ISSUED BY THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
(Regarding the allocation of state budget revenue and expenditure plan for 1999)
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 248/1998/QĐ-TTg dated December 24, 1998 of the Prime Minister on certain policies and measures for managing the economic and social development plan and state budget estimate for 1999; Decision No. 252/1998/QĐ-TTg dated December 26, 1998 of the Prime Minister on the allocation of plan targets and state budget estimate for 1999; Decision No. 868/1998/QĐ-BKH dated December 29, 1998 of the Minister of Planning and Investment on the allocation of national plan targets for 1999; Decision No. 73/1998/QĐ-BTC dated December 30, 1998 of the Minister of Finance on the allocation of state budget revenue and expenditure estimate for 1999;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management by ministries and ministerial-level agencies;

Article 1. Now allocate the state budget revenue and expenditure plan targets for 1999 to the Ministry of Agriculture and Rural Development (with detailed annexes attached)
Article 2. Based on the allocated plan, the unit shall promptly prepare a detailed plan for submission to the Ministry for approval, ensuring timely implementation to ensure the completion of the national plan tasks for 1999.
Article 3. The Heads of the Office, Directors of the Department of Planning and Master Planning, Directors of the Department of Financial Accounting, relevant Departments, and Heads of units assigned tasks are responsible for implementing this decision./.
