Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the Department of Financial Affairs of Banks and Financial Institutions.
DECISION:
Article 1. Announcing the schedule for drawing traditional lottery tickets for lottery companies in the Northern and Central regions (attached).
Article 2. The schedule for drawing will be maintained stably from 2005 to 2006. As of January 1, 2007, the Ministry of Finance will announce a new schedule for drawing in accordance with the actual market conditions and local budget balance at that time.
Article 3. Localities shall direct and create favorable conditions for lottery companies to implement steps related to opening the common market and specific issuance plans of each locality.
Article 4. This Decision takes effect from January 1, 2005.
The Director of the Department of Banking and Financial Institutions, the Head of the Ministry's Office, the Directors of Provincial Finance Departments, the Directors of lottery companies in provinces and cities in the Northern and Central regions, and the Standing Board of the Northern and Central Lottery Association are responsible for implementing this Decision./.
