DECISION
OF THE MINISTER OF FINANCE NUMBER 224 TC/CĐKT DATED APRIL 18, 1990 ON THE REGIME OF PERIODIC ACCOUNTING REPORTS UNIFORMLY APPLIED TO STATE OWNED INDUSTRIAL ENTERPRISES
Pursuant to Decree No. 196/HĐBT dated December 11, 1989 of the Council of Ministers stipulating the tasks, powers, and responsibilities for state management of ministries;
Pursuant to Decree No. 155/HĐBT dated October 15, 1988 of the Council of Ministers on the functions, tasks, and organizational structure of the Ministry of Finance;
Pursuant to the Accounting and Statistics Ordinance promulgated by the State Council under Decree No. 06-LCT-HĐNN dated May 20, 1988, and the Regulation on the Organization of State Accounting issued pursuant to Decree No. 26/HĐBT dated March 18, 1989 of the Council of Ministers;
With the agreement of the General Statistics Office;
DECISION:
Article 1:NOW ISSUES HEREBY ATTACHED TO THIS DECISION "The Regime of Periodic Accounting Reports Uniformly Applied to State Owned Industrial Enterprises" belonging to various industries and localities.
Article 2: This accounting reporting regime shall be applied to prepare unified periodic accounting reports from the first quarter of 1990, and shall replace previous regulations on accounting reports of state-owned industrial enterprises (Decision No. 13/TCTK-PPCĐ dated January 13, 1986 of the General Statistics Office).
Article 3: Ministries, General Departments, and People's Committees of provinces, cities, and special administrative regions directly under the Central Government have the responsibility to guide and organize the implementation of this reporting regime in state-owned industrial enterprises within their jurisdiction. Ministries and General Departments shall base on this accounting reporting regime to establish and issue appropriate periodic accounting reporting regimes for other units under their industry and locality management, after consultation with the Ministry of Finance and the General Statistics Office.
Article 4: Heads and chief accountants of state-owned industrial enterprises are responsible for implementing this accounting reporting regime and bear legal responsibility for the accuracy and timeliness of the accounting report data.
Article 5: The Director of the Department of Accounting Regulations and Accounting Inspection is responsible for guiding and supervising the implementation of this Decision.

REGIME OF PERIODIC ACCOUNTING REPORTS UNIFORMLY APPLIED TO STATE OWNED INDUSTRIAL ENTERPRISES
(Issued pursuant to Decision No. 224TC/CĐKT dated April 18, 1990 of the Minister of Finance).
I. OBJECTIVES
1- To aggregate and evaluate comprehensively the overall situation of production and business operations of the unit after a period of accounting, the financial situation and prospects of the unit.
2- To provide data for analyzing the economic activities of the unit, to identify positive factors and propose effective measures to improve business quality and strengthen economic accounting systems.
3- To provide necessary information for planning and evaluating, selecting production and business plans.
4- To consolidate and enhance the quality of accounting work at the grassroots level, ensuring the provision of solid, reliable, and timely information to serve the management needs of the unit and state supervision.
II. CONTENT
The content of the regime of periodic accounting reports includes two parts:
1- Reporting figures, including three tables:
Table No. 01/BCKT - Summary Balance Sheet
Table No. 02/BCKT - Business Results
Table No. 03/BCKT - Production Costs by Factors.
2- Explanatory Report:
Table No. 04/BCKT - Explanation of Business Activities Results.
In addition, to meet economic management requirements, units may prepare additional detailed accounting reports for storage and compilation in settlement files, which do not need to be sent and submitted according to the provisions in Section III.
III. TIME LIMIT AND METHODS FOR SUBMITTING REPORTS
1- All units must prepare and submit reports to the superior managing authority, finance department, and statistics office at the same level.
2- Time limit for submitting reports:
- Quarterly and six-monthly reports must be prepared and submitted to the receiving authorities no later than 15 days after the end of the quarter.
- Annual reports must be prepared and submitted to the receiving authorities no later than 30 days after the end of the year.
