Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minorities Affairs,
DECISION:
Article 1. The State shall provide financial support for connecting household electricity from the low-voltage power grid to the households of those belonging to hungry, poor, village elder, and family households with difficulties, and family households with meritorious service in the provinces of the Central Highlands, replacing the form of providing four meters of regular fabric per person per year without charge as prescribed in Clause 3, Article 4 of Decision No. 168/2001/QĐ-TTg dated October 30, 2001 of the Government.
For households in areas where it is not yet possible to connect electricity or have already been connected through other sources of funding, the People's Committees of the provinces shall decide to provide support in the form of crop seeds, livestock breeds, or other goods suitable for daily needs, equivalent in value to four meters of regular fabric per person per year. Implementation shall begin in 2003, and for households that received four meters of fabric in 2003, implementation shall commence in 2004.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of the People's Committees of the Central Highland provinces shall be responsible for implementing this Decision.
