Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the conclusions of the Politburo on tourism development in the new situation (Notification No. 179/TB-TW dated November 11, 1998 of the Politburo);
Considering the proposal of the General Director of the Vietnam National Administration of Tourism and the Minister, Head of the Government’s Organizational and Cadre Affairs Department,
DECISION:
Article 1. The National Steering Committee for Tourism shall be established to assist the Prime Minister in directing and coordinating tourism activities.
Article 2. The National Steering Committee for Tourism shall have the following main tasks and powers:
1. Assist the Prime Minister in directing and coordinating the activities of relevant ministries, sectors, and localities in formulating and implementing national plans and programs for tourism development during each economic development phase.
Assist the Prime Minister in resolving inter-sectoral issues, difficulties between relevant ministries, sectors, and localities during the implementation of the aforementioned tourism plans and programs, as well as difficulties related to state policies and laws on tourism development.
2. Assist the Prime Minister in directing, guiding, and supervising relevant ministries, sectors, and localities in formulating and implementing specific plans and programs for tourism development within their respective sectors and localities in accordance with national plans and programs.
3. Assist the Prime Minister in directing relevant ministries, sectors, localities, and mass media organizations to carry out domestic and international publicity campaigns for national programs on tourism development; disseminate the state's policies, guidelines, and laws on tourism.
4. Perform other tasks assigned by the Prime Minister.
Article 3. Members of the National Steering Committee for Tourism include the following comrades:
1. Mr. Nguyen Manh Cam, Deputy Prime Minister, Chairman;
2. Ms. Vo Thi Thang, General Director of the Vietnam National Administration of Tourism, Vice-Chairman;
3. Tran Hanh, Major General, Deputy Minister of Defense, member;
4. Nguyen Khanh Toan, Deputy Minister in charge of the Ministry of Public Security, member;
5. Nguyen Dy Nien, Deputy Minister of Foreign Affairs, member;
6. Luu Tran Tieu, Deputy Minister of Culture, Sports and Tourism, member;
7. Nguyen Tien Sam, Director of the Civil Aviation Authority of Vietnam, member;
Article 4. The Vietnam National Administration of Tourism shall serve as the permanent office and ensure working conditions for the National Steering Committee for Tourism.
The operating budget of the National Steering Committee for Tourism shall be allocated from the state budget annually and consolidated into the budget of the Vietnam National Administration of Tourism.
Article 5. The Chairman shall use the seal of the Government; the Vice-Chairman shall use the seal of the Vietnam National Administration of Tourism.
Article 6. The Chairman of the National Steering Committee for Tourism shall decide on the operational regulations of the Committee.
Article 7. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Ministers, Heads of ministerial-level agencies under the Government, Chairmen of provincial and municipal people's committees directly under the central government, and the comrades named in Article 3 above shall be responsible for implementing this Decision.
