Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;

Considering the proposal of the People's Committee of Tra Vinh Province (document number 1173/TT-UBT dated June 11, 2002, document number 02/TT-UBT dated January 2, 2002), the opinions of the Ministries: Planning and Investment (document number 5800/BKH-DN dated September 11, 2002), Finance (document number 10554/TC-TCDN dated September 30, 2002), Labor, Invalids and Social Affairs (document number 3032/LĐTBXH-CSLĐVL dated September 16, 2002), Home Affairs (document number 138/BNV-TCBC dated September 9, 2002), Agriculture and Rural Development (document number 3812/BNN-TCCB dated September 19, 2002).

DECISION:

Article 1. Approves the overall plan for restructuring and modernizing state-owned enterprises under the People's Committee of Tra Vinh Province until 2005 as attached.

Article 2. The Chairman of the People's Committee of Tra Vinh Province is responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under its jurisdiction according to the approved content and schedule. Any adjustments or supplements to the Plan must be approved by the Prime Minister.

Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and related agencies are responsible for coordinating with the People's Committee of Tra Vinh Province in implementing the aforementioned Plan.

The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time making recommendations to

Article 4. This Decision takes effect from the date of signature.

The Chairman of the People's Committee of Tra Vinh Province and the heads of related agencies are responsible for enforcing this Decision./.
