DIRECTIVE

On Strengthening Coordination with the Vietnam Fatherland Front Committee to Promote the Campaign "All People United to Build a New Life in Residential Areas"

The campaign "All People United to Build a New Life in Residential Areas," initiated by the Central Committee of the Vietnam Fatherland Front, has been widely implemented and enthusiastically supported by the broad masses of people across the country. It has initially yielded practical results and shows promising sustainable development.

This is a large-scale political and social movement that inherits and promotes the experiences of patriotic campaigns and movements of the people during the resistance war against foreign invaders as well as during the period of peaceful national construction. The campaign will be long-term, aiming at fundamental goals such as maintaining and promoting community solidarity traditions; continuously improving the quality of life for the people; expanding socialist democracy; implementing socialization in cultural and social fields; and building a solid political foundation. This major campaign requires close and synchronized coordination between member organizations of the Front, between the government and state agencies, and the Vietnam Fatherland Front under the leadership of Party committees at all levels.

The Government has issued Circular No. 126/QHQH dated January 6, 1996, requiring ministries, ministerial-level agencies, governmental agencies, and provincial and municipal people's committees directly under the central government to actively coordinate with the Vietnam Fatherland Front in this campaign. After two years of implementation, some ministries, sectors, and local authorities have not fully recognized the positive impact of the campaign's contents on the management of economic and social tasks, thus failing to closely coordinate and create favorable conditions to promote the campaign together with the Vietnam Fatherland Front.

To meet the development requirements of the Campaign "All People United to Build a New Life in Residential Areas," the Prime Minister issues the following directive:

1. Ministries, ministerial-level agencies, and governmental agencies shall, based on their functions, tasks, and work programs, proactively work with the Standing Board of the Central Committee of the Vietnam Fatherland Front to develop plans for coordinated activities, concretize new policies of the Party and State into the content of the campaign.

In addition to continuing to improve existing contents, in the short term, it is necessary to focus on guiding and creating conditions for the implementation of grassroots democratic regulations; building civilized lifestyles in weddings, funerals, and festivals; implementing the National Program on Crime Prevention; the Program to Support Particularly Difficult Communes; mobilizing the people to implement and supervise state agencies and civil servants in complying with the Ordinance on Anti-Corruption and the Ordinance on Thrift and Anti-Waste...

2. Ministers, heads of ministerial-level agencies, and governmental agencies, and Chairmen of provincial and municipal people's committees directly under the central government shall direct the heads of national programs and projects to coordinate with the Vietnam Fatherland Front in organizing and implementing projects in residential areas to ensure consistency and synchronization in guidance and mobilization of various strata of the population; publicly disclose the objectives and resources of the programs and projects for the people to monitor to ensure effective implementation; establish mechanisms for using program and project funds linked to the guidance of the campaign to facilitate the Vietnam Fatherland Front at the local level in leading the campaign.

Annual evaluations of programs and final acceptance of projects should consider the opinions of the Vietnam Fatherland Front Committee at the same level.

3. Provincial and municipal people's committees directly under the central government shall promptly build and implement regulations on coordination with the local Vietnam Fatherland Front Committee to strengthen working relations and achieve better results. They should regard the Campaign "All People United to Build a New Life in Residential Areas" as the core content in the coordination program between the government and the Vietnam Fatherland Front Committees at all levels in the coming years; urge and inspect local departments and sectors to effectively implement the coordination program with the Vietnam Fatherland Front according to the guidance of the central sector, with appropriate content and methods of coordination.

It is necessary to review existing local steering committees and mobilization committees. If any committees have similar membership and content closely related to the Campaign "All People United to Build a New Life in Residential Areas," they should be unified to reduce formalism, overlap, and dispersion. In the short term, committees for poverty alleviation, cultural village and family construction, civilized lifestyle promotion in weddings, funerals, and festivals, social evil prevention, AIDS prevention, and gratitude fund establishment should be integrated into a unified steering committee.

4. To ensure the strengthening of coordination between the Government and the Central Committee of the Vietnam Fatherland Front in promoting the Campaign "All People United to Build a New Life in Residential Areas," the Prime Minister requests:

- The Government Organization and Cadre Department shall take the lead in coordinating with the Party Central Committee Organization Department, the Ministry of Justice, and the Standing Board of the Central Committee of the Vietnam Fatherland Front to study and guide on the responsibilities, selection mechanism, policies, and coordination relationship between branch secretaries, village chiefs (village chiefs in ethnic minority areas, ward chiefs), and heads of mass organizations in residential areas; on the relationship between administrative management and self-management by the people, between laws and village rules and regulations, and on the Direct Grassroots Democratic Regulations.

- The Ministry of Finance shall take the lead in coordinating with the Standing Board of the Vietnam Fatherland Front Central Committee to develop a plan for financial support for the Mass Movement "All People United for the Construction of a New Life in Residential Areas"; discuss and propose a mechanism to allocate a portion from the results of fundraising campaigns organized by the Front to establish a fund for rewarding and motivating movements, to be submitted to the Prime Minister for consideration and decision.

- The State Agency for Awards and Honors shall cooperate with the Standing Board of the Vietnam Fatherland Front Central Committee to study forms to stimulate patriotic emulation movements, encourage the whole people to enthusiastically work and study, practice thrift, and build a new life during the period of peaceful national construction; guide the establishment of models and exemplary cases in the Mass Movement "All People United for the Construction of a New Life in Residential Areas" in each region and area to promote widely; innovate award forms to be appropriate and effective. Move towards holding a National Congress to commend outstanding residential areas in the movement, celebrating the Fifth National Congress of the Vietnam Fatherland Front.

5. Mass media agencies shall cooperate with the Standing Board of the Vietnam Fatherland Front Central Committee to strengthen propaganda work, introduce good models, and commend advanced examples in the Mass Movement, contributing to popularizing, encouraging, and expanding the movement nationwide.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees under central jurisdiction shall strictly organize and implement this Directive./.
