Article 1. Scope of Regulation
||| This Circular guides the implementation of national defense work in ministries, sectors, and localities in 2014.

||| 1. Ministries, ministerial-level agencies, government agencies, Central Party Committees, Central Inspection Committees, Central Offices, Office of the National Assembly, Office of the President, Supreme People's Procuratorate, Supreme People's Court, State Audit Agency, Central Agencies of Political-Social Organizations, state-owned economic groups, and state-owned corporations established by the Prime Minister's decision (hereinafter referred to collectively as ministries and sectors).
||| 2. People's Committees of provinces and centrally-administered cities (hereinafter referred to collectively as provincial level); People's Committees of districts, towns, and urban districts under provinces (hereinafter referred to collectively as district level); People's Committees of communes, wards, and towns (hereinafter referred to collectively as commune level).
||| 3. Commandants of military regions, military branches, Border Guard Force, arms services, military corps, and armies (hereinafter referred to collectively as agencies and units).
||| 4. Commandants of Hanoi Capital Military Region, Ho Chi Minh City Military Region, Provincial Military Commands, Provincial Border Guard Commands, Military Committees of central ministries and sectors, Military Committees of grassroots organizations, District Military Committees, and Commune Military Committees.
||| Article 3. Organizing the implementation of Party directives, resolutions, and state policies on national defense work
||| 1. Continuing to organize the implementation of Party directives, resolutions, and state policies on national defense work.
||| 2. Ministries, sectors, localities, agencies, and units shall issue leadership and guidance documents and organize the implementation of national defense and military tasks within their respective jurisdictions.
Article 4. National Defense and Security Education
||| 1. The Ministry of National Defense shall take the lead and coordinate with related agencies and organizations to organize training and direct military regions and localities to organize training on the Law on National Defense and Security Education (NDSE) according to the Prime Minister's Decision approving the Propaganda, Dissemination, and Training Program for the NDSE Law.
||| 2. The Ministry of National Defense shall coordinate with the Ministry of Information and Communications and related agencies and organizations to guide central and local information and communication agencies to strengthen propaganda on the Party's viewpoints and policies, state laws on national defense and security, and the dissemination and promotion of the NDSE Law to all strata of the population.
||| 3. Consolidating, improving, and enhancing the quality and effectiveness of activities of all levels of the NDSE Councils in accordance with regulations.
||| 4. The Ministry of National Defense shall take the lead and coordinate with related agencies and organizations to guide the enhancement of national defense and security knowledge (NDSK) for the following categories:
||| a) Directing the enhancement of NDSK for Category 1 at the National Defense Academy;
||| b) Directing the enhancement of NDSK for Category 2 belonging to central ministries and sectors in Hanoi at the Political Academy, Category 2 in military regions at military region schools, and Category 2 in Hanoi at the Hanoi Capital Military Command School.
||| 5. Central ministries and sectors shall proactively coordinate with local military agencies to review and organize the enhancement of NDSK for Categories 3 and 4.
||| 6. Localities shall review and organize the enhancement of NDSK for outstanding individuals and community leaders.
||| 7. The Ministry of National Defense shall coordinate with the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs:
||| a) Implementing NDSE courses for students;
||| b) Continuing to direct the construction of NDSE Centers according to the Prime Minister's Decision;
||| c) Continuing to implement the Teacher Training Program for NDSE in high schools, vocational colleges, and technical secondary schools according to the Prime Minister's Decision;
||| d) Building a Model Project for one NDSE Center affiliated with a military school to be submitted to the Prime Minister for approval.
Article 5. Construction of armed forces units at the provincial, district levels and the People's Militia and Self-Defense Force Committee at the commune level; and implementation of mobilization, recruitment, and conscription of citizens. 1. Strengthening the Provincial Military Command, District Military Command, and the People's Militia and Self-Defense Force Committee at the commune level comprehensively; improving the People's Militia and Self-Defense Force Committee of central ministries and agencies, and the team of specialized and part-time personnel for national defense and military work; enhancing the quality and effectiveness of advisory services to the same-level Party committees, administrative authorities, and heads of organizations in performing national defense and military tasks.
2. Improving the quality of training and instructing the cadre team for national defense and military work at ministries, sectors, and localities.
3. Reforming training, exercises, and drills to enhance the combat readiness of local troops, reserve forces, and self-defense forces according to the prescribed program content.
4. Continuing to implement the project on training cadres for the People's Militia and Self-Defense Force Committee at the commune level with intermediate, college, and university degrees in grassroots military affairs as decided by the Prime Minister.
5. Enhancing inspection of registration and management of mobilization resources.
6. Directing training, exercises, and inspections of mobilization and combat readiness in reserve force units according to the Prime Minister's Decision and the Ministry of National Defense's Decision; implementing payment of responsibility allowances to reservists who have been assigned and appointed to command positions in reserve force units in various localities.
7. Registering initial military service obligations for male citizens aged 17 in the year; implementing registration, management of enlistment sources, and citizens within the age range for military service; conducting selection and conscription of citizens for military service and military recruitment in 2014 as stipulated.
8. Continuing to direct the implementation of laws on self-defense forces, regulations on advisory operations for self-defense forces; actively directing the expansion of exemplary models regarding organization, training, and activities of self-defense forces, the People's Militia and Self-Defense Force Committee of central ministries and agencies, and the People's Militia and Self-Defense Force Committee of organizations at the grassroots level; directing provinces to implement the project on organizing self-defense forces as prescribed by law.
9. Enhancing the overall quality of self-defense forces, focusing on political quality.
10. Directing self-defense forces to operate in accordance with their functions, tasks, and legal provisions. Closely coordinating with public security forces, border guards, and other forces in performing tasks to protect territorial sovereignty, seas, and islands; maintaining political security, social order, and safety; participating in disaster prevention and mitigation, fire prevention, disease control, search and rescue; promptly handling situations that may arise at the grassroots level.
Article 6. Closely combining the implementation of political tasks, economic development, cultural, social development, foreign relations with strengthening and enhancing national defense and security.policies文化社会i外交工作与增强 加强 国防安全巩固

2. Implementing Decision No. 13/2012/QĐ-TTg dated February 23, 2012, of the Prime Minister on the Regulations on Combining Economy-Society with National Defense in the Defense Zone and Decision No. 17/2012/QĐ-TTg dated March 26, 2012, of the Prime Minister on the Regulations on Activities of Forces in the Defense Zone; during the process of economic structure transformation and planning adjustment, linking with gradually completing the military posture in the defense zone of each locality.
3. Ministries and sectors continue to develop plans to ensure defense needs in the first year of war (Plan B) according to Directive No. 12/2008/CT-TTg dated March 26, 2008, of the Prime Minister and detailed guidance for implementation by the Ministry of National Defense; coordinating with provincial People's Committees to direct and guide agencies and units under their jurisdiction to perform national defense and military work within the scope of sectoral management; participating in building, operating, and exercising defense zones in localities.
4. Military regions and localities continue to organize defense zone exercises and direct communal-level combat readiness exercises; directing reviews and adjustments to combat documents for defense zones, plans for construction, mobilization, and reception of reserve forces, industrial mobilization plans, human resource mobilization and reception plans, civilian vessels and equipment participation in protecting territorial sovereignty and rights over maritime zones consistent with the situation and tasks.
5. The Commanders of Military Regions and the Border Guard Command direct and guide the Provincial Military Commands and Border Guard Commands to advise the same-level Party committees and administrative authorities to synchronously implement defense-related foreign relations and people-to-people diplomacy. Strictly adhering to the Law on Protecting State Secrets and Military Secrets.
Article 7. Implementing state management functions in national defenseứClause 1. The Central Council for Military Training and Defense Education assists the Prime Minister in inspecting military training and defense education work, combining with inspecting reserve forces training work and national defense and military affairs for: Military Zone 4 and the provinces of Ha Tinh and Quang Tri; Military Zone 9 and the provinces of Soc Trang and Kien Giang; the Ministry of Agriculture and Rural Development.
Clause 2. The Ministry of National Defense inspects national defense, military, reserve forces training, and military training and defense education work for: The provinces of Long An and Binh Thuan/Military Zone 7; the Ministry of Industry and Trade, Vietnam Steel Corporation, Southern Food Corporation, and conducts inspections on local national defense work for Lai Chau Province/Military Zone 2 and Ninh Binh Province/Military Zone 3.
Clause 3. Ministries, sectors, localities, agencies, and units of the Army direct the strict implementation of briefing, reporting, inspection, supervision, mid-term review, and final evaluation of national defense work, reserve forces training work, and military training and defense education work according to regulations.
Clause 4. Military zones, ministries, sectors, and localities organize inspections of agencies and units under their jurisdiction on the implementation of national defense, military, reserve forces training, and military training and defense education work according to their functions and tasks. At the same time, they report the results to the Ministry of National Defense (through the General Department of Militia and Self-Defense Forces, General Staff).
Article 9. Effective date
Article 8. Ensuring the budget for national defense and military affairs
Ministries, agencies, and localities shall prepare budgets, execute, and settle accounts for the budget ensuring national defense work, militia and self-defense force work, and Military-Civilian Defense Education and Training work in accordance with the provisions of the law.
Clause 1. This Circular takes effect from February 7, 2014, and replaces Circular No. 130/2012/TT-BQP dated December 4, 2012, issued by the Minister of National Defense guiding the implementation of national defense work in ministries, sectors, and localities in 2013.ệnto effecitselfand responsibility for enforcementệ1.
