On Interpellation at the Ninth Session of the Fifteenth National Assembly
OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
Pursuant to the Law on Supervision Activities of the National Assembly and People's Councils No. 87/2015/QH13;
Based on the results of interpellation and response to interpellation at the Ninth Session of the Fifteenth National Assembly,
RESOLUTION:
Strengthen discipline and order, improve the effectiveness of budget revenue and expenditure management; strive to increase state budget revenue in 2025 by over 15% compared to the budget estimate. Vigorously develop channels for capital mobilization from the capital market; in 2025, prepare all necessary conditions to upgrade the stock market to an emerging market. Promptly study and promulgate the legal framework for piloting the digital asset market in Vietnam. Allocate state budget funds to implement the Resolutions of the Politburo on science and technology, innovation, private sector development, lawmaking, organizational restructuring, exemption and reduction of school fees, and the policy of free medical services. Review and resolve difficulties, accelerate the disbursement of public investment funds, striving to achieve a disbursement rate of 100% of the plan in 2025. Study, supplement, and perfect tax mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism. Promote decentralization, digital transformation, administrative reform, and simplification of procedures for investment, production, and business operations, significantly reducing compliance costs. Promptly complete and put into operation the "National Investment One-Stop Portal"; in 2025, implement administrative procedures related to enterprises electronically; 100% of administrative procedures will be carried out without geographical boundaries within the provincial level.
Effectively implement the Law on State Capital Management and Investment in Enterprises. Reform thinking, enhance managerial and operational capacity, ensure transparency and disclosure of information, linked with improving supervisory and evaluation mechanisms for the performance of state-owned enterprise management. Reorganize financial resources, capital, and assets, accelerate divestment of state capital in enterprises in sectors where the state does not need to hold shares, focusing investments on key industries and fields with strengths, applying science and technology, digital transformation, innovation, green economy, digital economy, circular economy. Strengthen collaboration between state-owned enterprises, private enterprises, and foreign-invested enterprises, forming regional and global supply chains.
Fully institutionalize and effectively implement Resolution No. 68-NQ/TW of the Politburo on the development of the private sector and Resolution No. 198/2025/QH15 of the National Assembly on special mechanisms and policies for the development of the private sector. Study and propose amendments to the Law on Support for Small and Medium-sized Enterprises. Strive for the contribution ratio of the private sector to GDP to reach 51-52% in 2025; increase the share of state budget revenue from the private sector in total state budget revenue; enhance the effectiveness of job creation and labor productivity. Perfect the legal framework for new economic models and businesses based on technology and digital platforms. Implement measures to support individual and household businesses in smoothly transitioning from turnover tax to tax payment according to the tax administration law. Promote publicity, training, counseling, and raise awareness about new tax policies and the application of electronic invoices for individual and household businesses, and encourage household businesses to convert to enterprises. In 2025, vigorously apply electronic invoices to entities in various industries and fields as prescribed. Encourage entrepreneurial spirit, innovation, and creativity throughout society.
Develop selective policies to attract FDI, prioritizing high-tech enterprises with high added value, environmentally friendly, committed to technology transfer, and linking with domestic enterprises; encourage FDI enterprises to intensify training and improve the skills of Vietnamese workers, implement research and development activities in Vietnam. Continue to innovate, perfect, and enhance the effectiveness of investment promotion, proactively promoting targeted, focused, and key investments. Promptly resolve obstacles, shorten investment procedures, accelerate the progress of large FDI projects; handle decisively FDI projects causing environmental pollution, inefficient land use, prolonged losses, non-compliance, or failure to meet investment commitments.
In 2025, continue to study, supplement, and perfect regulations, implement preferential policies to attract investment and develop various types of new industrial zones and economic zones (ecological industrial zones, specialized industrial zones, supporting industrial zones, high-tech industrial zones, specialized economic zones, free trade zones), and similar models. Develop ecological industrial zones and coastal economic zones in conjunction with forming and developing strong marine economic centers. Enhance the effectiveness of state management over industrial zones and economic zones; complete management models to ensure streamlined and effective operation; develop industrial zones and economic zones closely aligned with practical requirements, orientations, and investment attraction capabilities and competitive advantages of each locality and region, avoiding wastage of land and infrastructure resources.
Continue to review and perfect mechanisms, remove bottlenecks in higher education institutional frameworks; review and amend laws on education, higher education, and vocational education to ensure consistency. Enhance the effectiveness of state management, educational quality; continue to innovate and perfect the governance model of higher education institutions. Strengthen decentralization and autonomy in higher education linked with accountability; encourage financial autonomy with reasonable supplementary investment from the state budget. Establish breakthrough mechanisms and policies to invest in developing national universities, regional universities, and key higher education institutions at par with advanced countries' institutions. Propose mechanisms and policies to mobilize resources effectively for implementing the planning of higher education and teacher training institutions for the period 2021-2030, with a vision to 2050, ensuring focus and alignment with human resource training needs by region, industry, and strategic fields. Promptly amend and perfect regulations on scientific and technological activities and innovation in higher education institutions. Build mechanisms to promote cooperation between the state, higher education institutions, and businesses in scientific research and commercialization of research results. Invest in modernizing higher education infrastructure to meet research, development, and innovation needs. Develop teaching staff and scientists with appropriate structure, quantity, and quality to meet teaching and research requirements in basic sciences, key engineering and technology fields. Establish breakthrough policies to attract and utilize foreign experts and scientists and overseas Vietnamese to teach and work in Vietnamese educational institutions. Provide financial support policies for students to ensure fair access to higher education; support training in priority development fields, basic science areas, foundational industries, and strategic technologies.
Continue to study and perfect legal provisions, guidance, dissemination, and communication regarding additional classes and self-study. Increase investment in physical facilities to ensure conditions for organizing two daily school sessions, harmonizing cultural subject hours with other educational activities, suitable to psychological age stages, helping students develop comprehensively. Improve teaching methods and organizational forms; strengthen the development of open learning materials, artificial intelligence applications, digital transformation, and smart teaching devices to enhance regular teaching and learning quality, and students' self-study abilities. Reform assessment methods and rewards towards developing student qualities and abilities, ensuring substance and preventing academic dishonesty. Strengthen the application of digital technology in management, teaching, assessment, timely providing information to parents, and enhancing coordination between schools and families to support effective student learning. Strengthen inspections of additional class providers, promptly rectify and strictly handle violations.
Continue to thoroughly implement and direct strict compliance with regulations, tasks, and solutions to ensure a safe, healthy, friendly educational environment, prevent and combat school violence. Emphasize the construction of school culture; direct the establishment and implementation of comprehensive and substantive cultural behavior rules in schools. Clearly define responsibilities and enhance coordination among relevant agencies to promptly identify, handle, and remove anti-educational information, violent content, and negative impacts on children and students, especially online. Organize good counseling activities; continue to improve the counseling staff for students; emphasize training and capacity building for teachers in psychological counseling skills to provide timely and effective support. Focus on educating and enhancing life skills, interpersonal skills, and conflict resolution for students; prioritize safe swimming lessons to reduce drowning risks; educate traffic safety laws and drug prevention.
Review and perfect regulations on food hygiene and safety in schools. Organize school meals ensuring hygiene, safety, and balanced nutrition. Strengthen inter-agency inspections, strictly control the origin of food and processing, storage, and transportation processes at educational institutions. Mobilize parent representatives to monitor food safety. Coordinate to strictly handle food production and supply units or meal providers for schools that fail to comply fully with food safety and nutritional regulations.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, the National Assembly deputies, the Vietnam Fatherland Front, and other political-social organizations shall be responsible for supervising the implementation of this Resolution within their respective duties and authorities.
