans.

Promoting regional collaboration and linkage to enhance rational and effective utilization of resources.

2. Period 2021-2030: By 2020, Vietnam will basically become a modern developed industrialized country. Therefore, the implementation approach of the Strategy for socio-economic development in Hanoi will shift its focus to deep development based on applying the latest achievements of science and technology, accelerating the formation and development of a knowledge-based economy by leveraging creativity and high dynamism, directing the implementation of the following main tasks:

Strong investment in building and developing scientific and technological capabilities to align with global trends; intensifying the application and innovation of technology in economic development and people's lives.

Concentrating on rapidly developing high-quality human resources, with a focus on scientific and technological personnel, leadership, management, and entrepreneurs.

Modernizing the infrastructure system, especially international significance projects, so that Hanoi truly becomes a major center in Southeast Asia.

Strengthening regional and international cooperation.

Article 2. Implementation

1. Implementing the Strategy for Economic and Social Development of Hanoi City is a significant and ongoing task for the entire Party, military, people, central ministries, sectors, and localities throughout the country; mobilizing comprehensive strength, in which effectively tapping into the potential and advantages of the capital city is a decisive factor, while leveraging external resources is important for the construction and development of the capital; thoroughly understanding the contents of the Strategy for Economic and Social Development of Hanoi City among the entire Party, people, and military of Hanoi and the whole country; strengthening leadership to ensure unity in both will and action in the implementation of the Strategy.

2. The People's Committee of Hanoi City shall be responsible for:

- Organizing the announcement of the Strategy; directing the development and implementation of industry and key product development plans and overall economic and social development plans for districts, integrating the objectives, directions, and solutions of the Strategy into these plans;

- Proactively coordinating with central ministries, agencies at the level of ministries, and related agencies in developing national-level industry and key product development plans within its territory; coordinating in implementing approved plans;

- Integrating the objectives of the Strategy into five-year plans, annual plans, and major programs and projects of Hanoi; focusing on directing the effective implementation of breakthrough stages of the Strategy to build and develop Hanoi into a driving force for national development;

- Along with the implementation of the objectives and tasks of the Strategy, taking the lead in coordinating with relevant ministries and sectors to develop sectoral planning schemes in accordance with the Master Plan on Construction of Hanoi Capital until 2030, with a vision to 2050 as decided by Decision No. 1259/QD-TTg dated July 26, 2011 of the Prime Minister;

- Directing, supervising, inspecting, compiling, and evaluating the implementation of the Strategy periodically, reporting to the Prime Minister and proposing adjustments and supplements to the Strategy when necessary.

3. The Ministry of Industry and Trade: Taking the lead and coordinating with Hanoi City and the Ministry of Finance, within their respective authorities, to issue specific mechanisms, policies, and measures to build Hanoi into a national center for mechanical engineering and automation.

4. The Ministry of Education and Training: Taking the lead and coordinating with Hanoi City to study and invest in upgrading some outstanding and key universities; planning the relocation of universities, colleges, and vocational schools out of the downtown area, building university towns, student villages, and dormitories for students within the city.

5. The Ministry of Labor, Invalids, and Social Affairs: Taking the lead and coordinating with related ministries, sectors, and Hanoi City to develop and implement plans for vocational training systems within the city to train high-skilled human resources for the construction and development of the capital and for labor export.

6. The Ministry of Science and Technology: Taking the lead and coordinating with Hanoi City and the Ministry of Finance, within their respective authorities, to issue specific mechanisms, policies, and measures to build Hanoi into a national center for information technology and biotechnology research and application; coordinating with the Ministry of Planning and Investment, related ministries, and Hanoi City to establish some research centers and laboratories meeting regional and international standards within the city.

7. The Ministry of Health: Taking the lead and coordinating with Hanoi City, the Ministry of Finance, and related sectors to develop specific policies and measures to build a national center for genetic and genetic research application in Hanoi; planning and constructing some large high-quality hospitals within Hanoi.

8. The Ministry of Culture, Sports, and Tourism: Taking the lead and coordinating with Hanoi City to study and invest in building, restoring, managing, and maintaining important national cultural works, modern sports complexes, sports centers, and national sports facilities meeting regional and international standards within Hanoi.

9. The Ministry of Information and Communications: Taking the lead and coordinating with Hanoi City, the Ministry of Science and Technology, the Ministry of Finance, and related ministries and sectors to issue specific mechanisms, policies, and measures to build Hanoi into a national center for information technology and have a reputation in the region.

10. The Ministry of Finance and the State Bank of Vietnam: Taking the lead and coordinating with related ministries, sectors, and Hanoi City to study and issue financial and monetary mechanisms and policies to build Hanoi into a northern regional financial and banking center and play an important role nationwide.

11. The Ministry of Planning and Investment: Taking the lead and coordinating with related ministries, sectors, and Hanoi City to specifically implement and integrate the objectives and solutions of the Strategy for Economic and Social Development of Hanoi City into the solutions for implementing the National Strategy for Economic and Social Development during the period of 2011-2020 and the five-year and annual plans for economic and social development of the whole country; coordinating with the Ministry of Finance and Hanoi City to mobilize resources to implement the Strategy.

12. Central ministries and sectors shall, based on their assigned functions and tasks, be responsible for closely coordinating with Hanoi City in integrating the contents of the Strategy into their respective industry and sector development plans and annual plans, ensuring consistency and effectiveness; guiding and supporting Hanoi City in effectively implementing the Strategy.

13. Provinces and centrally-administered cities shall cooperate, link, and closely coordinate with Hanoi City in implementing the Strategy, especially in areas such as planning and construction of infrastructure, environmental protection, service industry development, education and training, healthcare, population management, and labor market development.

Article 3. This Decision takes effect from the date of issuance.

Article 4. The Chairman of the People's Committee of Hanoi City, Ministers, Heads of agencies at the level of ministries, Heads of government-affiliated agencies, Chairmen of the People's Committees of provinces and centrally-administered cities, and Heads of related agencies are responsible for enforcing this Decision./.
