Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and agencies at the ministerial level;
Pursuant to the Prime Minister's Decision No. 853/1997/CT-TTg dated October 11, 1997 on combating smuggling under new circumstances;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget;

Article 1. Attached to this Decision is the Table of Toll Rates for the use of National Highway 3 from km 0 to km 69, section Duong Bridge - Thai Nguyen.
Article 2. The objects subject to collection, the organization of collection, submission, and management and use of tolls for National Highway 3 from Duong Bridge to Thai Nguyen shall be implemented in accordance with the provisions of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the system of bridge and road tolls managed by the State, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Ministry of Finance guiding amendments and supplements to point 1.d, Section A, Part IV and point 3.n, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance, and Circular No. 05/1999/TT-BTC dated January 13, 1999 of the Ministry of Finance guiding amendments and supplements to point 3 of Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998.
Article 3. This Decision takes effect from March 15, 1999.
Article 4. Organizations and individuals subject to payment of fees, units assigned by the Ministry of Transport to organize the collection of tolls for National Highway 3 from Duong Bridge to Thai Nguyen, and related agencies are responsible for implementing this Decision.
